Looking back at the results of 30 years of reform (1986-2016), the Congress affirmed: 30 years of reform is an important historical period in the cause of building and defending the country, marking the maturity in all aspects of the Party, the State, and our people. Reform has revolutionary significance and scope; it is a process of profound, comprehensive, and thorough transformation, a great revolutionary undertaking of the entire Party, the entire people, and the entire army for the goal of "a prosperous people, a strong nation, democracy, fairness, and civilization."

Overall, over the past 30 years of reform, our country has achieved tremendous, historically significant accomplishments on the path of building socialism and defending the socialist Fatherland. At the same time, many major and complex issues, limitations, and weaknesses remain that need to be addressed and overcome in order to ensure rapid and sustainable national development.

The Congress discussed and approved the basic contents regarding the assessment of the implementation of the Resolution of the 11th National Congress (2011-2015) and the direction and tasks for the 5 years from 2016-2020. The Congress assessed that: Over the past 5 years, the entire Party, people, and army have strived to implement the Resolution of the 11th National Congress of the Party, achieving important results. The economy has overcome many difficulties and challenges, its scale and potential have been enhanced; macroeconomic stability has been basically maintained, inflation has been controlled; economic growth has been maintained at a reasonable level, gradually recovering from 2013, with each year higher than the previous one.
With the spirit of "Unity-Democracy-Discipline-Innovation," and a high sense of responsibility to the Party, the people, and the country, the Congress set forth the main goals and tasks for the term (2016-2020). The overall goal is: To strengthen the building of a clean and strong Party, enhance the Party's leadership capacity and fighting strength, and build a strong political system. To promote the strength of the entire nation and socialist democracy. To comprehensively and synchronously accelerate the reform process; to develop the economy rapidly and sustainably, striving to soon transform Vietnam into a modern industrialized country. To improve the material and spiritual lives of the people. To resolutely and persistently fight to firmly protect the independence, sovereignty, unity, and territorial integrity of the Fatherland, to protect the Party, the State, the people, and the socialist system. To maintain peace and stability, and to proactively and actively integrate into the international community for national development. To enhance Vietnam's position and prestige in the region and the world.
The Congress discussed and adopted: the Report reviewing the leadership and guidance of the 11th Central Committee of the Party presented to the 12th Congress; the Report summarizing the implementation of the Party Charter of the 11th term; agreed not to amend or supplement the current Party Charter; and the Report summarizing the implementation of Resolution No. 4 of the 11th Central Committee on "Some urgent issues concerning Party building today".

The Congress elected a Central Committee consisting of 180 full members and 20 alternate members. The first meeting of the Central Committee elected a Politburo of 19 members, with Comrade Nguyen Phu Trong re-elected as General Secretary.

The 12th National Congress of the Party was of great significance. The success of the Congress created an important foundation for the country to continue its rapid and sustainable development, striving to soon transform Vietnam into a modern industrialized nation.
