
Regarding the objectives and implementation requirements, the Plan sets out:
- Continue to thoroughly understand and seriously, synchronously, comprehensively, and effectively implement Directive No. 30-CT/TW dated January 22, 2019, of the Party Central Committee on strengthening the Party's leadership and the State's management responsibility for protecting consumer rights (Directive No. 30-KL/TW) to all cadres, Party members, civil servants, public employees, and workers in the Industry and Trade sector.
- Thoroughly understand and concretize the assignment and organization of the implementation of the contents of Conclusion No. 207-KL/TW of the Party Central Committee, in accordance with the conditions, characteristics, functions, and tasks of the Party Committee of the Ministry of Industry and Trade (Ministry Party Committee);
- Emphasize the role and responsibility of the heads of Party committees, agencies, and units in directing and organizing the implementation of the Plan, determined to successfully fulfill the assigned tasks; proactively and actively coordinate between Party organizations within the Ministry's Party Committee and the Party committees of functional units to implement and create a combined strength, ensuring decisive and effective action; create clear changes and overcome limitations and weaknesses;
Enhancing awareness, roles, responsibilities, and the effectiveness of state management by the Ministry of Industry and Trade in protecting consumer rights.

The Ministry of Industry and Trade organized the launching ceremony for Vietnam Consumer Rights Day 2025.
* Regarding key tasks and solutions:
The plan closely followed the requirements of the Party Central Committee Secretariat in Conclusion No. 207-KL/TW, which stipulated the following general requirements for Party committees, branches, and relevant agencies and organizations under the Ministry's Party Committee:
- Based on assigned functions and tasks, clearly define the responsibilities and roles of each relevant agency, organization, and individual, and establish quantifiable targets with flexible adjustment mechanisms to suit practical realities; create a favorable environment and proactively allocate sufficient, timely, and effective resources for the implementation of the Plan; strengthen the organization of training and skill development for officials and employees involved in protecting consumer rights;
Strengthening the thorough understanding among cadres and Party members: identifying consumer protection as a regular, long-term task and a shared responsibility of all individuals, agencies, and units; focusing leadership and direction on implementing consumer protection work in accordance with assigned functions and tasks, ensuring close and synchronized coordination among units under the Ministry, and overcoming the situation of irresponsibility and lack of decisiveness in implementing consumer protection work.

The Ministry of Industry and Trade promotes international cooperation on consumer protection.
The Party Committee of the Ministry of Industry and Trade has assigned specific tasks and actions to each agency and unit under the Ministry to implement each group of key tasks and solutions stipulated in Conclusion No. 207-KL/TW, including:
Firstly, strengthen the leadership of Party committees and organizations at all levels; promote the pioneering and supervisory role of Party branches and members; raise awareness, make breakthroughs in innovative thinking, and determine strong political determination to lead and direct decisively, creating new momentum in the work of protecting consumer rights.
Secondly, it is urgent to review and fully and promptly institutionalize the Party's new policies and orientations into the legal system on protecting consumer rights and related specialized legal documents, ensuring systematic, synchronized, comprehensive, and effective implementation, thoroughly addressing legal gaps, and meeting the trends of modern development, digitalization, and international integration.
Thirdly, we need to create breakthroughs in law enforcement, ensuring that laws protecting consumer rights are implemented fairly, promptly, effectively, and efficiently.
Fourth, promote the role of social organizations and businesses; strengthen digital transformation , apply science , technology, artificial intelligence, and big data in protecting consumer rights.
Fifth, promote integration, strengthen international cooperation, share information and experience, cooperate and coordinate in handling cross-border consumer disputes; strengthen the prevention and control of high-tech crimes in transactions with consumers.
Sixth, strengthen communication efforts; innovate implementation methods, apply digital technology, and be creative in communication activities regarding consumer rights protection.

The National Competition Commission, Ministry of Industry and Trade, is organizing the 2025 Consumer Appreciation Day to promote legal awareness and enhance consumer rights.
* Implementation organization:
The Standing Committee of the Ministry's Party Committee directs the advisory and support agencies to concretize and supplement the content of the Action Plan into the annual work program of the Ministry's Party Committee, checks the concretization and development of the Plan by subordinate Party organizations, and periodically reports the results of implementation to the Ministry's Party Committee Executive Committee.
Party committees and branches under the Ministry's Party Committee:
- Regularly monitor, inspect, and supervise the progress and results of the assigned targets and tasks; summarize and evaluate the situation regarding the implementation of targets and tasks, and periodically send the report to the Party Committee Office for compilation and reporting to the Standing Committee of the Ministry's Party Committee.
- Develop plans and organize the implementation of assigned tasks, ensuring timeliness and effectiveness; report to the Standing Committee of the Ministry's Party Committee on any issues arising during implementation.
- The Party Committee of the National Competition Commission shall preside over and coordinate with the Party Committee's advisory boards of the Ministry, based on their assigned functions and tasks, to regularly monitor, urge, inspect, supervise, and summarize the implementation of the Plan and report to the Standing Committee of the Ministry's Party Committee; receive difficulties and obstacles from relevant units during the implementation of the Plan to summarize, report, and propose solutions to the competent authorities; advise the Standing Committee of the Ministry's Party Committee on the preliminary and final reviews of the implementation and the awarding of commendations to organizations, individuals, and units with outstanding achievements and excellent performance in their assigned tasks according to regulations.
