On the afternoon of February 4, in her closing speech at the 20th Conference of the Executive Committee of the Hanoi Party Committee, term XVII, Politburo member and Secretary of the Hanoi Party Committee Bui Thi Minh Hoai said that in 2025, the city will focus on directing the summary of Resolution No. 18-NQ/TW dated October 25, 2017 of the Central Executive Committee of the 12th Party Congress on 'Some issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently' (Resolution No. 18).

According to the Secretary of the Hanoi Party Committee, this issue requires a common understanding of the capital's responsibility to clearly see the enormous achievements after 40 years of renovation that have brought a historic opportunity for our country to enter a new era. At the same time, Resolution No. 18 sets out an urgent requirement to resolutely carry out the revolution to build a truly streamlined political system that operates effectively and efficiently, meeting the requirements and tasks in the coming time.

“The City Party Executive Committee determined with the highest political determination that in December 2024 and early January 2025, the city must complete the summary and arrangement of the apparatus in accordance with the direction of the Central Committee and General Secretary To Lam ,” emphasized Hanoi Party Secretary Bui Thi Minh Hoai.

Currently, the city has concretized the implementation of Resolution No. 18 with a plan to direct and guide the arrangement and streamlining of the organizational apparatus of city and district-level agencies. This is a very difficult task because it involves the thoughts and feelings of officials in the political system. However, due to the development requirements of the country in the new era, the city must be determined to implement it.

Stating that the forecast of the world and regional situation continuing to develop complicatedly, with many potential difficulties and challenges that will impact the implementation of the socio-economic development tasks of the whole country and the capital Hanoi, according to the Secretary of the Hanoi Party Committee, the 20th Conference of the Executive Committee of the Hanoi Party Committee, term XVII, agreed on the guiding viewpoint for 2025 to continue implementing the working theme of "Discipline, responsibility, action, creativity, development".

Party committees, authorities, and socio-political organizations from the city to the grassroots level need to closely follow and concretize the policies and orientations of the Party and State, especially those of General Secretary To Lam, into specific tasks and solutions, linked to the practical situation of the city and localities.

Promoting the achieved results and existing experiences, Hanoi focuses on directing more drastically and closely, strengthening inspection and supervision, innovating leadership methods with focus and key points, promoting responsibility and exemplary behavior of leaders at all levels.

Emphasizing that the remaining time of 2024 is not much, the workload is very large, the Secretary of the Hanoi Party Committee requested the Party Committee members, heads of Party committees and authorities at all levels to uphold the sense of responsibility, concentrate highly, strive to complete the socio-economic targets of 2024 at the highest level, creating a premise for 2025 and the following years, focusing on immediately implementing the summary of Resolution No. 18; units prepare the best conditions to organize Party congresses at all levels from the Party cell level.
