This point was emphasized by Minister of Construction Tran Hong Minh when presenting the proposal on the investment policy for the construction project of Gia Binh International Airport on the morning of November 14th.
Minister of Construction Tran Hong Minh stated that Noi Bai International Airport is the main international air gateway for Hanoi and the Northern Key Economic Region.
Over the past period, from 2014 to 2024, the number of passengers passing through Noi Bai International Airport has increased rapidly, at approximately 11.8% per year, higher than the national average, and is currently operating beyond its capacity.
At the same time, compared to other major international airports in the region, Noi Bai International Airport has lower quality of service and technology.

Minister of Construction Tran Hong Minh presented a proposal on the investment policy for the construction project of Gia Binh International Airport.
Although the Ministry of Construction is studying the plan to expand Noi Bai International Airport to the south, it faces many difficulties due to the need to relocate a large number of residents, the enormous cost of land clearance, and the long time required for implementation.
"Therefore, investing in Gia Binh International Airport is a strategic and groundbreaking step, contributing to the restructuring of the Capital Region's aviation network according to the dual-hub model that has been successfully applied by many major cities around the world ."
Investing in the construction of Gia Binh International Airport will help leverage its advantageous location and space to create momentum for the development of industries, logistics, e-commerce, tourism, and services in the region. At the same time, it will play a strategic supporting role for Noi Bai.
"Gia Binh International Airport is of particular significance in ensuring national defense and security and serving the State's foreign affairs events, especially the APEC 2027 Summit," the Minister of Construction emphasized.
Gia Binh International Airport is being invested in according to international standards, becoming a new generation, world-class, smart, green, and sustainable airport, meeting the needs of socio-economic development, serving dual-use operations, ensuring national defense and security operations, and hosting important diplomatic events, including the APEC 2027 Summit.
The project meets international 5-star airport service standards, is among the top 10 5-star airports in the world according to Skytrax criteria, and is included in the group of airports with excellent passenger experience as assessed by the International Airport Council.
Gia Binh Airport aims to be the aviation gateway of Northern Vietnam, serving as a transit airport for passengers and cargo, and a facility for aircraft maintenance, repair, and overhaul in the Asia-Pacific region.
Gia Binh Airport is expected to meet the needs of 30 million passengers and 1.6 million tons of cargo per year by 2030.
The project is being invested in on a scale of 4F according to the standards of the International Civil Aviation Organization, meeting the needs of approximately 30 million passengers/year and 1.6 million tons of cargo by 2030, and approximately 50 million passengers/year and 2.5 million tons of cargo by 2050.
Regarding the preliminary design plan for airspace organization and flight procedures, the Minister of Construction stated that, to ensure safe and efficient operation between Noi Bai International Airport and Gia Binh International Airport, the air traffic control authority will establish an approach control airspace covering all airports in the region. Flight paths will be designed for each airport using satellite and ground radar guidance, ensuring minimal intersections and distances between aircraft.

In terms of infrastructure, the airport is built with two pairs of parallel runways, each pair consisting of two runways. The runways are between 3,500 and 4,000 meters long, accommodating all types of wide-body, long-range aircraft of the current generation.
Regarding the passenger terminal, it is built to meet 5-star service standards, ensuring convenient, friendly, and efficient service for passengers. The VIP terminal is built independently from the passenger terminal, meeting the high-quality service needs for state diplomatic events.
In terms of transportation connectivity, Gia Binh International Airport is seamlessly integrated with the national, regional, and provincial transportation systems, including the Hanoi area, which is directly connected via expressways, urban rail, and national railways.
The land requirement is approximately 1,884.9 hectares, of which 922.25 hectares are needed for converting land previously used for double-cropping rice cultivation to land for the airport.
Preliminary compensation and resettlement plans indicate the project will affect approximately 7,100 households and 118 organizations, with an estimated 5,800 households to be resettled and about 18,800 graves to be relocated. In addition, the project requires the relocation and restoration of irrigation infrastructure, canals, pumping stations, power transmission lines, and social infrastructure such as schools, educational facilities, and religious establishments.
The total investment for the project is approximately VND 196,378 billion, including equity capital and legally raised capital. Of this, phase one accounts for approximately VND 141,236 billion, and phase two accounts for approximately VND 55,142 billion.
Minister of Construction Tran Hong Minh stated that the project's operating period is 70 years, from 2025 to 2095.
The government has requested the National Assembly to consider approving the investment plan for the construction of Gia Binh International Airport and a special policy to support the project's investment.
Assess the feasibility of meeting the APEC 2027 schedule, and thoroughly research the mechanisms and special policies for relocating historical and cultural relics to serve the project.
A five-year monitoring period should be mandated.
Presenting the verification report, Chairman of the Economic and Finance Committee Phan Van Mai stated that the Committee had completed its full verification report on the approval of the investment policy for the construction project of Gia Binh International Airport. The Committee agreed on the necessity of investing in the project, that the project meets the criteria under the authority of the National Assembly to approve the investment policy as stipulated in the Investment Law, and that the project dossier is basically complete with all the required components.

The Economic and Financial Committee generally agreed with the contents regarding the objectives, scale, location, time, implementation progress of the investment project, land use requirements, land clearance, relocation and resettlement plans, selection of main technologies, and environmental protection solutions.
However, Mr. Phan Van Mai suggested that the project's objectives need to be clearly quantified, and its roadmap and feasibility determined. “Add assessments of geology, hydrology, drainage, impacts on the Ngu River, and clarify the investment plan for a multimodal transportation system that is synchronized with the project's completion schedule. Assess the feasibility of completing the project to meet the APEC 2027 deadline, given the remaining obstacles regarding compensation, support, and resettlement,” the Chairman of the Economic and Financial Committee emphasized.
Furthermore, it is necessary to clarify the methods of training, retraining, and creating jobs for affected people. In particular, the Economic and Financial Committee proposed analyzing the basis for determining the project's operating time of 70 years. Accordingly, the project's operating time should be determined based on the actual capital recovery period, and a five-year monitoring schedule should be implemented to update revenue, costs, and profits, allowing for flexible adjustments to ensure a balance of interests between the State, investors, and users.
Regarding the preliminary total investment cost, Chairman Phan Van Mai suggested clarifying the basis for calculating the project's investment cost, comparing it with similar airport projects in the region, and adjusting it according to local prices to select the appropriate and optimal cost level.
"Regarding special mechanisms, policies, incentives, investment support, and application conditions, the Economic and Financial Committee basically agrees with the necessity of issuing special mechanisms and policies to facilitate the relocation of historical and cultural relics for the project. However, it is proposed that regulations clearly define the handling of consequences after the relocation of relics, especially the re-recognition of relics after relocation, ensuring the preservation of their original elements and historical and cultural values," the Chairman of the Economic and Financial Committee suggested.
Furthermore, the Economic and Financial Committee requested the Government to promptly report to the National Assembly on the issuance and implementation of Government Resolution No. 03 dated August 14, 2025, on the specific mechanisms and policies for the construction of Gia Binh International Airport at the 10th session as prescribed.
