The conference was attended by representatives from the Central Inspection Commission , the Central Propaganda and Mass Mobilization Department, the Central Party Office; members of the Standing Committee of the Party Committee of the Ministry of Public Security, leaders of the Ministry of Public Security; and representatives from units under the Ministry of Public Security.
Reporting at the conference, Major General Nguyen Quoc Toan, Chief of the Office of the Central Party Committee of the Public Security Ministry and Chief of the Office of the Ministry of Public Security, stated: In 2025, despite numerous difficulties and challenges, closely following the leadership of the Central Party Committee, the Politburo , and the Secretariat, the Central Party Committee of the Public Security Ministry led the entire Public Security force to successfully complete all assigned tasks and achieve many important results, leaving a mark on the term.
Notably, the Party Central Committee has performed well in strategic advisory work, submitting to the Politburo and the Party Central Committee for promulgation and implementation three strategic projects, three conclusions, and three regulations. It has directed the synchronized implementation of solutions to successfully achieve the highest goals, ensuring national security and preventing strategic surprises or passive responses. Security work has achieved many important and groundbreaking results.
In 2025, the Central Party Committee of the Public Security Ministry led and directed the entire force to resolutely implement solutions to prevent and combat crime, reducing social order crimes (down 24.23% compared to 2024), creating positive changes in social order and safety, and determined to build a society that is orderly, disciplined, safe, and healthy.
At the same time, the leadership will effectively carry out the state management function regarding security and order, promoting the effective role of the Standing Committee in implementing Government Project 06; focusing on leading and directing the implementation of the Politburo's strategic resolutions, and pioneering and leading in the national digital transformation.
Furthermore, focus on leading and directing the work of Party building and building a clean, strong, professional, elite, and modern People's Public Security force. Operate the three-tiered People's Public Security model to ensure synchronicity, uniformity, efficiency, and effectiveness; lead and direct the successful organization of Party congresses at all levels within the People's Public Security force and the 8th Congress of the Party Committee of the Central Public Security Ministry, term 2025-2030; and direct the launching of the "Three Best" emulation movement: "Most Disciplined - Most Loyal - Closest to the People" throughout the entire People's Public Security force.
The People's Public Security Force continues to lead the movement to eliminate temporary and dilapidated houses, build schools, and provide free medical examinations and treatment for the poor in remote areas and ethnic minority regions; tens of thousands of police officers and soldiers, participating in protecting security and order at the grassroots level, have bravely faced danger to help people in times of difficulty, contributing to spreading a positive image of police officers in the hearts of the people.
At the conference, delegates exchanged, discussed, and analyzed to further clarify the achievements of the Central Public Security Party Committee in 2025; and proposed many solutions to continue building a truly clean and strong Central Public Security Party Committee, mobilizing the strength of the entire political system and the whole population to participate in protecting security and order.
The conference unanimously agreed on the key directions and tasks for 2026 and determined the action slogan for the entire force as: "Following Uncle Ho's teachings - Innovating thinking - Enhancing knowledge - Regularizing and modernizing - For the Party, for the People," in which Party committees and leaders at all levels in the People's Public Security force will thoroughly understand and implement 3 groups of objectives and requirements; 16 main targets; 9 groups of tasks and 3 groups of key breakthrough solutions.
In his concluding remarks at the conference, Minister Luong Tam Quang acknowledged, highly appreciated, and warmly commended the achievements of the Party Committee of the Central Public Security Ministry and its subordinate party committees in 2025, and emphasized the direction and tasks for 2026.
Specifically, the subordinate Party committees, based on their functions and tasks, will focus on concretizing and decisively leading the implementation of the targets, tasks, and solutions set forth in the Resolution of the 8th Congress of the Party Committee of the Central Public Security Ministry, ensuring that the set goals are achieved and exceeded. They will focus on leading the excellent completion of tasks related to protecting security and order, building the Party, and building the People's Public Security force in 2026, with the immediate focus being on leading the absolute protection of security and safety for the 14th National Congress of the Party and the election of deputies to the 16th National Assembly and the election of deputies to the People's Councils for the 2026-2031 term.
Minister Luong Tam Quang requested that subordinate Party committees, according to their functions and duties, focus on leading the completion of digital transformation within the People's Public Security Force, creating clear changes in law enforcement, and promoting the leading role of the Vietnamese People's Public Security Force in implementing the Hanoi Convention.
Leaders should regularly review, identify, and promptly resolve difficulties and obstacles in the operation of the three-tiered police model, ensuring its effective and efficient operation by the end of the second quarter of 2026. Leaders should implement the "Three Best" emulation movement in a substantive manner, emphasizing the exemplary responsibility of leaders and Party members, maintaining a vibrant emulation spirit throughout the People's Police force, and creating motivation and strength for the People's Police force to excellently fulfill its nhiệm vụ.
At the conference, the Party Committee of the Central Public Security Ministry organized the 10th National Journalism Award Ceremony on Party Building (Golden Hammer and Sickle Award) in 2025 and the Political Commentary Contest on Protecting the Party's Ideological Foundation in the People's Public Security Force in 2025.
On this occasion, 18 collectives and 32 individuals were honored with commendations from the Minister of Public Security for their outstanding achievements in advising and serving the 8th Congress of the Party Committee of the Central Public Security Ministry, term 2025-2030.
