Allocate at least 2% of the budget to cultural development.

On the morning of April 22nd, National Assembly delegates discussed the draft Resolution on the Development of Vietnamese Culture in the plenary session.

There was strong consensus on the necessity of issuing the Resolution to promptly institutionalize the Party's policies, especially Resolution 80-NQ/TW of the Politburo on the development of Vietnamese culture; affirming the consistent viewpoint and overarching policy of the Party and State that the development of culture and people is the foundation, an important endogenous resource, a great driving force, a pillar, and a regulating system for the rapid and sustainable development of the country. Minister of Culture, Sports and Tourism Lam Thi Phuong Thanh, on behalf of the drafting agency, further clarified some major issues raised by National Assembly deputies.

The Minister stated that, in implementing the directives of the Central Steering Committee on Cultural Development, the Government has focused on developing a draft Resolution of the National Assembly on the development of Vietnamese culture to institutionalize Resolution 80 of the Politburo. The Resolution focuses on addressing two major issues: removing bottlenecks, difficulties, and obstacles in cultural development; and mobilizing and effectively utilizing all resources for cultural development.

The drafting agency carefully studied the opinions of the delegates and reviewed and revised the draft Resolution according to the principle that policies that are clear, well-developed, feasible, and have high consensus will be stipulated directly in the Resolution. At the same time, it proposed that the National Assembly entrust the Government with the task of detailing the contents requiring flexible management and new contents that need to be piloted through the issuance of specific policies.

The draft Resolution clearly defines the resources for cultural development as including annual state budget allocations, ensuring a minimum of 2% of total state budget expenditures, and the mobilization of social resources. Regarding expenditures from the state budget, the Minister stated that the Ministry of Culture, Sports and Tourism is coordinating with the Ministry of Finance , relevant agencies, and localities to clearly define the structure of this 2%, ensuring that spending on culture is aligned with its objectives.

Regarding Vietnam Culture Day on November 24th, the draft Resolution has added a clause to Article 2 to promote cultural values ​​during major national holidays, with the aim of ensuring that people have access to and participate in enjoying culture, while also enhancing the cultural appreciation of the people, especially young people. The Ministry will study and incorporate the National Assembly's proposal on a mechanism to encourage private establishments to waive or reduce fees for people at tourist attractions and activities on November 24th.

Regarding mechanisms and policies for preserving the culture of ethnic minorities, folk art, and traditional art, the Minister stated that the mechanisms, policies, and solutions are designed to prioritize financial resources for preserving and promoting the valuable traditional cultural values ​​of Vietnamese ethnic groups, as well as cultural values ​​at risk of disappearing and traditional art. The Minister also acknowledged feedback on policies for preserving the spoken and written languages ​​of ethnic groups, architectural works reflecting Vietnamese identity, temples, pagodas, and ancient villages; developing and implementing specific mechanisms and policies for the culture of ethnic minorities; developing cultural preservation spaces for traditional villages linked to tourism development; and promoting the role of cultural subjects to create sustainable livelihoods.

Regarding the opinions of delegates from Quang Ninh and Ninh Binh provinces on the transmission of traditional cultural and artistic values ​​in schools, the Minister said that this is a very good proposal and the Ministry will study it to incorporate it.

In addition, according to the Minister, the draft has incorporated and supplemented specific, practical policies from the grassroots level, which are groundbreaking and have a high ripple effect, such as regulations on the self-governance of local communities entrusted with managing, operating, and utilizing certain cultural and sports facilities at the grassroots level.

Referring to policies for attracting and developing talent and specialized human resources in the fields of culture and sports, the Minister of Culture, Sports and Tourism shared that the National Target Program on Cultural Development currently has many policies related to this field, such as training and development programs, and investment programs for schools, focusing on students. The draft Resolution also includes specific regulations to attract and retain talented individuals in the fields of culture and sports, especially in the field of traditional folk arts.

Regarding the Arts and Culture Fund, Minister Lam Thi Phuong Thanh stated that, after incorporating feedback from the National Assembly Standing Committee and institutionalizing the Party's guidelines in Resolution 80 of the Politburo, the Government has added to the draft Resolution a provision for piloting the establishment of an Arts and Culture Fund based on a public-private partnership model. This fund will be a venture capital fund operating on market principles, accepting potential risks while ensuring transparency and accountability. This mechanism is suitable for the inherent risks associated with investment in the fields of culture, literature, and arts.

The fund's capital consists of base capital from the state budget and matching social capital from businesses, organizations, individuals, and supplementary sources such as international grants and other legitimate revenues. The fund's establishment is primarily aimed at mobilizing social resources, with the state budget acting as seed capital to encourage private sector contributions.

The drafting agency will continue to review and make more rigorous adjustments to this fund model based on international experience and similar fund models that have been piloted in the draft Law on the Capital City. At the same time, it will establish general principles to entrust the Government with the task of providing detailed regulations. The Government will pay attention to developing risk assessment criteria and risk acceptance mechanisms. During implementation, the Government will summarize, evaluate, and refine this model to ensure its effective operation and avoid wasting resources.

Acknowledging that digital transformation in the culture, sports, and tourism sector "still faces many limitations," Minister Lam Thi Phuong Thanh expressed hope that investment in digital transformation would build a data system, thereby enabling a scientific and comprehensive assessment across all areas of the sector, and proposing tasks and solutions to effectively implement socio-economic development programs and plans in general, and those of the cultural sector in particular.
