This afternoon, October 8, Deputy Prime Minister Tran Hong Ha chaired a national online conference on the implementation of the laws on Land, Housing, and Real Estate Business. Vice Chairman of the Provincial People's Committee Le Duc Tien attended at the Quang Tri provincial bridge.

Immediately after the 15th National Assembly passed the Housing Law and the Real Estate Business Law, the Prime Minister directed the implementation of these two laws, especially the issuance of detailed regulations. In the past, the Ministry of Construction has issued many guiding documents urging ministries, branches and localities to promptly issue detailed regulations and guidance on the implementation of the two laws according to their authority. To date, 13 localities have issued detailed regulations on the implementation of the Housing Law.

Regarding the implementation of the 2024 Land Law, up to now, the Government and the Prime Minister have issued many documents directing ministries, branches and localities to urgently focus on developing detailed regulations, guiding the implementation of the law, disseminating, and allocating resources to organize the implementation of the Land Law. Regarding the task of developing documents under the authority of central agencies, which have been issued and come into effect at the same time as the law, including: 10 decrees of the Government, 1 decision of the Prime Minister; 6 circulars of the Minister of Natural Resources and Environment and the Minister of Finance issued under their authority.

Regarding the task of drafting documents under the authority of local authorities, up to now, 50/63 provinces and cities have issued a number of documents detailing the implementation of the Land Law; however, no locality has issued all legal documents under its authority. Some localities have not issued any documents for implementation. Of the 50/63 provinces and cities that have issued documents, only Hai Duong province has issued all the contents assigned to be detailed in the law.

​​​​​​​After 2 months of implementation, with the new regulations of the Land Law and documents guiding its implementation, it has initially shown that the new policies have brought about effectiveness such as decentralization, delegation of authority on land use conversion, land recovery, land price determination, issuance of land use right certificates, sea encroachment... have created consensus among the majority of people, the business community and unity among agencies from central to local levels, contributing to liberating land resources for the country's socio-economic development, accelerating the disbursement of public investment capital.

In the process of implementing the Land Law, the Ministry of Natural Resources and Environment recommends that the Government and the Prime Minister continue to direct a number of contents related to the leadership and direction of localities to soon bring the law into life; prepare conditions for effective implementation of the Land Law at the local level; conditions on resources, information infrastructure, land database to develop land price lists according to the provisions of the 2024 Land Law, with impact assessment, close coordination between relevant agencies in the process of developing land price lists to apply from January 1, 2026.

At the conference, leaders of ministries and branches pledged to complete the issuance of circulars guiding the implementation of the Land Law, Housing Law, and Real Estate Business Law before October 15.

Speaking at the conference, Deputy Prime Minister Tran Hong Ha emphasized: The Land Law, Housing Law, and Real Estate Business Law are closely related to the implementation of specific tasks and projects serving socio-economic development and ensuring national defense and security.

With the goal of removing difficulties, proposing a number of new policies and guidelines to create development resources, including the real estate market, ensuring housing policies and regimes, it is recommended that local leaders be resolute and focus on directing relevant agencies to grasp documents and decrees, closely follow assigned lists to promptly implement laws into practical life effectively.

For specific difficulties and problems in the process of implementing the laws, it is necessary to promptly report to the Ministry of Natural Resources and Environment and the Ministry of Construction for synthesis and submission to the Prime Minister for resolution.
