Speaking at the opening of the conference, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council Do Trong Hung stated: The 31st Provincial Party Committee Conference is to discuss the implementation of tasks in the first 6 months of the year, decide on key tasks for the last 6 months of 2024; give opinions on the draft Resolution of the Provincial Party Committee on continuing to build and develop Thanh Hoa culture and people in the new period and some other important contents.

The Provincial Party Secretary affirmed: The Party Committee, government and people of all ethnic groups in our province enter 2024 - the fourth year of implementing the Resolution of the 13th National Party Congress, Resolution No. 58 of the 12th Politburo, Resolution of the 19th Provincial Party Congress and Resolution of the Party Congresses at all levels for the 2020-2025 term with many opportunities and advantages, but also intertwined with many difficulties and challenges. In that context, with the attention and leadership of the Central Party Committee, the National Assembly , the Government, the coordination and support of the departments, ministries, branches, central agencies, the Provincial Party Committee, the People's Council, the People's Committee, the Vietnam Fatherland Front Committee of the province, all levels and branches from the province to the grassroots have focused on leading, directing, implementing drastically, synchronously, creatively and effectively the tasks and solutions set out and have achieved many very important and quite comprehensive results in all fields.

Highlights include: High and fairly even economic growth in all regions; the growth rate of gross regional domestic product (GRDP) in the first 6 months of the year is estimated at 11.5%, ranking 3rd in the country and leading in the group of provinces and cities with the largest economic scale in the country (the whole country is 6.42%). All production sectors have developed, many main indicators increased compared to the same period; in which agriculture had a good harvest, the winter-spring rice yield reached the highest ever; industrial production grew strongly; tourism activities were vibrant, total tourism revenue increased; state budget revenue exceeded estimates and the same period.

Culture and society continued to make progress. The quality of comprehensive education was improved, and key education remained among the leading groups in the country. Social security was taken care of, and people's lives were improved. National defense, security, and social order and safety were maintained. The work of building and rectifying the Party and the political system received special attention and had many innovations; the leadership capacity of Party committees and the direction and administration of authorities at all levels were improved; solidarity and unity within the Party, the entire political system, and the people continued to be consolidated and enhanced.

However, with the spirit of facing the truth, we need to frankly admit that in the leadership, direction and organization of the implementation of tasks in the first 6 months of 2024, there are still limitations, some issues are major difficulties and challenges, especially the 8 groups of limitations and weaknesses mentioned in the report, notably: High economic growth, but the growth rate in the second quarter is lower than the first quarter. Large-scale, high-tech agricultural production, following the value chain, develops slowly; livestock farming efficiency is low. There are not many new industrial products; the competitiveness of some traditional industrial products is low, production output tends to decrease...

The above limitations and weaknesses have been hindering the province's development; there are new limitations and weaknesses that have arisen, and many that have existed for a long time from previous years.

Provincial Party Secretary Do Trong Hung suggested that delegates carefully study the report prepared by the Provincial Party Standing Committee and, based on the practical situation of the province, as well as the sectors, fields, and working areas, participate in discussing, analyzing, and objectively and comprehensively assessing the situation in the first 6 months of 2024. Compare with the goals and tasks set out at the beginning of the year, clearly point out the outstanding results and achievements that have been achieved, especially the positive factors and newly emerging factors; in addition, analyze and clarify the limitations and weaknesses, especially the groups of limitations and weaknesses mentioned in the report, whether they are complete and properly assessed or not. Are there any additional limitations and weaknesses that need to be added? During the discussion, focus on analyzing and clarifying the causes of successes, limitations, and weaknesses, especially subjective causes and important experiences in leadership, direction, and administration.

The Provincial Party Secretary affirmed: 2024 is a year of special significance, a year of acceleration and breakthrough to reach the finish line, decisive for the successful implementation of the goals of the 2020-2025 term. The results achieved in the first 6 months of the year are very exciting, but these are only initial results, the tasks set for the Party Committee, government and people of all ethnic groups in our province in the third quarter and the remaining 6 months of 2024 are still very large.

