(Chinhphu.vn) - The implementation results show that Conclusion No. 77-KL/TW of the Politburo and Resolution No. 170/2024/QH15 of the National Assembly are very correct, effective, suitable to practical needs, have been seriously implemented, removing difficulties and obstacles for thousands of backlogged projects, contributing to unlocking resources to promote economic development and combat waste.

Deputy Prime Minister Nguyen Hoa Binh, Head of Steering Committee 751, had a working session with the Ho Chi Minh City People's Committee this afternoon (December 9) on removing difficulties and obstacles for projects in the city.

Attending the working session were leaders of central ministries and branches: Government Office , Finance, Public Security, Justice, Construction, State Bank of Vietnam; Government Inspectorate; Supreme People's Procuracy; State Audit;...

On the side of Ho Chi Minh City, there were: Chairman of Ho Chi Minh City People's Committee Nguyen Van Duoc; leaders of Ho Chi Minh City and leaders of a number of departments, branches, agencies and units of Ho Chi Minh City.

On April 11, 2025, the Prime Minister issued Decision 751/QD-TTg on the establishment of the Steering Committee on resolving difficulties and problems of backlogged projects (Steering Committee 751) headed by Permanent Deputy Prime Minister Nguyen Hoa Binh.

The Steering Committee is responsible for researching and proposing to the Prime Minister directions, tasks, and solutions to resolve important, inter-sectoral issues in order to remove difficulties and obstacles related to backlogged projects, including projects using public investment capital, domestic private investment capital, foreign direct investment capital, and other capital sources (if any).

At the same time, assist the Prime Minister in directing, inspecting, coordinating and urging relevant ministries, branches and localities to carry out tasks, including reviewing, clarifying and summarizing difficulties and problems related to projects under assigned state management scope, identifying the causes of difficulties and problems and proposing solutions; directing ministries and agencies to guide and resolve them according to their authority.

Review and update full project information

Reporting at the working session, Deputy Minister of Finance Do Thanh Trung said that according to the information compiled on the database system of the Steering Committee on resolving backlogged projects (System 751), as of December 8, 2025, Ho Chi Minh City (after the merger) had 402 projects with difficulties and problems with a total scale of 9,939.4 hectares; total investment of VND 265,507.01 billion.

In which, classified by project groups proposed for handling according to authority: The group of projects proposed to apply the special mechanism in Resolution No. 170/2024/QH15 of the National Assembly is 3 projects. The group of investment projects under the public-private partnership (PPP) method, Build-Transfer (BT) contract is 20 projects. The group of projects with difficulties and problems under the handling authority of ministries, branches and localities is 244 projects. The group of local projects determined to be under the handling authority of the Government, Prime Minister, ministries and central agencies is 5 projects. The group of project lists proposed to be revoked because they have been handled, no longer have difficulties and problems or have a handling plan is 130 projects.

After reviewing, the Ministry of Finance found that the People's Committee of Ho Chi Minh City has not fully reported the number of projects with difficulties and problems on System 751; in fact, there are a number of projects that have had inspection, examination and judgment conclusions but have not been reviewed and proposed specific policy mechanisms in Resolution No. 170/2024/QH15 to handle problems according to the instructions in the Prime Minister's dispatches and the guidance of the Ministry of Finance. This may lead to the omission or omission of projects that are eligible for resolution according to the Politburo's policies and the National Assembly's Resolution.

Deputy Minister of Finance Do Thanh Trung requested the People's Committee of Ho Chi Minh City to direct agencies to review and update full information on projects and solutions to remove difficulties and obstacles on System 751 so that the Steering Committee can monitor and synthesize reports to the Government for handling policies.

Speaking at the meeting, leaders of ministries and branches who are members of the Steering Committee said that recently, the Ho Chi Minh City People's Committee has actively and focused on implementing drastic directions to remove difficulties and obstacles for projects and land that have been backlogged for a long time in the city to free up resources and put projects into use soon, serving development goals.

However, as the Steering Committee 751 has pointed out, Ho Chi Minh City needs to continue to pay attention to conducting thorough reviews to update and supplement projects with difficulties, problems, and long-term backlogs in the area after the merger to fully and accurately synthesize content and information according to specific project groups, report difficult and problem projects on System 751, and ensure data consistency.

Focus on directing resolutely and effectively the review and resolution of obstacles and difficulties for projects under the authority of Ho Chi Minh City, ensuring that no violations, waste or losses occur, and no new violations occur.

For projects under the jurisdiction of central agencies and the Government, the People's Committee of Ho Chi Minh City needs to carefully review and specifically report the project's problems on System 751; clarify the specific causes of problems and classify them, propose solutions to send to ministries, branches, and industry management agencies for coordination in handling or receive instructions on handling.

Some opinions suggested that Ho Chi Minh City continue to pay attention to improving the investment and business environment, enhancing competitiveness, promoting administrative reform, creating new development space for enterprises; focusing on applying digital transformation, building digital government, developing digital economy and digital society; focusing on mobilizing maximum resources to complete the key and important infrastructure system to connect inter-regional centers in the area, meeting production needs, for high-tech parks, industrial parks, especially the International Financial Center that is being implemented.

