Summarizing 20 years of reform (1986-2006), the Congress affirmed: Over the past twenty years, with the strenuous efforts of the entire Party, people, and army, the reform process in our country has achieved great and historically significant achievements. The country has emerged from the socio -economic crisis, undergoing fundamental and comprehensive changes. Our country's position in the international arena has continuously improved. The overall strength of the nation has increased significantly, creating new momentum and strength for the country to continue moving forward with bright prospects. Understanding of socialism and the path to socialism has become increasingly clearer; the system of theoretical viewpoints on the reform process, on socialist society, and on the path to socialism in Vietnam has been formed in its basic features.

The Congress frankly acknowledged the limitations in the Party's leadership, the difficulties and challenges that our people face, especially the risk of falling further behind economically; and the decline in politics , ideology, morality, and lifestyle of a significant number of cadres and Party members. The Congress summarized the lessons learned from 20 years of implementing the reform process.

The Congress set forth the general goals and directions for socio-economic development for the five years from 2006 to 2010; the direct goal by 2010 was to "quickly lift our country out of underdevelopment." Based on this, the Congress outlined the following policies: Continuing to perfect the socialist-oriented market economy; promoting industrialization and modernization linked to the development of a knowledge-based economy; improving the quality and effectiveness of education and training, science and technology, and human resource development; achieving social progress and equity in every step and every development policy; developing culture, the spiritual foundation of society; strengthening national defense and security, firmly protecting the Fatherland; expanding foreign relations, actively and proactively integrating into the international economy; promoting the strength of national unity, continuing to innovate the working methods of the Fatherland Front and people's organizations; promoting democracy, and continuing to perfect the socialist rule of law. To innovate and rectify the Party, and enhance the Party's leadership capacity and fighting strength.

To prepare for the supplementation and development of the Platform for National Construction during the transitional period to socialism, the congress focused on discussing the addition of characteristics of socialist society in Vietnam, supplementing and developing the content of these characteristics, and standardizing the expression and semantics of these characteristics of socialist society.

The Congress adopted the full text of the amended and supplemented Charter of the Communist Party of Vietnam. The Congress elected a Central Committee consisting of 160 full members and 21 alternate members. The first meeting of the Central Committee elected a Politburo of 14 members. Comrade Nong Duc Manh was re-elected as General Secretary.

The 10th National Congress of the Party is of great significance, promoting the dynamism, creativity, and efforts of the entire nation to lift the country out of underdevelopment and rise to become a modern industrialized nation.
