During the 2020-2025 period, Thanh Hoa affirmed its position as an important growth pole of the country, with an average growth rate of Gross Regional Domestic Product (GRDP) of 10.24%, ranking 4th nationwide and 3rd among the top 10 provinces and cities with the largest economies in the country. The GRDP in 2025 is projected to be 1.9 times that of 2020, ranking 8th nationwide.
In-depth economic restructuring
Looking back at the 2020-2025 period, the implementation of the province's socio-economic development goals and tasks took place amidst unprecedented difficulties and challenges. These ranged from the COVID-19 pandemic, storms and floods, global trade conflicts... to internal bottlenecks in the development process.
Against this backdrop, Thanh Hoa did not choose growth at all costs, but steadfastly pursued economic restructuring linked to the innovation of its growth model, taking science and technology and innovation as the main driving force and resources, in accordance with the spirit of the Resolutions of the 13th and 14th Party Congresses, considering this as the fundamental solution to ensure rapid and sustainable development.

The province is focusing on restructuring its industrial sector with the goal of modernization and greening, shifting strongly from attracting investment extensively to improving the quality, added value, and spillover effects of projects; prioritizing the development of services and logistics in a modern and professional direction, linked to the advantages of its seaports and its central location for North-South trade. The synchronized investment in transportation infrastructure, seaports, and logistics has created leverage to expand development space, form new value chains, and enhance competitiveness.

Alongside this, solutions to promote the development of services, agriculture, forestry, and fisheries have led to the formation of several large-scale, high-tech agricultural production zones and models based on value chains, and tourism has seen breakthrough development. The growth model is therefore gradually shifting from dependence on resources to efficient resource utilization, productivity, and quality of growth.
A key pillar in the province's growth model innovation is the proactive concretization and effective implementation of major Central Committee resolutions, especially Resolution No. 57-NQ/TW on breakthroughs in science and technology development, innovation, digital transformation, and specific mechanisms and policies that concretize Resolution No. 58-NQ/TW of the Politburo on building and developing Thanh Hoa province until 2030, with a vision to 2045. This not only provides new resources for growth but also creates institutional space for the province to promote new development models and gradually form distinct competitive advantages.
With a synchronized, scientific, and effective approach, the province's economic structure is shifting towards industrialization and modernization, in line with development orientations, reducing the proportion of agriculture, forestry, and fisheries sectors, and increasing the proportion of industry and services.
During the period 2020-2025, in conjunction with the implementation of the Resolution of the 19th Provincial Party Congress, the proportion of agriculture, forestry, and fisheries in Thanh Hoa province will decrease by 5.3%, from 17.3% in 2020 to 12% in 2025; the proportion of industry will increase by 9.2%, from 41.8% in 2020 to 51% in 2025. |
At the 20th Provincial Party Congress, for the 2025-2030 term, Prime Minister Pham Minh Chinh acknowledged that the 2020-2025 term took place amidst rapidly changing, complex, and unpredictable global circumstances, as well as numerous domestic challenges and difficulties. Despite these challenges, Thanh Hoa province has risen strongly, maintaining a high, stable, and impressive growth rate, affirming its role as one of the country's important growth poles.
Continue to promote innovation in the growth model towards in-depth, modern, and sustainable development.
Entering the 2025-2030 term, Thanh Hoa province faces great opportunities for development but also confronts numerous new challenges. The Resolution of the 20th Provincial Party Congress, for the 2025-2030 term, sets the goal of achieving an average Gross Regional Domestic Product (GRDP) growth rate of 11% or higher during the 2026-2030 period; specifically: agriculture, forestry, and fisheries increasing by approximately 3% or higher; industry and construction increasing by approximately 14% or higher; and services increasing by approximately 9% or higher; GRDP per capita reaching USD 7,900 or higher by 2030; total investment implemented in the province over the 5-year period (2026-2030) reaching VND 840 trillion or higher; and an average Investment Capital Efficiency Ratio (ICOR) of 5.2 times during the 2026-2030 period. The average annual growth rate of social labor productivity is projected to reach 8.1% or higher; the contribution of total factor productivity (TFP) to economic growth in 2030 is expected to reach 55% or higher. In 2026, the province aims for a GRDP growth rate of 11% or higher, maintaining double-digit growth.
In March 2026, Thanh Hoa province officially put its Intelligent Operations Center (IOC) into operation.
To achieve this goal, the document of the 20th Provincial Party Congress identifies the need to continue promoting economic restructuring associated with the renewal of the growth model towards a modern and sustainable direction; and identifies science, technology, innovation, and digital transformation as the main driving forces.
This includes developing industries towards modernity, intelligence, high added value, and environmental friendliness; developing modern logistics, trade, and seaport services; developing coastal tourism, heritage, and culture in conjunction with international integration; developing modern, efficient, and sustainable commercial agriculture; promoting improvements in the investment and business environment; developing various economic sectors; mobilizing all resources to the maximum extent; and prioritizing the development of strategic infrastructure, especially digital infrastructure, inter-regional transport infrastructure, seaports, airports, energy infrastructure, and smart cities.
In addition, we will continue to promote and implement synchronously and effectively the major resolutions of the Central Committee, especially Resolution No. 57-NQ/TW of the Politburo on breakthroughs in science and technology development, innovation and digital transformation; and Resolution No. 37/2021/QH15 of the National Assembly on piloting special mechanisms and policies for the development of Thanh Hoa province.
With a solid foundation established during the 2020-2025 period, along with the involvement of the entire political system and the consensus of the people and businesses, Thanh Hoa province is ready to create new breakthroughs in development, building Thanh Hoa into an increasingly prosperous, beautiful, and civilized province.
