After receiving the information, Hai Duong City Electricity inspected and discovered that an excavator was digging a drainage culvert on Nguyen Luong Bang Street, digging into the 22kV underground cable line on Highway 488E8.1, causing an incident.

Hai Duong City Power Company has cut off the line segment and changed the power supply method to limit the outage time of some loads. By 3:48 p.m. the same day, Hai Duong City Power Company had restored all loads on line 488 E8.1.

The 488E8.1 line incident caused a power outage for 8,586 customers on Nguyen Luong Bang, Duc Minh, Truong Chinh streets, Dinh Long urban area and the new urban area in the West in Thanh Binh and Tan Binh wards. Among the customers without power, there were many specialized customers such as the Center for ContinuingEducation , Hai Duong University (Nguyen Thi Due campus), Nguyen Trai High School for the Gifted, Hai Duong Newspaper, the Provincial People's Procuracy, the Provincial People's Court, the Women's Union, etc.

It is known that this excavator is constructing a water pipeline of Hai Duong City Urban Works Management Joint Stock Company.

Previously, Hai Duong City Electricity had made a record, given safety instructions, and handed over the underground cable route at the site to the construction unit.
