On the morning of January 14th, forces under the Organizing Committee of the 14th National Congress of the Party carried out a full rehearsal of the escort plan for the Congress.

From 6 a.m., dozens of vehicles from various hypothetical directions, such as hotels and the National Convention Center, planned their routes towards the Ba Dinh area.

Deeply aware of the significance and importance of ensuring absolute security and order for the 14th National Congress of the Party, the Security and Order Subcommittee of the 14th Party Congress/ Ministry of Public Security has, in recent times, resolutely directed the comprehensive and synchronized implementation of solutions and measures to ensure security and order for the Congress.

The highest objective and requirement is: to ensure absolute security and safety, preventing any unexpected incidents or mistakes, no matter how small, not only at the venue of the Congress but throughout the entire country.

Meanwhile, according to the plan, the military will be responsible for organizing transportation for 1,402 delegates from 25 delegations and invited guests.

Over the past period, the training organizing committee, the teaching staff, Brigade 971, Factory Z157, etc., have made efforts to overcome many difficulties and implemented many new contents in a short preparation time.

To date, 100% of vehicles have been inspected and technically ensured; 100% of officers and drivers have undergone health checks; and all professional and related training content has met requirements, ready to effectively perform the task of transporting delegates to the Party Congress.

Lieutenant General Nguyen Thanh Tung – Director of the Hanoi Police Department – emphasized that the overarching requirement in ensuring security and order during the 14th National Congress of the Party is to maintain stability, strictly implement the motto "normal on the outside, tight on the inside"; ensure smooth traffic flow, contributing to building the image of a safe, civilized, and friendly capital city.

Lieutenant General Tung also requested that units, during the implementation of their tasks, operate a synchronized set of operational measures, strengthen their ability to closely monitor the situation from early on, from afar, from the grassroots level, and in cyberspace; the Deputy Directors of Hanoi Public Security directly supervise according to their assigned areas and fields, promptly handling issues at the grassroots level and preventing the emergence of "hot spots".

Emphasizing that this is a particularly important time for national security, Lieutenant General Nguyen Thanh Tung requested the entire Hanoi Police force to draw on experience from the security work for the A80th Anniversary Celebration; to flexibly, creatively, and synchronously apply measures, proactively prevent, promptly deter, and strictly handle violations, and absolutely not allow any negligence to occur.