Based on the analysis and forecast of possible events in the third quarter and the last 6 months of 2024, we are determined to strive to achieve an economic growth rate of 11% or more. Accordingly, it is necessary to promptly seize opportunities and advantages, see all difficulties and challenges; from the practical implementation of tasks in localities, agencies and units, delegates specifically participate in 9 groups of tasks and key solutions for the last 6 months of the year stated in the report, ensuring closeness to reality and high feasibility. In particular, it is necessary to focus on analyzing and clarifying solutions to remove difficulties and obstacles in investment activities, in site clearance, especially for key projects and works of the province; solutions to accelerate the disbursement of public investment capital in the area; accelerate the implementation of transitional projects and complete documents and procedures to start new projects as planned; Solutions to remove difficulties, create favorable conditions for businesses to maximize capacity, increase output, enhance production value... contributing to the completion and successful completion of goals and tasks in 2024 and the entire 2020-2025 term.

Along with the above content, at this conference, we will also review reports of the Party Committee of the Provincial People's Committee on the implementation of the Public Investment Plan; the situation of budget revenue and expenditure and the situation of investment attraction, the progress of implementation of major and key investment projects in the first 6 months of 2024.

Regarding the draft resolution of the Provincial Party Committee on continuing to build and develop Thanh Hoa culture and people in the new period, the Provincial Party Secretary stated: As we all know, culture holds a special position and plays a very important role in the history of formation and development of each country, nation and humanity; is a direct driving force to promote sustainable socio-economic development; stimulates creativity and awakens the hidden potential of people.

During his lifetime, President Ho Chi Minh - the national liberation hero, an outstanding culturalist always emphasized the role of culture. He affirmed that "Culture must light the way for the nation to go". In the Outline of Vietnamese Culture in 1943 drafted by the late General Secretary Truong Chinh, it was clearly stated that "The cultural front is one of three fronts (economic, political, cultural), where communists must operate. Not only must we make a political revolution but we must also make a cultural revolution" and advocated developing culture in three directions: National - Scientific - Mass.

At the 2021 National Cultural Conference, General Secretary Nguyen Phu Trong affirmed: "Culture is the soul of the Nation, expressing the identity of the Nation. If culture exists, the Nation exists"... The above contents have profound orientations, demonstrating the spirit of "liberation" and are the torch that lights the way for the cause of building a new culture and developing an advanced Vietnamese culture with strong national identity, meeting the requirements of rapid and sustainable national development in the new revolutionary period.

Our beloved homeland Thanh Hoa is a land of "spiritual land and talented people", rich in historical, cultural and revolutionary traditions, always playing an important role in the history of building and defending the country. Implementing the Party's guidelines and policies, in recent years, the Provincial Party Committee and Party committees at all levels have always paid attention to leading and directing the promotion of building and developing Thanh Hoa's culture and people to meet the requirements of industrialization, modernization and international integration, achieving many important results. However, the work of building and developing Thanh Hoa's culture and people in general is not commensurate with the potential, expectations and requirements of the province. Cultural and human development has not had a major, synchronous and long-term orientation; the strength of the community in building and developing culture has not been exploited and promoted to become the will and determination of the entire political system and the entire people.

To overcome the shortcomings and limitations and inherit and promote the good cultural values, historical and revolutionary traditions of the homeland, selectively absorb the cultural quintessence of the nation and humanity; build and comprehensively develop culture and people to become the driving force and important endogenous strength to promote Thanh Hoa's rapid and sustainable development; strive to become a rich, civilized and modern province by 2030; by 2045 to become a comprehensively developed and "model" province of the whole country, the Provincial Party Committee Standing Committee assigned the Provincial Party Committee's Propaganda Department to preside over and coordinate with relevant agencies and units to advise on the development of the Project and draft Resolution on continuing to build and develop Thanh Hoa's culture and people in the new period.

Based on the preparation of the Provincial Party Committee's Propaganda Department, the Provincial Party Committee's Standing Committee discussed 3 times and agreed on the policy of submitting to the Provincial Party Committee's Executive Committee to issue a Resolution "On continuing to build and develop Thanh Hoa culture and people in the new period". The draft Resolution was sent to the members of the Provincial Party Committee's Executive Committee for comments for the first time. 11 comrades participated in directly contributing comments to the draft. The Provincial Party Committee's Standing Committee has fully absorbed reasonable and accurate comments to complete the draft Resolution.

Considering that this is an extremely important content, a regular, continuous, long-term task of the Party Committee, the government and the entire political system from the province to the grassroots level, the Standing Committee of the Provincial Party Committee decided to continue reporting to ask for opinions from the members of the Provincial Party Executive Committee on the draft content of the Resolution at this conference. Economic growth is high and fairly even across all sectors.

