Content roadmap for each level of study
According to the draft guidelines for piloting AI education in general education that the Ministry of Education and Training is seeking comments on, from December 2025 to May 2026, the Ministry will organize a pilot at a number of educational institutions nationwide.
The AI education content framework for students is developed based on 4 main knowledge streams, corresponding to 4 competency domains, intertwined and complementary to each other, including: human-centered thinking, AI ethics, AI techniques and applications, AI system design.

The Ministry of Education and Training said that the content framework is designed to correspond to two educational stages: the basic education stage, including primary and secondary school levels, and the career orientation education stage at high school level. The content framework is designed consistently but clearly differentiated according to the psychology of each age group.
At primary level, students become familiar with and recognize AI through intuitive applications, understand that AI is created by humans, and initially form awareness of protecting personal data.
At the secondary level, students understand the operating principles, including: data, algorithms; practice using AI tools to solve learning problems and identify risks and biases of AI.
At the high school level, students design simple AI systems, develop complex problem-solving skills, and pursue careers in technology.
Concerns about students' dependence on technology
Experts say the plan to include AI education in the general education curriculum is in line with current trends, but still raises many concerns.
Although the AI education policy is the right move, Dr. Nguyen Thi Thu Trang, lecturer at the School of Information and Communication Technology, Hanoi University of Science and Technology, believes that the education sector cannot implement it massively.
At primary school level, students are in the stage of forming basic thinking. According to Dr. Trang, technological intervention needs to be considered so as not to deviate from the natural development of children. Without preparation in terms of curriculum, teaching methods and teacher capacity, teaching AI too early can unintentionally cause children to learn in a biased way, even depending on technology. There is a risk that students will approach AI passively.

In addition, there are also many concerns about the possibility that the program may increase learning pressure. Regarding this issue, the Ministry of Education and Training affirmed that the implementation does not change or overload the general education program. One of the mandatory requirements for schools when implementing this content is to ensure consistency in methods but still be flexible to suit the practical conditions of each locality and each school.
The Ministry of Education and Training also requires localities to maximize available resources and facilities, avoid scattered and ineffective investments, and have appropriate solutions so that all students, especially those in areas with difficult socio- economic conditions, have the opportunity to access AI education.
Minister of Education and Training Nguyen Kim Son emphasized that in order to adapt and effectively utilize AI capabilities, teachers and education managers must have appropriate AI capabilities to adapt to the development of AI and preserve core values of education such as honesty, promoting creative thinking and self-learning ability of learners.
The Minister of Education and Training said that the Ministry is currently directing educational institutions to strengthen training, raise awareness, understanding and capacity to apply AI to lead and master AI applications in educational institutions.
In addition, the education sector is focusing on perfecting institutions and regulations on the conversion and application of AI in education, issuing and perfecting regulations and guidelines. This is an important legal corridor to ensure responsible and safe application of AI and preserve ethical and humanistic values in education.
In the context of AI developing rapidly, the Ministry of Education and Training clearly recognizes that this is a great opportunity to create a breakthrough, but also a challenge that requires the industry to have a strong transformation, especially for the teaching staff. The position of teachers is not only not "shaken" but also becomes more important, however, the role of teachers needs to change greatly.
