Party Committee of the Ministry of Science and Technology: Innovating Party work practices, enhancing the role of inspection, supervision, and discipline.

On December 17, 2025, the Party Committee of the Ministry of Science and Technology (MST) organized a training conference on Party work in 2025 to update knowledge, skills, and new regulations for cadres working in Party affairs. The conference was not only of professional significance but also an important part of Party building, contributing to bringing the activities of Party organizations within the MST Party Committee into order and structure, improving the quality of leadership and guidance in effectively implementing resolutions of the Party, the National Assembly, the Government, and Resolution 57 in the new period.

Overview of the Conference.

In her opening remarks at the Conference, Comrade Tran Thi Nhi Thuy, Deputy Secretary of the Party Committee of the Ministry of Science and Technology , emphasized that the Conference is taking place in the context of the entire Party continuing to strengthen the building of a clean and strong Party and political system, coupled with the requirement to tighten discipline and order, and improve the effectiveness and efficiency of leadership, management, and the organization and implementation of political tasks.

According to Comrade Tran Thi Nhi Thuy, Party work, with a focus on personnel work, inspection, supervision, Party discipline, and other Party work techniques, plays a crucial role and directly determines the leadership capacity, fighting strength of Party organizations, and the quality of cadres and Party members.

Notably, 2025 marks the first year that the Party Committee of the Ministry of Science and Technology implements the model of the Standing Committee comprehensively leading political tasks, in the context of the Central Committee issuing nearly 300 resolutions, conclusions, and directives. This requires the dissemination and implementation at all levels of Party committees to be unified, systematic, and rigorous.

At the conference, the Deputy Secretary of the Party Committee of the Ministry of Science and Technology also discussed the draft regulations on the content and methods of reporting, seeking the Standing Committee's opinion to help Party committees at all levels implement them synchronously and effectively.

Through the training conference, Party committees, Party organizations, and Party officials throughout the Party Committee of the Ministry of Science and Technology were equipped with the core contents and new points of Regulation No. 377-QĐ/TW on personnel work; unified understanding and methods for implementing Party work, especially personnel work, inspection, and supervision; thereby enhancing the leadership role of Party committees in fulfilling political tasks.

To ensure the conference is effective, Comrade Tran Thi Nhi Thuy requested that delegates uphold a high sense of responsibility, focus on studying and frankly discussing difficulties and obstacles in practice; and that Party committees and organizations proactively review and incorporate the training results into improving the quality of Party activities and the effectiveness of leadership and guidance in implementing political tasks at their respective units.

Comrade Tran Thi Nhi Thuy, Deputy Secretary in charge of the Party Committee of the Ministry of Science and Technology, delivered the opening remarks at the Conference.

Presenting the thematic topic "Overview of the Party Inspection Sector, Party Inspection, Supervision, and Discipline - New Regulations," Comrade Bui Thai Trong, Senior Inspector, Deputy Director of Department I, Central Inspection Commission , affirmed that inspection work is a fundamental leadership function, playing a key role in ensuring the discipline and order of the Party. Quoting President Ho Chi Minh, "To lead, one must inspect," he emphasized the more than 77-year tradition of the Party Inspection sector, closely linked to the Party's revolutionary cause.

Clarifying the spirit of the 13th National Congress, Comrade Bui Thai Trong emphasized the need to continue improving the regulatory system, maintaining strict discipline and order; and at the same time, strongly innovate the methods, processes, and skills of inspection and supervision in a proactive, scientific, and rigorous manner, prioritizing prevention, and promptly detecting and strictly handling violations.

Comrade Bui Thai Trong also reviewed the outstanding achievements of the Party Inspection sector in recent times, from building a synchronized system of regulations and consolidating the organizational structure of inspection committees at all levels, to investing in modernizing facilities to serve inspection and supervision work. According to the report, as of October 5, 2025, the entire Party Inspection sector has 16,797 cadres working in inspection, reflecting the growth in both organization and capacity to perform tasks.

Regarding strategic orientations for the coming period, Comrade Bui Thai Trong emphasized: The Politburo's Conclusion No. 34-KL/TW dated April 18, 2022, on the Party's Inspection and Supervision Strategy until 2030 clearly defines the goal of raising awareness and responsibility of Party committees, Party organizations, and Party members, especially leaders; and strongly innovating and improving the effectiveness and efficiency of Party inspection, supervision, and discipline. The focus is on four major groups of tasks and solutions, including strengthening the leadership of Party committees, innovating inspection and supervision methods, and building a team of impartial and honest inspection officials, with a streamlined and efficient organizational structure.

In particular, the thematic discussion clarifies General Secretary To Lam's directive on shifting inspection and supervision work from a passive to a proactive approach, from handling to preventing; promoting digital transformation, gradually implementing "data-driven supervision and data-driven inspection," and building "lean, efficient, and strong" inspection committees at all levels.

Comrade Bui Thai Trong, Senior Inspector, Deputy Director of Department I, Central Committee for Inspection and Supervision, delivered a speech at the Conference.

At the conference, delegates also heard important presentations on the following topics: the Party's new regulations on "Decentralization of cadre management and planning, appointment, nomination of candidates and related contents on planning and consolidation of Party committees"; the Party's new regulations on "Some issues concerning the protection of internal political security and its implementation at Party committees and organizations"; and the professional skills of managing Party members and Party member records.

Comrade Mai Anh Chung, Deputy Head of the Party Committee's Organization Department of the Ministry of Science and Technology, presented a专题 (special topic) on "New Party Regulations on Decentralization of Cadre Management and Planning, Appointment, Nomination of Candidates, and Related Contents on Planning and Consolidation of Party Committees".

Comrade Tran Duc Trung, from the Party Committee's Organization Department of the Ministry of Science and Technology, presented the topic "Management of Party members and Party member records".

The training conference provided core content, updated new and key aspects of Party work, contributing to raising awareness and unifying action throughout the Party Committee of the Ministry of Science and Technology, meeting the requirements of building a clean and strong Party, and accompanying the development of the country in the new period.