P is suitable for practical needs, remove difficulties , problems for thousands of pending projects

Concluding the working session, Permanent Deputy Prime Minister Nguyen Hoa Binh Emphasizing that removing difficulties and obstacles for backlogged projects is a major policy of the Politburo and following the instructions, announcements and conclusions of the Central Committee, we have effectively implemented this policy in a number of localities in the past time and initially achieved positive results, drawing good lessons for replication. Through the removal, we have liberated huge resources to put into the economy, promoting development.

General information on the implementation of Conclusion No. 77-KL/TW dated May 2, 2024 of the Politburo, Resolution No. 170/2024/QH15 dated November 30, 2024 of the National Assembly, Permanent Deputy Prime Minister Nguyen Hoa Binh said that the Government has requested ministries, agencies and 5 localities (Ho Chi Minh City; Hanoi; Da Nang City; Khanh Hoa Province; Tay Ninh Province) to review data on completion of handling of problems in projects and real estate facilities according to Conclusion No. 77 and Resolution No. 170.

According to the updated review results, 915 more projects and real estate facilities have been completed by localities (increasing from 844 to 1,759 projects and real estate facilities). At the same time, 46 projects and real estate facilities that need to be handled under Project 153 have duplicated content, so the total number of projects and real estate facilities that need to be handled has decreased to 2,161. Thus, up to now, 1,759/2,161 projects and real estate facilities have been completed, reaching 81.39% with a total investment capital of about VND 220,433 billion, putting 6,101.51 hectares of land into exploitation and use; continuing to handle the remaining 402 projects and real estate facilities (18.61%) and currently have no problems; striving to complete as soon as possible.

The implementation results show that Conclusion No. 77-KL/TW of the Politburo and Resolution No. 170/2024/QH15 of the National Assembly are very correct, effective, suitable to practical needs, have been seriously implemented, removing difficulties and obstacles for thousands of backlogged projects, contributing to unlocking resources to promote economic development and combat waste.

Acknowledging the active participation of Ho Chi Minh City in removing difficulties and obstacles for projects according to the requirements and directions of the Central Government, Permanent Deputy Prime Minister Nguyen Hoa Binh said that during this process, the Government, ministries and central branches have always accompanied Ho Chi Minh City to resolve and handle weak and difficult projects, thereby solving a large amount of work (about 80%) of projects that need to be resolved and removed.

However, Ho Chi Minh City also needs to seriously learn from experience, promptly and fully update projects with difficulties, problems, and long-standing backlogs in the area to report to the Steering Committee; the removal of difficulties must continue to be carried out in a proactive and positive spirit, but violations must not be legalized.

Currently, the National Assembly is considering amending and supplementing Resolution No. 170 on specific mechanisms and policies to remove difficulties and obstacles for projects and land in the inspection, examination and judgment conclusions in Ho Chi Minh City, Da Nang City and Khanh Hoa Province. The Government will issue a resolution on continuing to promote the removal of difficulties and obstacles for backlogged projects and projects with difficulties and obstacles, in which it has proposed policies, solutions and groups of solutions to remove difficulties for projects. Deputy Prime Minister Nguyen Hoa Binh requested Ho Chi Minh City to contribute, participate and propose specific solutions to the draft Resolution of the Government, contributing to quickly removing difficulties and obstacles for projects with difficulties and obstacles.

At the same time, the Permanent Deputy Prime Minister noted that Ho Chi Minh City needs to focus on directing resolutely and effectively the review and resolution of obstacles and difficulties for projects under its authority, ensuring that there are no violations, waste, or new violations.

At the working session, Deputy Prime Minister Nguyen Hoa Binh and leaders of relevant ministries and branches who are members of the Steering Committee reviewed, discussed and gave opinions on policies and tasks to remove difficulties and obstacles for each specific project and project group of localities that need to be focused on.

* On the same afternoon, Permanent Deputy Prime Minister Nguyen Hoa Binh listened to the leaders of Ho Chi Minh City report on the construction of the International Financial Center and preparations for the opening of the Vietnam International Financial Center in Ho Chi Minh City, scheduled for December 19.

Deputy Prime Minister Nguyen Hoa Binh emphasized that Ho Chi Minh City is a major economic center of the country; previously, in the City, a financial center was also formed and ranked.

Recently, the National Assembly passed a Resolution on the International Financial Center in Vietnam; the Resolution will take effect from September 1, 2025. The current issue is to urgently complete the legal infrastructure to implement the Resolution of the National Assembly, including the Decrees to deploy the construction and operation of the Vietnam International Financial Center in the two cities of Ho Chi Minh City and Da Nang City. Strive to complete and sign these Decrees before December 15.

Deputy Prime Minister Nguyen Hoa Binh requested Ho Chi Minh City to prepare necessary conditions, especially in terms of facilities, technical infrastructure, human resources, etc., to be ready to open and operate the Vietnam International Financial Center in Ho Chi Minh City./.
