Investment in Nha Trang - Da Lat Expressway Project under PPP form

(LĐ online) - The Government Office has just issued a document on May 10 conveying the direction of Deputy Prime Minister Tran Hong Ha on investing in the project to build the Nha Trang (Khanh Hoa province) - Da Lat (Lam Dong province) expressway under the form of public-private partnership (PPP); at the same time, studying the use of medium-term public investment capital to build the expressway.

Deputy Prime Minister Tran Hong Ha has just assigned the Ministry of Finance to preside over and coordinate with the Ministry of Construction , the People's Committees of Khanh Hoa and Lam Dong provinces to study and propose central budget capital in the medium-term public investment plan for the period 2026 - 2030 to invest in the Nha Trang (Khanh Hoa) - Da Lat (Lam Dong) Expressway Project under the form of public-private partnership (PPP).

The Ministry of Construction coordinated with the People's Committee of Khanh Hoa province to implement the above project in accordance with the direction of the Government leaders. Specifically, the project was invested in under a BOT contract to attract social resources and reduce the burden on the state budget. The authorities of Lam Dong and Khanh Hoa provinces and the Ministry of Construction have an official document reporting to the Prime Minister for consideration and decision to assign a locality as the project investor.

Currently, National Highway 27C is the only short route connecting Nha Trang City with Da Lat City. On the route, there is Khanh Le Pass, about 30 km long, with winding and rugged terrain, not convenient for heavy-duty vehicles.

Khanh Le Pass has many hairpin bends, dense fog even during the day,... while the road is small, and landslides and rockslides often occur during the rainy season, making vehicles traveling through the pass potentially unsafe.

In addition, this national highway often experiences landslides during the rainy and stormy season and serious traffic accidents . This route is also showing signs of overload and low cargo transport capacity. Therefore, the People's Committee of Khanh Hoa and Lam Dong provinces proposed to invest in the Nha Trang - Da Lat Expressway Project, nearly 81 km long, before 2030, to prioritize connecting Nha Trang and Da Lat, overcoming the shortcomings of National Highway 27C.

The project passes through Khanh Hoa province, about 44 km long, located in the South and about 1 - 7 km from the current National Highway 27C. The section passing through Lam Dong province, about 36.8 km long, located in the South and about 1 - 4 km from the current National Highway 27C.
