Training soldiers for elite units to be ready to participate in firefighting and rescue operations abroad.

(VTC News) - The Party Central Committee Secretariat has requested the training of officers and soldiers of elite special units, ready to carry out fire prevention, firefighting, and rescue missions abroad.

Permanent member of the Party Central Committee Secretariat Tran Cam Tu has just signed and issued Directive No. 02 of the Party Central Committee Secretariat on strengthening the Party's leadership over fire prevention, firefighting, and rescue work in the new situation.

The Party Central Committee assessed that the situation regarding fires, explosions, accidents, and incidents has remained complex in recent times. Violations of fire prevention, firefighting, and rescue regulations have not been thoroughly addressed. Some fires have caused serious damage to both people and property.

Research and application of science and technology in fire prevention, firefighting, and rescue operations are still slow. The deployment of fire prevention, firefighting, and rescue police forces, as well as specialized fire prevention, firefighting, and rescue forces at the grassroots level in key areas and regions, has not met the requirements of the task.

To strengthen prevention, minimize damage from fires, explosions, accidents, and incidents, and improve the capacity and effectiveness of fire prevention, firefighting, and rescue work in the new situation, the Secretariat of the Central Committee requests Party committees, Party organizations, governments, the Fatherland Front, and mass organizations at all levels to raise awareness and responsibility among cadres, Party members, and workers to voluntarily comply with the law and actively participate in fire prevention, firefighting, and rescue work.

Agencies need to integrate knowledge and laws on fire prevention, firefighting, and rescue into the curriculum of educational institutions. They should replicate successful models and effective practices, and build a nationwide movement for public participation in fire prevention, firefighting, and rescue within agencies, organizations, businesses, residential areas, and households.

Authorities at all levels regularly monitor and inspect, and promptly advise on improving technical standards for fire prevention, firefighting, and rescue to suit practical realities. They strengthen supervision, inspection, and enforcement, strictly handling violations, negative behaviors, and corruption, and addressing the lax state management in the field of fire prevention, firefighting, and rescue.

The Party Central Committee Secretariat directs the regular organization of training and drills on handling fire, explosion, accident, and incident situations in residential areas and facilities with high fire and explosion risks.

Simultaneously, establish a mechanism for coordination and unified command and control among forces in the deployment of fire prevention, firefighting, and rescue tasks; prepare forces, equipment, plans, and conditions to be ready to respond promptly in the event of fires, explosions, accidents, or incidents, minimizing consequences and damage to people and property.

The Secretariat of the Central Committee noted the need to review and implement fire prevention, firefighting , and rescue infrastructure planning in a manner consistent with the overall plan and relevant sectoral and national plans. It also stressed the importance of overcoming and resolving difficulties and inadequacies regarding transportation and water resources for firefighting, rescue, and relief operations, especially in densely populated areas.

Allocate central and local government funds and mobilize social resources to invest in the comprehensive construction and development of infrastructure and facilities, and to purchase and equip fire prevention, firefighting, and rescue vehicles to meet practical requirements; invest in the construction of modern, specialized training centers to enhance the capacity of fire prevention, firefighting, and rescue forces.

The Party Central Committee Secretariat has directed the effective application of science, technology, and digital transformation in the field of fire prevention, firefighting, and rescue. It emphasizes improving the quality management of fire prevention, firefighting, and rescue equipment and vehicles. It also stresses the importance of researching, producing, and mastering advanced technologies, equipment, and vehicles for fire prevention, firefighting, and rescue.

Implement a database system on fire prevention, firefighting, and rescue to serve management and operation from the central to local levels, contributing to improving the efficiency of receiving and processing reports on security, order, fires, explosions, accidents, incidents, and first aid. Strengthen international cooperation to share experiences and transfer technology in the field of fire prevention, firefighting, and rescue.

" Build a strong, professional, elite, and modern fire prevention, firefighting, and rescue force; focus investment on training officers and soldiers of elite special units with sufficient capacity and readiness to perform fire prevention, firefighting, and rescue missions abroad, " the Directive clearly states.

Another important task emphasized by the Party Central Committee is to study specific mechanisms and policies to mobilize and supplement human resources participating in fire prevention, firefighting, and rescue operations.

Furthermore, research and improve the organizational structure of specialized agencies for fire prevention, firefighting, and rescue from the central to local levels, ensuring uniformity, consistency, efficiency, and effectiveness; establish and deploy fire prevention, firefighting, and rescue police units in appropriate areas and regions in accordance with technical standards and practical requirements.

The Secretariat of the Central Committee assigned the Party Committee of the National Assembly to direct the completion of legal documents on fire prevention, firefighting, and rescue; prioritize the allocation of resources for ensuring fire prevention, firefighting, and rescue; and strengthen supervision of implementation.

The Party Committee of the Government directs the development of a Government Action Program to comprehensively implement solutions to improve the effectiveness and efficiency of fire prevention, firefighting, and rescue work; and proposes and implements solutions to ensure fire safety for business activities and daily life.

The Party Committee of the Government is also tasked with directing the implementation of solutions to ensure fire safety for facilities and constructions under its management that do not meet fire safety requirements but cannot be rectified according to the technical standards on fire prevention, firefighting, and rescue stipulated in effective legal documents.

The Party Committee of the Vietnam Fatherland Front and central mass organizations shall develop specific action programs to implement the Directive, linking it with emulation movements and campaigns launched by the Front and mass organizations; and strengthen supervision of the implementation of the Directive.

The Secretariat of the Central Committee requests the Party Committee of the Central Public Security Ministry to take the lead and coordinate with the Central Inspection Committee and relevant agencies to advise the Secretariat on guiding, monitoring, supervising, inspecting, and urging the implementation of this Directive; to provide timely advice on unexpected issues and complex cases; and to periodically review and summarize the implementation of the Directive, reporting to the Secretariat of the Central Committee for consideration and guidance.
