The enduring bond between soldiers and civilians in the 'Quang Trung Campaign'

Following Prime Minister Pham Minh Chinh's launch of the "Quang Trung Campaign" to rapidly rebuild and repair houses for people affected by natural disasters, the entire political system has simultaneously joined forces with the highest determination to quickly stabilize the lives of the people after the historic floods. To date, Dak Lak province has basically completed the campaign; people have received new homes with joy and excitement and are focusing on restoring production and building new lives.

Flood-resistant houses built at lightning speed in the "flood epicenter"

During the historic floods in mid-November 2025, many residential areas in Phu Huu village, Hoa Thinh commune, Dak Lak province were submerged. The raging floodwaters "wiped out" many houses, leaving people homeless. In times of hardship and disaster, the spirit of mutual support and compassion of the nation spread strongly; people across the country turned their attention to the flood-stricken areas with many emergency relief activities. In particular, the "Quang Trung Campaign" to build and repair houses for flood victims was swiftly implemented day and night.

In the early days of 2026, a reporter from the Vietnam News Agency (VNA) visited Hoa Thinh commune, the epicenter of the floods. Along the winding road leading to Team 3, Phu Huu village, the scene of devastation after the floods was replaced by new, spacious houses nearing completion. These houses not only ensure comfortable living conditions but also function as flood-resistant structures, helping residents to settle down and stabilize their lives.

Busy cleaning up his newly handed-over house from the "Quang Trung Campaign," Mr. Tran Van Khanh, from Team 3, Phu Huu Hamlet, Hoa Thinh Commune, emotionally shared: "The devastating floods in mid-November 2025 swept away and completely destroyed 6 out of 9 houses in the hamlet. When the floodwaters receded, the villagers were shocked to see their houses and accumulated assets reduced to rubble. On November 29, 2025, Prime Minister Pham Minh Chinh visited and encouraged the people here and launched the 'Quang Trung Campaign.' Since then, the Army forces of Military Region 5 have swiftly deployed to build and repair houses for the people. In just over a month, sturdy, elevated houses with flood-resistant attics, windows, and staircases leading to the roofs have been completed and handed over to the people."

“After the devastating floods, people only hoped for temporary shelter. But with the concern of the Party, the State, and the involvement of the Army, the people not only received housing but also spacious, safe homes that protect against natural disasters, helping to stabilize their lives in the long term. These are not just houses to live in, but also demonstrate the deep affection and responsibility of the Party, the State, and the armed forces towards the people in times of difficulty,” said Mr. Tran Van Khanh.

Wiping away tears of emotion upon receiving her new home, Mrs. Tran Thi Lanh, from Team 3, Phu Huu Hamlet, Hoa Thinh Commune, shared that she is over 80 years old and lives alone. After the floodwaters receded, seeing her house completely destroyed, she was left with nothing and didn't know how to cope. In that situation, the timely care and support from the Party, the State, and the armed forces helped her get a new house in the early days of the year, bringing joy, hope, and motivation to continue living.

According to Ms. Tran Thi Lanh, without the concern of the Party and the State, without the solidarity between the military and the people, it would be difficult for the people to recover after the devastating natural disaster. Therefore, the image of soldiers working day and night to rebuild houses, and the encouragement and gifts from Party, State, and Army leaders, will remain deeply etched in the hearts of every citizen. This is also a great motivation for the people in the flood-affected areas to strive harder to quickly restore production and stabilize their lives.

"The Quang Trung Campaign" was a complete victory.

According to the People's Committee of Dak Lak province, as of January 12th, the "Quang Trung Campaign" in Dak Lak province has been basically completed. Specifically, 892 out of 892 severely damaged houses requiring repair have been completed; and out of a total of 606 houses that collapsed, were destroyed, or swept away by floods and need to be rebuilt, 529 have been completed. The Provincial People's Committee has coordinated with Military Region 5, the Army, and the Provincial Police to hand over houses in several localities such as Xuan Lanh, Hoa Xuan, Tuy An Dong, Phu Hoa 1, Tay Hoa, Son Hoa, Hoa Thinh, etc.

The number of houses under construction is 77 out of 606, with efforts underway to complete them by January 15th (including 16 houses built in the resettlement area, scheduled for handover on January 19th). During the "Quang Trung Campaign," the Army participated in supporting the construction and repair of 311 houses with over 4,000 officers and soldiers; the Provincial Police mobilized 530 officers and soldiers and nearly 9,648 laborers to support the construction and repair of 176 houses.

In just over a month, thousands of houses were newly built or renovated, clearly demonstrating the determination and high sense of responsibility of the entire political system in overcoming the consequences of natural disasters and ensuring stable and sustainable housing for people in the context of climate change and increasingly complex floods. During the campaign, the positive image of the armed forces soldiers continued to spread as they tirelessly and dedicatedly helped people rebuild their lives, donating essential supplies and encouraging them before handing over their new homes.

According to Colonel Cao Van Muoi, Deputy Chief of Staff of Military Region 5, throughout the implementation of the "Quang Trung Campaign," the images of officers and soldiers, along with Party committees, authorities, and the people, wading through mud, transporting materials, and rebuilding houses; hurried meals at the construction site; and working through the night, regardless of holidays or Tet (Lunar New Year)... left many profound emotions, clearly demonstrating the strong bond between the military and the people. The campaign was a continuation of the tradition of "the army comes from the people and serves the people," contributing to strengthening the people's trust in the Party, the State, and the Army, affirming the strength of the great national unity.

Mr. Dao My, Vice Chairman of the People's Committee of Dak Lak province, said: "The 'Quang Trung Campaign' has basically been completed with thousands of houses repaired and newly built, helping people to quickly stabilize their lives. The image of cadres and soldiers mingling with the people, eating, living, and working together in difficult and arduous conditions, yet imbued with human kindness and the bond between the military and the people, has left a very deep impression. The timely involvement of the police, army, youth, militia, and people... with the spirit of 'whoever has the work helps with their work, whoever has resources helps with resources, whoever has a lot helps a lot, whoever has little helps a little, whoever has whatever they can help, wherever it is convenient' has demonstrated the spirit of national solidarity, ready to overcome all difficulties and challenges to support each other in times of hardship. In the coming time, the local government will continue to implement policies to support the restoration of production and ensure livelihoods for the people after the historic floods."

To continue supporting people affected by natural disasters, the People's Committee of Dak Lak province has sent a document requesting the Vietnam Fatherland Front Committee of Dak Lak province to report to the Central Committee of the Vietnam Fatherland Front for consideration and allocation of voluntary contributions from the people to implement a support plan of 5 million VND/household for households whose houses are damaged by natural disasters, storms and floods and require repair, and 10 million VND/household for households whose houses have collapsed, been destroyed, or swept away by floods due to natural disasters.

On January 12th, a government delegation led by Deputy Prime Minister Ho Quoc Dung visited flood-affected areas and worked with leaders of Dak Lak province on the implementation of the "Quang Trung Campaign".

Deputy Prime Minister Ho Quoc Dung requested local authorities and participating forces to accelerate progress and hand over the remaining houses to the people, especially the 16 houses built in the resettlement areas, to ensure timely handover on January 19th. He also urged local authorities to pay attention to and care for the people's lives during the Lunar New Year (Tet) holiday in 2026, particularly by providing rice and essential necessities so that people can celebrate the traditional Tet holiday, ensuring that no one lacks food or clothing, especially those households affected by the recent floods.
