Party Committee of the Ministry of Science and Technology: Science and technology have become the central pillar of the national development model.

At the 2025 year-end review conference of the Party Committee of the Ministry of Science and Technology (MST), Comrade Nguyen Manh Hung, Member of the Central Committee of the Party, Secretary of the Party Committee, and Minister of MST, clearly stated the order of priority for the 2026-2031 period: "Act quickly, act decisively, act comprehensively"; and affirmed that science, technology, innovation, and digital transformation have become the central pillars of the national development model.

On the morning of January 10, 2026, the Party Committee of the Ministry of Science and Technology (MST) held a conference to summarize the work of 2025 and to implement the directions and tasks for 2026.

The conference took place in a special context: a pivotal year of the term, the first year the Party Committee of the Ministry of Science and Technology operated under the new organizational model after the merger, and also the year of implementing Resolution No. 57 of the Politburo on breakthroughs in the development of science, technology, innovation, and national digital transformation.

The conference was attended and chaired by Comrade Lai Xuan Lam, Deputy Secretary of the Government Party Committee; Comrade Nguyen Manh Hung, Member of the Central Committee of the Party, Secretary of the Party Committee, Minister of Science and Technology; along with members of the Standing Committee and Executive Committee of the Ministry's Party Committee, representatives of the Central Party Committees, and secretaries and deputy secretaries of affiliated Party organizations.

Overview of the Conference.

Science and technology, from specialized fields, are pillars of development.

In his opening remarks, Comrade Nguyen Manh Hung emphasized that 2025 is of special importance, a pivotal year that will create momentum for breakthroughs throughout the term. This is also the time when science, technology, innovation, and digital transformation have truly become strategic breakthroughs, playing a key driving role for the country's progress.

Comrade Nguyen Manh Hung clearly stated that Resolution 57 of the Politburo, placed under the direct and unified leadership at the highest level of the political system, represents a crucial strategic shift: science, technology, innovation, and digital transformation are no longer specialized management areas, but have become central pillars of the national development model, directly linked to the productivity, quality, and competitiveness of the economy.

In this context, the Party Committee of the Ministry of Science and Technology is identified not only as the center of political leadership but also as a force for creating, guiding, and removing institutional bottlenecks; inspiring the desire to contribute among intellectuals; and promoting the national innovation ecosystem. The Ministry also established core values: Pioneering – Innovation – Breakthrough – Dedication – Loyalty – Compassion, along with the motto: Exemplary – Discipline – Focus – Breakthrough.

Comrade Nguyen Manh Hung, Member of the Central Committee of the Party, Secretary of the Party Committee, and Minister of Science and Technology, delivered the opening speech at the Conference.

However, in the spirit of facing the truth squarely, Comrade Nguyen Manh Hung frankly pointed out some shortcomings: The quality of activities in some Party branches is still superficial; the understanding of Party members' thoughts is sometimes not timely; a small number of Party members have not strongly transformed their awareness into action, and have not met the requirements of the new stage.

Comrade Vu Hai Quan, Member of the Central Committee of the Party, Standing Deputy Secretary of the Party Committee, and Standing Deputy Minister of Science and Technology, presented the report summarizing the work of the Party Committee of the Ministry of Science and Technology in 2025 and outlining the key tasks and objectives for 2026.

Outstanding results across the entire industry: creating genuine added value.

At the Conference, Comrade Vu Hai Quan, Member of the Central Committee of the Party, Standing Deputy Secretary of the Party Committee, and Standing Deputy Minister of Science and Technology, presented the Report summarizing the work of the Party Committee of the Ministry of Science and Technology in 2025 and the key tasks and objectives for 2026.

According to the report, 2025 is the final year of implementing the Resolution of the 13th National Congress of the Party, the year of direct preparation for the 14th National Congress of the Party, and also the first year that the Party Committee of the Ministry of Science and Technology operates under the new organizational model after the merger. The Ministry's Party Committee has seriously implemented the resolutions and directives of the Central Committee, especially Resolution 57; 100% of subordinate Party organizations have organized study and implementation of the resolution, linking it with action programs and specific responsibilities of each Party committee and head.

The organizational restructuring was implemented synchronously and scientifically, reducing the number of units from 71 to 41 (a 42% reduction), while simultaneously strengthening the Party's organizational system to ensure there are no leadership gaps.

During the year, the Ministry's Party Committee issued 107 thematic resolutions; consolidated 27 subordinate Party organizations; appointed 69 Party committee members; verified the political standards of over 1,000 cadres and Party members; and issued over 3,000 Party membership cards according to the new model. The first Party Congress of the Ministry of Science and Technology, for the 2025-2030 term, was successfully held, marking a new stage of development in Party building work associated with fulfilling political tasks.

The conference noted that in 2025, the entire science and technology sector achieved many outstanding results in terms of scale, quality, and efficiency. Total sector revenue reached over 5 trillion VND, an increase of 25%, completing 122% of the plan; contributing 115,000 billion VND to the state budget, an increase of 11%; and directly contributing approximately 1.4 trillion VND to GDP, an increase of 35%, completing 139% of the plan.

In the field of digital transformation, 5G coverage has reached over 90% of the population, and fixed and mobile internet speeds are among the highest in the world, creating a foundation for the development of the digital economy and digital society.

Comrade Tran Nhi Thuy, Member of the Standing Committee and Deputy Secretary in charge of the Party Committee of the Ministry of Science and Technology, presented a summary of the Report on inspection and supervision work in 2025 and key tasks for 2026.

Comrade Lai Xuan Lam, Deputy Secretary of the Party Committee of the Government, delivered a speech at the Conference.

In his directive speech, Comrade Lai Xuan Lam acknowledged and highly appreciated the comprehensive results achieved by the Party Committee of the Ministry of Science and Technology, especially in the context of the Ministry operating under a new organizational model with a large workload and many difficult, complex, and unprecedented tasks. He requested continued efforts to promote unity and cohesion; improve the quality of Party building in conjunction with political tasks; focus on inspection and supervision; and create a favorable environment for cadres and Party members to dare to think, dare to act, and dare to innovate for the common good.

Orientation 2026–2031: "Act fast, act decisively, act comprehensively"

Concluding the conference, Comrade Nguyen Manh Hung emphasized the development orientation for the new phase: From an economy based on agriculture and processing, to rise to the high-income group, it must rely on science and technology, innovation, and digital transformation – three simultaneous engines of growth.

Comrade Nguyen Manh Hung affirmed that, for the first time, these three sectors have been tasked with contributing 5% to GDP growth, equivalent to 50% of the double-digit growth target; to achieve this, the most important thing is to measure the contribution, because "what can be measured can be managed and promoted."

During the period 2026–2031, priority should be given to digital transformation first, followed by innovation, and long-term science and technology, with a spirit of acting quickly, decisively, and comprehensively, not half-heartedly. The financial mechanism should also be oriented towards co-financing between the State and enterprises, shifting strongly from input spending to ordering, purchasing results, and rewarding based on practical performance.

The conference reached a high level of consensus on the direction for 2026, continuing to build a clean and strong Party Committee of the Ministry of Science and Technology; promoting the role of the entire sector as a central driving force of national development, contributing to realizing the aspiration of making Vietnam a high-income country by 2045.