In the first 6 months of 2024, despite many difficulties and challenges, with the spirit of solidarity, proactiveness, creativity, and efforts of the Party Committee, government, business community, and people of all ethnic groups in the province, the province's socio-economic situation remained stable and continued to develop. The economy grew strongly and fairly evenly in all areas; many indicators increased compared to the same period.

The growth rate of gross regional domestic product (GRDP) in the first 6 months of the year is estimated at 11.5%, ranking 3rd in the country and leading the group of 10 provinces and cities with the largest economic scale in the country. Of which, agriculture, forestry and fishery increased by 3.4%; industry - construction increased by 17.9%; services increased by 7.2%; product tax increased by 3.6% over the same period.

Agricultural, forestry and fishery production developed quite comprehensively. Winter-Spring rice yield reached the highest level ever; food output reached 893 thousand tons, up 0.4% over the same period; 772.4 hectares of low-economic-efficiency rice land was converted to grow crops with higher economic efficiency. Forestry developed in a sustainable direction, with 6,100 hectares of concentrated forests planted; fishery output increased by 2.4% over the same period.

In the first 6 months of the year, 4 more communes met the NTM standards, 13 communes met the advanced NTM standards and 9 communes met the model NTM standards. 34 more products were ranked as OCOP at the provincial level, bringing the total number of OCOP products at the provincial level to 497 products.

Industrial production faced many difficulties and challenges, but still grew strongly; the index of industrial production (IIP) in the first 6 months of the year is estimated to increase by 15.8% over the same period; 17/18 major industrial products increased. Tourism activities were bustling; the whole province is estimated to welcome 9.78 million visitors, up 16.1%; tourism revenue is estimated at 19,848.5 billion VND, up 30.2% over the same period.

State budget revenue increased compared to the estimate and the same period, estimated at VND 27,348 billion, equal to 76.9% of the estimate and up 29.6% over the same period. Mobilized development investment capital is estimated at VND 65,885 billion, equal to 48.8% of the plan, up 3.2% over the same period. In 6 months, 59 direct investment projects (12 FDI projects) were attracted, with a total registered investment capital of VND 10,905 billion and USD 177.5 million; compared to the same period, an increase of 78.8% in the number of projects and an increase of 25.3% in registered capital...

Culture and society have made progress; many major events have been successfully organized, with strong influence, and have been highly appreciated and agreed upon by the people. The quality of comprehensive education has been improved, and key education has remained in the leading group nationwide. Social security has been taken care of, and people's lives have been improved. The campaign to support housing construction for poor households, policy households, and households with housing difficulties in the province has been organized and implemented synchronously and extensively, mobilizing all levels, sectors, business communities, and people from all walks of life to participate.

National defense - security, social order and safety are ensured. The work of building and rectifying the Party and the political system has achieved positive results; the system of institutions, mechanisms, policies and planning under the authority of the province continues to be supplemented, amended, newly issued, and increasingly perfected; many difficulties and problems are focused on and resolved, creating a favorable environment and conditions for socio-economic development.

Opinions discussed at the conference all agreed with the report assessing the implementation of socio-economic development tasks, ensuring national defense and security, Party building and the political system in the first 6 months of the year; key tasks in the last 6 months of 2024 of the Provincial Party Committee.

Analyzing and evaluating each content, the delegates said: The results achieved in the first 6 months of the year clearly demonstrated the determination in leadership and direction of the Provincial Party Committee, People's Council, and Provincial People's Committee right from the beginning of the year. During the discussion, delegates also highlighted the achievements, shortcomings and limitations related to many issues such as the preparation and approval of the 2024 district-level land use plan; site clearance for investment projects; state budget collection activities; progress of investment projects in infrastructure of industrial parks, industrial clusters and solid waste treatment projects; housing development for workers, etc.

The delegates also forecasted the situation affecting the province's development and proposed solutions that need to be prioritized to remove difficulties and obstacles in various fields. At the same time, they expressed their high determination, great efforts, and drastic actions to successfully carry out the tasks of 2024, creating momentum for Thanh Hoa province to continue to develop rapidly and sustainably.

In addition, it is necessary to pay attention to removing difficulties and obstacles for businesses, especially enterprises producing garments, leather shoes; cement. Managing and operating the state budget to ensure efficiency and flexibility

In the first 6 months of the year, the total state budget revenue in the area is estimated at VND 27,348 billion, equal to 76.9% of the estimate, up 29.6% over the same period in 2023.

