Part 1: Why is disbursement slow?
There is only more than 1 month left until the end of 2025, but the disbursement rate of public investment capital in Lam Dong is very low. This has greatly affected many economic growth indicators of the province.

Mostly due to subjective factors
In 2025, Lam Dong's public investment capital is more than 18,900 billion VND. As of November 14, 2025, the locality has only disbursed 6,333 billion VND, reaching 33.88% of the plan. Of which, the disbursed capital for key projects has only reached about 5%. With this result, the locality has a disbursement rate lower than the national average (57.5%) and is in the group of provinces and cities with low capital disbursement rates. Explaining the slow disbursement rate, Director of the Department of Finance Ton Thien San said that the biggest problem identified is site clearance (GPMB). According to Mr. San, the GPMB work in many projects is slow because no agreement has been reached with the people. Determining the origin of land, counting, appraising, approving the GPMB plan, and developing specific land prices are still limited.
Along with site clearance, currently, some investors are not really proactive in managing, supervising, and urging contractors to perform. Many contractors are incompetent, not arranging enough personnel and machinery according to the bidding documents. Meanwhile, investors are not really determined in handling responsibilities. “Site clearance is the biggest bottleneck. However, not all the causes are due to site clearance. That is why, currently, there are some projects where the site has been cleared but the construction unit is slow and does not fulfill its responsibilities,” Mr. San affirmed.
Regarding the reason for low disbursement, Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee Nguyen Hong Hai pointed out that if from the beginning, in the land acquisition and clearance, the construction units, localities and units had been urged to resolutely implement, the results would have been different. "The land acquisition and clearance is very much related to the tasks of the land fund development center and localities. During the implementation process, at many times, these units have not yet fulfilled their responsibilities. In many localities, there is still a situation where a ball is "kicked back and forth", not reaching the final result", Comrade Nguyen Hong Hai emphasized.
Regarding the disbursement results, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee Ho Van Muoi personally apologized to the Prime Minister three times. At the online meeting with the Prime Minister on public investment disbursement on October 18, 2025, the Chairman of the Lam Dong Provincial People's Committee admitted that low capital disbursement, in addition to objective reasons, mostly comes from subjective reasons, especially human factors.

That is the lack of close coordination between departments, branches and localities in resolving difficulties and obstacles. The lack of responsibility in site clearance work. In many cases, contractors lack capacity leading to delays in project implementation.
Impact on economic growth
Public investment is one of the important factors promoting economic growth. To increase GRDP growth, we must first accelerate public investment. Because public investment is a decisive factor for many industries and fields such as construction and services. High public investment will lead to these fields, thereby achieving high economic growth.
According to the Director of the Provincial Statistics Office Pham Quoc Hung, the slow disbursement of public investment capital in Lam Dong has been holding back the growth of many other sectors. First of all, low public investment has directly impacted the construction industry throughout the area. This has led to low growth rates in the industrial and construction sectors and not much contribution to GRDP.
Lam Dong's GRDP growth rate in the first 9 months of 2025 reached 6.8%, not reaching the set target (7.46%). According to analysis by units, one of the biggest obstacles directly affecting the province's GRDP growth is the public investment sector.
Not to mention, slow capital disbursement is blocking the progress of strategic infrastructure projects. This is also the source of holding back new production capacity, restraining the spillover effect to stimulate other economic activities. In 2025, Lam Dong has 72 projects of 30 billion VND or more, with a total allocated capital of nearly 11,300 billion VND, accounting for 60% of the total public investment capital plan of the whole province. By November 14, 2025, these projects had only disbursed 1,735 billion VND, reaching 15.5% of the plan.
Comrade Ton Thien San said that to increase GRDP, the public investment sector needs to be promoted. If done well, Lam Dong can reach the highest level of public investment in total GRDP. Currently, the Department of Finance is actively supporting investors to speed up related procedures to promote capital disbursement.
“If public investment disbursement increases by only 1%, GRDP will increase by 0.06%, contributing positively to economic growth. Not to mention, if public investment disbursement is accelerated, it will have a big impact on liquidity for the economy, credit institutions and access to capital for businesses. Therefore, from the province to the grassroots level, there needs to be a breakthrough in mechanisms and responsibilities in the implementation process,” said Mr. Ton Thien San.
It can be said that slow capital disbursement has had a huge impact on local economic growth. To boost GRDP, Lam Dong needs more drastic solutions in this area.
Disbursement results of investors in the province up to November 14, 2025, specifically: Project Management Board No. 1 disbursed 1,535/3,666 billion VND, reaching 26%; Project Management Board No. 2 disbursed 1,602/2,872 billion VND, reaching nearly 52%; Project Management Board No. 3 disbursed 1,020/3,875 billion VND, reaching 26.5%; Traffic Board disbursed 136/589 billion VND, reaching 17.2%; Agriculture Board disbursed 470/877 billion VND, reaching 50.9%; Provincial Land Fund Development Center disbursed 0/5,355 billion VND, reaching 0%; departments, branches and sectors disbursed 754/1,310 billion VND, reaching 56.5%; Communes, wards and special zones disbursed 674/1,495 billion VND, reaching 45%.
