The Chairman of the People's Committee of Hung Yen province has just signed Decision No. 305/QD-UBND approving the Investment Project to build a road from Thai Binh city to Hung Ha district connecting with Hung Yen province.
This project is implemented in Thai Binh city, Vu Thu district, Dong Hung district and Hung Ha district (now Thai Binh ward, Nam Tien Hung commune, Tien Hung commune, Hong Minh commune, Hung Ha commune, Tien La commune and Ngu Thien commune, Hung Yen province).
The route starts at Km0+00 at the intersection between the entrance to TBS Song Tra Industrial Park and National Highway 10 (S1 bypass), in Thai Binh ward; the end point is Km24+800 at the beginning of the Luoc River overpass, in Ngu Thien commune, with a total length of 24.8 km.
The project is designed to ensure technical standards of road level, design speed corresponding to level III plain (TCVN 4054-2005, design speed 80 km/h); ensure control points, design frequency, flood drainage, smooth operation and exploitation, minimize embankment volume, meet economic and technical requirements, and stabilize the project in the long term.
In which, the section from Km0+00 to Km0+600 (TBS Song Tra Industrial Park section) is invested in and completely constructed according to the scale of a 63 m wide urban road.
Section Km5+00 to Km6+00 (range of bridge and approach road to Tra Ly bridge) is invested with main road with roadbed width of 34 m, synchronized with the scale of Tra Ly bridge.
The section from Km0+600 to Km5+00 and the section from Km6+00 to the end of the route are invested in building parallel roads on both sides of the route with a roadbed width of 24 m; the reserved land strip for building the main route is 29 m wide; the site clearance according to the completed scale is 60 m wide.
On the route, there are 8 bridges (the largest bridge is Tra Ly bridge with a length of 757 m) and 9 intersections at the same level, designed to suit the planning scale and current status of the route; the radius of the branches is suitable for the road level, terrain conditions of the intersection area, etc.
The total investment of the Project is 4,927,949 billion VND, of which compensation, support and resettlement costs are 1,035,052 billion VND; construction costs are 3,218,057 billion VND; project management costs are 24,574 billion VND; construction investment consulting costs are 93,284 billion VND; other costs are 83,623 billion VND; contingency costs are 473,356 billion VND.
The project is divided into 2 investment phases, in which the investment cost of phase 1 (from National Highway 10 intersection to Dong Tu intersection) is 3,735.343 billion VND; the investment cost of phase 2 (from Dong Tu intersection to the right dike of Luoc River) is 1,192.6 billion VND.
The project implementation progress is from 2025 to 2028 with support from the central budget and provincial budget.
After completion, the project will contribute to completing the route connecting Thai Binh province (now Hung Yen province) with the country's political and cultural center - Hanoi capital; to meet the needs of inter-regional, inter-provincial, inter-regional transportation; connecting Thai Binh province with neighboring provinces through the Ring Road 5 of Hanoi capital region; reducing traffic load on National Highway 10 and National Highway 39.
