Many policies to support ethnic minorities
Dak Lak is a strategic area in terms of economy, politics , national defense and security of the Central Highlands region; ethnic minorities account for 37.5%; residing widely in the province; in which, the largest is the Ede ethnic group with 350 thousand people, the Nung ethnic group with more than 53 thousand people, the Tay ethnic group with more than 53 thousand people, the M'nong ethnic group with more than 48 thousand people, the Mong ethnic group with more than 39 thousand people, the Gia Rai ethnic group with more than 20 thousand people...
In recent times, the Dak Lak Provincial People's Committee has applied the State's priority policies for the development of ethnic minority areas such as: Socio-economic development program for extremely disadvantaged communes in mountainous and remote areas; Policy to support residential land, production land, and domestic water for poor ethnic minorities and poor households in extremely disadvantaged communes, villages, and hamlets; Project "Reducing child marriage and consanguineous marriage in ethnic minority areas in the period of 2015-2025"; Project "Supporting gender equality activities in ethnic minority areas in the period of 2018-2025"..., to build and implement activities closely following the characteristics of the ethnic minority area, contributing to solving difficulties, gradually stabilizing and developing the economy and society.
One of the breakthrough policies is the implementation of the Government's Program 135. In the period of 2016-2022, Dak Lak invested 413,330 million VND to build essential infrastructure. In particular, in 2022, the province built 98 new projects with an investment of 23,486 million VND for repair and maintenance. Many roads from the center to villages and hamlets were paved, traffic was developed; many projects were invested in construction such as cultural houses, schools, medical stations, etc., bringing a new rural face to ethnic minorities.
In addition, the province also supports production development for particularly disadvantaged communes such as allocating residential land, farming land and industrial production land; providing plant varieties and production tools, creating conditions for ethnic minorities to develop the economy, eliminate hunger and reduce poverty.
Over the past years, implementing Decision No. 33/2007/QD-TTg of the Prime Minister, Dak Lak province has promoted 3 concentrated settlement projects and 3 mixed settlement projects to stabilize the lives of 492 households; established 2 concentrated settlement projects in Cu Klong commune, Krong Nang district and Vu Bon commune, Krong Pac district for 483 households.
In the past five years, the province has supported 270 ethnic minority migrant households with a total investment of VND42,830 million, building four infrastructure projects; supporting residential land, production land, and domestic water for ethnic minorities. From 2017-2020, the province supported domestic water for 1,634 households with a budget of VND2,442.8 million in Lak, Buon Don, Ea Sup, Krong Bong, and Krong Pac districts; supporting domestic water for 700 households in Krong Busk and M'Drak districts, with an implementation budget of VND1,050 million.
The poverty rate in ethnic minority areas has decreased sharply thanks to the policy of direct support for the people. From 2011-2018, support in kind was provided with a budget of VND 133,115 million, and in cash was VND 37,787 million to have capital to invest in production development. Thanks to that, the number of poor ethnic minority households in the province in 2022 decreased from 41,515 (in 2021) to 35,982 households.
Along with taking care of investment in economic development of ethnic minority areas, Dak Lak pays special attention to preserving and promoting traditional cultural values associated with tourism development, contributing to increasing income and economy for the people. In 2022 alone, the investment budget for preserving and promoting ethnic minority culture in the province is 470 million VND. This budget is for organizing traditional culture teaching classes such as gong classes, epic classes and epic singing and reciting art classes for ethnic minority children; equipping costumes and props for classes...
In addition, there are performances and restorations of some traditional rituals and festivals such as: the water wharf worshiping ceremony, the rain praying ceremony, the brotherhood ceremony of the Ede people; the new rice worshiping ceremony, the jar worshiping ceremony of the M'nong people... Relics such as: Buon Ma Thuot Prison, Bao Dai Palace, Lac Giao Communal House... are invested in restoration, embellishment and put into service for tourism activities.
Many cooperation programs between tourism companies and brocade weaving clubs and groups of the Ede, M'nong... have been promoted, both producing and visiting, promoting craft villages, contributing to increasing income, improving life and motivating people to preserve the traditional craft of the nation.
With the attention and direction of leaders at all levels, the intellectual level and awareness of ethnic minorities are increasingly improved; people have wide access to technology and information; medical conditions are increasingly guaranteed; the rate of early marriage has decreased sharply; in particular, gender equality has changed significantly, the position of women has been improved in the lives of ethnic minorities; maternal and child health is ensured, reducing the mortality rate of mothers and children; the gap between the plains, urban areas and mountainous and rural areas has been shortened...
Dak Lak province has innovated activities, developed boarding and semi-boarding schools for ethnic minorities, promoted illiteracy eradication for ethnic minorities with an implementation budget of 3,327 million VND; organized training courses to improve the capacity of commune health workers, village and hamlet midwives; disseminated laws and marriage, population and family with a budget of 1,036 million VND (reaching 57.7% of the plan) to reduce the situation of early marriage and consanguineous marriage in ethnic minority areas; promoted dissemination of gender equality in ethnic languages, built a radio program in seven languages (Vietnamese, Ede, M'Nong, Gia Rai, Ba Na, Xe Dang and Co Ho) on gender equality and prevention of domestic violence...
In 2022 alone, the province allocated 256 million VND for professional training in health and nutrition for medical staff at the commune level and below.
Synchronous, long-term solution
In addition to the achievements, the province still faces many difficulties: ethnic minority areas are still the most difficult areas of the province; disbursement of public investment capital is still slow; the number of poor ethnic minority households is still high; infrastructure in many places is degraded; traditional cultural values of ethnic minorities are still at risk of fading away; the quality of education and health care compared to the general level is still low, not meeting the needs of the people...
The objective reasons are that the starting point of the province's ethnic minority areas is still low; the cultivated area is fragmented; there are still customs and practices that are outdated and no longer suitable and have not been pushed back. Some policies are still overlapping; the awareness of a number of cadres towards ethnic work is not really profound; the intellectual level of a number of ethnic minority people is still low, they do not clearly understand their rights and obligations, they still have the mindset of waiting, relying on others, are not determined to rise up, are gullible, trusting, and easily seduced...
To continue improving the quality of life of ethnic minorities in Dak Lak, social security policies that are appropriate to the characteristics and psychology of ethnic minorities are needed. From the analysis of the existing problems in the implementation of care for ethnic minorities, it can be seen that in addition to effectively applying and implementing major policies and programs, grassroots cadres themselves need to do a good job of mass mobilization, be close to the people to promptly propagate, mobilize, and promptly resolve problems arising from the grassroots.
Along with that, promoting the role of prestigious people among ethnic minorities is one of the effective solutions together with local authorities to mobilize ethnic minorities to comply with the Party's guidelines and policies, the State's policies and laws; grasp and promptly reflect the people's thoughts and aspirations to authorities at all levels and localities. Regularly organize training and knowledge enrichment for prestigious people in various areas of social life; have appropriate incentive mechanisms and policies for them.
