Spend about 580 trillion VND to improve education quality

Continuing the program of the 10th session of the 15th National Assembly on the afternoon of December 2, under the direction of Vice Chairman of the National Assembly Le Minh Hoan, delegates discussed in the hall about the Investment Policy of the National Target Program on Modernization and Improvement of Education and Training Quality for the 2026-2035 period.

Gradually narrowing the education gap

Expressing support for the National Assembly's consideration and approval of the above policy, delegate Nguyen Tam Hung (Ho Chi Minh City Delegation) affirmed that this is a decision of long-term strategic significance, creating a solid foundation for developing people and national human resources, serving the country's industrialization and modernization in the context of digital transformation and international integration.

According to the delegate, recent reality shows a large differentiation between regions. If this goal is not established from the beginning, resources will easily be concentrated on good areas, while weak areas remain weak.

Delegates agreed with the orientation of standardizing and modernizing the entire education and training system. However, to ensure fairness, Mr. Hung suggested that the Drafting Committee consider adding more clarity to the goals, narrowing the gap in facilities, education quality and learning opportunities between urban, rural, mountainous, border, island and ethnic minority areas.

"The drafting committee needs to consider adding an allocation and disbursement mechanism linked to measurable output indicators such as the number of solid classrooms put into use, the rate of qualified teachers, the number of learners enjoying capacity building programs, and the level of transformation of educational institutions. Allocating capital according to output will promote progress and improve the efficiency of investment budgets," analyzed National Assembly member Nguyen Tam Hung.

According to delegate Nguyen Tam Hung, it is necessary to consider adding incentive mechanisms, ensuring legal risks, protecting investors' rights when businesses participate in investing in facilities, training human resources and transforming digital education in the form of public-private partnerships (PPP), to diversify capital sources to implement the program. Transparent socialized resources will reduce pressure on the state budget and create conditions to promote innovation in education.

Speaking here, delegate Tran Hoang Ngan (Ho Chi Minh City Delegation) mentioned the funding source for implementation. According to the Government 's proposal, the total funding for implementing the program for the 2026-2035 period is about 580 trillion VND, of which the first 5-year period from 2026-2030 is 174,673 billion VND. The central budget for this program is 100 trillion VND, an average of about 20 trillion VND per year.

Delegates also said that there needs to be a long-term solution to the increasingly severe climate change that is happening today. Building new schools in localities that are often affected by natural disasters needs to ensure that they are both teaching facilities and shelters when floods rise rapidly to protect people's health and lives. In addition, the current school construction needs to have more classrooms and equipment for teaching English and STEM to encourage young people to be interested in science, technology and innovation.

The National Target Program on modernization and improvement of education and training quality for the 2026-2035 period is built with 5 project components, including a component project on developing the teaching staff.

Discussing this issue, delegate Nguyen Hoang Bao Tram (HCMC delegation) stated: Over the past 20 years, we have applied many rotation models to attract teachers to disadvantaged areas. This is the right policy to help supplement human resources for remote schools. However, the number of teachers willing to stay long-term is not much, and the effectiveness of the traditional rotation policy shows signs of decreasing.

In reality, teachers need not only allowances but also a clear career development path, a safe, stable, fair working environment, professional support and proper recognition.

Therefore, delegate Nguyen Hoang Bao Tram proposed a group of systematic solutions that can be integrated into the National Target Program. The first is the “Learning – Experience – Contribution” mechanism for young teachers.

Instead of requiring rigid rotation as an obligation, it is necessary to design a three-step career path: In-depth professional study, international standard training; experience in difficult areas for 1-2 years, but with benefits such as priority in excellent teacher exams, priority for upgrading; long-term dedication to a unit suitable for one's own capacity.

Next is the need to build a team of “mobile core teachers”. This is a force of the best teachers, trained in additional skills to support the school community. Their tasks will be: Supporting schools lacking teachers; providing professional support to young teachers; organizing regional professional activities; and implementing new teaching methods.

In addition, the issue of capital allocation of the Program is a topic of interest to delegates. According to delegate Chu Thi Hong Thai (Lang Son delegation), the capital allocation structure of the Program is too concentrated in the 2031-2035 period. This period, the capital allocation is expected to account for more than 70% of the total resources, while the 2026-2030 period only allocates an equivalent of 30% of the total resources.

The first 5-year phase was determined to complete fundamental goals such as: solidifying 100% of classrooms, ensuring public housing for teachers in difficult areas, key investment for 18 colleges, striving for 50% of higher education facilities to meet standards, at least 30% of educational facilities to be invested in modernly... there are not enough resources to create clear changes.

"Focusing most of the capital on the next phase increases the risk of work and targets being piled up, causing the implementation progress to not closely follow the requirements of the National Assembly's Resolution. Especially, in the context of the ability to balance the budget after 2030, there are many unpredictable factors. I propose that the Government study the restructuring of capital allocation towards increasing the proportion for the 2026-2030 period, ensuring enough resources to complete the fundamental goals" - Delegate Chu Thi Hong Thai clearly stated.