With the goal of increasing revenue by 10% in 2024 compared to 2023 according to the target set out in the 5-year financial plan for the period 2021-2025 approved by the Provincial People's Council in Resolution No. 174/NQ-HDND dated December 10, 2021 - equivalent to the remaining revenue to be implemented in the last 6 months of the year of VND 20,275 billion, the province needs to continue to promote investment attraction and effectively implement industrial projects put into operation, large and key projects expected to start construction in 2024, and inter-regional transport projects. At the same time, focus on effectively implementing solutions to facilitate the development of trade, import and export and goods and businesses with high tax risks, in order to ensure correct, sufficient and timely collection to complete the 2024 state budget revenue estimate at the highest level.

Agricultural production ensures growth rate

Many key agricultural products such as rice, sugarcane and cassava had good prices; aquaculture and seafood exploitation increased significantly; the area of exploited forest timber increased; the construction of new rural areas and the One Commune One Product (OCOP) program achieved positive results.

To achieve the growth rate as set out, districts, towns and cities need to pay attention to directing the assurance of summer-autumn and winter crop planting areas, timely planting, care and pest control. Proactively respond to all types of natural disasters. Strengthen disease prevention measures for livestock and poultry. Resolutely implement solutions to combat illegal and unregulated fishing. Ensure forest security, promote afforestation, exploit mature planted forest areas to meet orders from factories and enterprises. Accelerate the progress of building new rural communes and districts and pay attention to recognized OCOP products.

For the Ma River alluvial land, the agricultural sector has proposed three suitable crops: custard apple, guava, and banana. Promoting the cultural traditions and the good cultural values of the homeland; in recent years, the Provincial Party Committee and Party committees at all levels have always paid attention to leading and strongly directing the construction and development of Thanh Hoa culture and people to meet the requirements of industrialization, modernization and international integration, achieving many important results. However, the work of building and developing Thanh Hoa culture and people in general is still not commensurate with the potential, advantages, expectations and requirements of the province. In order to continue to inherit and promote the achieved results, the issuance of the Resolution by the Provincial Party Executive Committee on continuing to build and develop Thanh Hoa culture and people in the new period is extremely meaningful and important; demonstrating political determination and priority for the field of building Thanh Hoa culture and people. On the basis of the tasks set out in the Resolution, all levels, sectors, localities and units need to continue to thoroughly grasp the viewpoints, goals, key tasks and main solutions, and develop specific plans to implement each goal and task set out in this Resolution. Strengthen the effectiveness and efficiency of state management of cultural activities and cultural services to build a healthy cultural environment in the area. Allocate investment resources for culture; increase investment and support from the state budget while calling for active and proactive participation of the people in cultural activities. Effectively implement labor training plans, career counseling, and employment

In the first 6 months of 2024, the issue of labor and employment continued to receive attention and synchronous implementation from all levels and sectors of the province, contributing to economic development and stabilizing people's lives. In particular, the province has directed localities to closely monitor and grasp the production, business, labor and employment situation of enterprises before and after Tet holiday to promptly have plans to support enterprises to overcome the labor shortage. Thanks to that, in the first 6 months of 2024, the labor force situation has stabilized again as before the COVID-19 pandemic. Accordingly, the whole province has about 60 enterprises registering labor recruitment needs, with the number of workers needed to recruit being 25,000 people. The labor sector has provided labor market information to over 100,000 people; Organized 15 transaction sessions and job fairs with 230 businesses, units and 8,150 workers participating in recruitment; successfully connected jobs for 1,195 workers who wanted to find jobs domestically, work abroad and learn a trade.

Also in the first 6 months of 2024, the whole province created new jobs for about 30,600 workers, reaching 52.8% of the annual plan and an increase of 0.2% over the same period last year. Of which, 5,976 workers were sent to work abroad under contracts, reaching 99.6% of the annual plan, an increase of 6.5% over the same period last year. Thanh Hoa is one of the provinces with the highest number of workers going to work abroad in the country.

To complete the goals and tasks set for 2024, in the remaining months of 2024, the Department of Labor, War Invalids and Social Affairs will actively coordinate with departments, agencies, units and localities to focus on synchronously and effectively implementing tasks and solutions to remove difficulties and obstacles in the sector's fields.
