Detailed list of 46 cosmetics suspended from circulation and recalled nationwide by the Ministry of Health

The Drug Administration of Vietnam, Ministry of Health has just issued three consecutive documents to the Department of Health of provinces and cities announcing the suspension of circulation and nationwide recall of 46 cosmetic products of three enterprises.

Accordingly, the Drug Administration of Vietnam has suspended the circulation and ordered the nationwide recall of 22 cosmetic products marketed by Dai Cat A International Co., Ltd. (address: 43D/44 Ho Van Hue, Ho Chi Minh City).

The reason for the recall is that the cosmetics company did not have or failed to submit product information files (PIFs) within the required timeframe when requested by authorities for inspection.

The Drug Administration Department requires the company to urgently recall the product and report to the Department before November 25, 2025.

This list includes 22 cosmetic products that Dai Cat A International Co., Ltd. is responsible for marketing.

Previously, in June 2025, Dai Cat A International Co., Ltd. also had 20 cosmetic products suspended from circulation and recalled by the Drug Administration of Vietnam due to a series of violations related to formulas that did not match the published dossiers and labels indicating uses that did not conform to the published dossiers.

For the same reason, the Drug Administration also decided to suspend the circulation and recall 23 cosmetic products marketed by Phat Anh Minh Co., Ltd. (address: 13D, Information Command Staff Housing Complex, Hanoi ).

The Drug Administration Department requires the company to urgently recall the product and report to the Department before November 25, 2025.

This list includes 23 cosmetic products that Phat Anh Minh Co., Ltd. is responsible for marketing.

The Drug Administration Department requests that the Departments of Health in provinces and cities widely inform businesses to immediately cease selling and using the infringing products of the two companies mentioned above, and to organize the recall and handling of these products according to regulations.

The two companies must send recall notices to all distribution facilities, accept returned products, and destroy all substandard cosmetics.

The third document, issued by the Drug Administration, announces the suspension of circulation and nationwide recall of the product batch Gel Panda baby Bach Lien, 1 tube of 30g (batch number: 310525P1NSX: 31-5-2025; Expiry date: 31-5-2028) manufactured by Nam Duoc Hai Long Joint Stock Company.

This product was recalled because the test sample failed to meet quality standards regarding microbial limits, posing a safety risk to consumers and necessitating a nationwide recall.

The Drug Administration Department requests the Departments of Health in provinces and centrally-administered cities to immediately notify businesses and users of cosmetics to stop selling and using the suspended products.

The organization is responsible for recalling, inspecting, monitoring, and handling violations by organizations and individuals in accordance with regulations. Relevant businesses are required to strictly comply with recall notifications, receive products from the market, and dispose of them properly.
