National Assembly Chairman Tran Thanh Man has signed Resolution No. 246, which was recently passed by the National Assembly, on the allocation of the central budget for 2026. The resolution clearly states the allocation of resources to adjust salaries, pensions, social insurance benefits, monthly allowances, and preferential allowances for people with meritorious services.

According to the approved resolution, the total central budget revenue is 1,225,356 billion VND; the total central budget expenditure is 1,809,056 billion VND.

Of which, the estimate is to supplement the local budget balance; 53,554 billion VND is added for localities to ensure the implementation of the basic salary of 2.34 million VND/month; and the estimate is 187,175 billion VND is added with a target for the local budget.

The National Assembly also allows the continued implementation of the principle of support from the central budget for local budgets to implement social security policies issued by the central government for the 2022-2025 period, according to the Prime Minister's decision.

The National Assembly also agreed to increase the additional 3% of the 2025 budget estimate so that localities have more resources to meet important spending tasks arising during the extended year of the budget stabilization period.

The Resolution also clearly states the allocation of 15,000 billion VND in reserves to ensure national financial safety and security in case of socio -economic fluctuations and state budget revenue does not meet the estimate.

At the same time, the Resolution also requires allocating resources to adjust salaries, pensions, social insurance benefits, monthly allowances, preferential allowances for meritorious people and a number of social policies according to the plan decided by competent authorities.

The National Assembly assigns the organization to implement the allocation, assign the tasks of state budget collection and expenditure, and the central budget allocation level to each ministry, central agency, province, and city in accordance with regulations.

The National Assembly requested to tighten financial discipline, strictly handle violations and obstacles that slow down the progress of capital allocation, implementation and disbursement; individualize the responsibility of the head in case of slow implementation and disbursement, and evaluate the level of completion of assigned tasks.
