A key milestone opening an era of strong national growth

According to Dr. Pham Thi Thanh Loan, the draft documents of the 14th Party Congress are comprehensive and profound documents, reflecting the strategic vision and high political determination of the Party.

The draft documents of the 14th National Party Congress are being widely consulted both at home and abroad. This is also an opportunity for intellectuals and the Vietnamese community living across the five continents, including China, to express their thoughts, aspirations and contribute their valuable opinions, to contribute to building a strong Vietnam, firmly entering a new era, an era of national growth.

Talking to VNA reporters in Beijing about the draft documents of the 14th National Party Congress, Dr. Pham Thi Thanh Loan, General Director of Viet-Viet Guangdong Tourism and Trade Services Company Limited, assessed that the draft documents of the 14th National Party Congress are a comprehensive and profound document, reflecting the strategic vision and high political determination of the Party in the context of many fluctuations in the country and the world.

The document not only objectively and honestly assesses the results achieved after 5 years of implementing the Resolution of the 13th National Congress and after 40 years of Renovation, but also points out the limitations and weaknesses that need to be overcome, thereby proposing orientations, goals and solutions for national development in the new period.

A highlight of the Draft is the emphasis on innovative thinking, development aspirations and the nation's will to be self-reliant. The document clearly defines the perspective of rapid and sustainable development, taking science, technology, innovation and digital transformation as the main driving force, while considering the private economy as an important driving force of the economy. Specific goals by 2030 and a vision to 2045 are clearly set out, demonstrating the determination to turn Vietnam into a developed, high-income country.

The draft also pays special attention to building and rectifying the Party and the political system to be clean and strong, considering this as the key to all success. The work of preventing and combating corruption and waste continues to be affirmed as a key task, with high political determination, without forbidden areas. The revolution in streamlining the organizational apparatus towards being lean, effective and efficient is considered a historic breakthrough.

In addition to the advantages, the Draft also frankly pointed out major challenges such as the risk of falling behind, limited competitiveness of the economy, environmental issues, social security and limitations in management and operation capacity. This shows the spirit of objective recognition and self-renewal of the Party.

It can be seen that the Draft Document of the 14th National Congress is a document with a long-term vision, clear orientation, and a harmonious combination of inheritance and breakthrough. If approved and effectively implemented, with the consensus of the entire Party, people and army, the Document will create a strong driving force for Vietnam to develop rapidly and sustainably, successfully realizing the goal of "rich people, strong country, democracy, equality and civilization," firmly advancing towards socialism in the new era.

Ms. Pham Thi Thanh Loan affirmed that in the draft documents of the 14th Party Congress, the content that she is most interested in and appreciates is the shaping of a new growth model, taking science , technology, innovation and digital transformation as the main driving force. This is a strategic thinking that is consistent with the development trend of the times, especially in the context of the Fourth Industrial Revolution that is having a profound impact on all aspects of socio-economic life.

The clear identification of this key driving force, together with specific targets such as increasing the contribution of total factor productivity (TFP) to over 55% and developing the digital economy to account for about 30% of GDP, shows a strong determination to transform from a growth model based on capital and low-cost labor to a model based on knowledge, technology and high-quality labor productivity. The connection between technological breakthroughs and three key institutional pillars (socialist-oriented market economy, socialist rule-of-law state and socialist democracy) creates a comprehensive framework for breakthrough development.

To improve the draft document, Dr. Pham Thi Thanh Loan made three proposals. Firstly, on the mechanism for realizing human resources: While the document emphasizes the development of high-quality human resources and attracting talents, it is necessary to clarify more specific and outstanding mechanisms to turn the policy into reality. Specifically, there should be truly attractive remuneration policies, a scientific working environment and a strong autonomy mechanism for research institutes and universities to attract and retain leading scientists, including overseas Vietnamese. At the same time, there should be a specific roadmap to bring the thinking about digital economy and innovation into the education system right from high school.

Second, on regional connectivity in the context of the new organizational structure: The revolution of streamlining the apparatus and transforming the local government model is a breakthrough. However, the Document needs to emphasize more and propose specific mechanisms and tools to effectively promote regional connectivity in the new development space. The formation of "growth poles" and "economic corridors" needs to be linked with mechanisms for resource coordination, benefit sharing and infrastructure connection across localities, avoiding fragmented and isolated development.

Third, on the issue of climate change adaptation: Although the Document has mentioned it, it is necessary to consider this as a vital challenge and to integrate it more strongly into all socio-economic development, defense and security strategies, especially for the Mekong Delta and Central Coast regions. There needs to be very specific targets and solutions on pollution control, development of infrastructure to respond to natural disasters and improvement of forecasting and early warning capacity.

Ms. Pham Thi Thanh Loan emphasized that the draft document has outlined a correct and aspirational vision. The addition and clarification of specific mechanisms, tools and roadmaps to realize strategic goals will help the document truly become a guiding torch, gathering the combined strength of the entire nation in the process of building and developing the country in the new period.

As an intellectual and overseas Vietnamese who has lived and worked in China for nearly 20 years, Ms. Pham Thi Thanh Loan said that she and other Vietnamese communities in China always look towards the Fatherland with deep love and faith. The upcoming 14th Party Congress is awaited by the people with many important expectations, as a key milestone opening an era of strong growth for the nation.

First of all, she hopes that the Congress will pass breakthrough policies to realize the country's development aspirations. Specifically, the strong and creative institutionalization of the growth model based on science, technology and innovation. This will create a great attraction for Vietnamese intellectuals and experts around the world, opening up opportunities for them to directly contribute to building the digital economy, developing high-tech industries and improving national competitiveness.

Second, she expects a more transparent, open and stable legal environment. A synchronous institutional system, with administrative procedures simplified to the maximum, will be the key factor to strongly attract intellectual and financial resources from overseas Vietnamese.

She affirmed that overseas Vietnamese are willing to bring back knowledge, technology and modern management experience, but that requires a truly "open door" mechanism from within the country, creating favorable conditions for start-up activities, innovation and knowledge transfer.

Finally, she hopes for a closer and more sustainable connection between the overseas Vietnamese community and the country. According to her, the more substantive participation of overseas Vietnamese not only in economic projects but also in forums to contribute ideas to policy making, educational, cultural and social development programs will contribute to spreading the spirit of solidarity with the Fatherland.

The development of Vietnam in the new era, with its increasingly high position in the international arena, is a source of pride and motivation for each overseas Vietnamese to become an ambassador, promoting the image of a dynamic, creative and aspirational Vietnam.

With those expectations, Ms. Pham Thi Thanh Loan believes that under the leadership of the Party, together with the strength of great national unity, Vietnam will seize opportunities, overcome challenges, and successfully achieve the goal of becoming a developed and prosperous country by 2045./.
