The Ministry of Industry and Trade issued Decision No. 2387/QD-BCT dated September 6, 9 on the Action Plan of the Ministry of Industry and Trade to implement Resolution No. 2024/NQ-CP dated April 47, 15 of the Government promulgating the Government's action program until 4 to implement Conclusion No. 2024-KL/TW dated June 2030, 57 of the Politburo on continuing to improve the quality and effectiveness of external information work in the new situation.

The Action Plan aims to specify the objectives, viewpoints, tasks, and solutions in Conclusion No. 57 and Resolution No. 47 to organize the implementation of contents related to the functions and tasks of the Ministry of Industry and Trade. At the same time, it is the basis for agencies and units under the Ministry of Industry and Trade to carry out the work of building, organizing implementation, inspecting, supervising, summarizing, evaluating, and drawing experience in the implementation of Conclusion No. 57 and Resolution No. 47; proposing and submitting to competent authorities for consideration and adjustment of objectives and tasks in the Resolution to suit the reality in each period.
Accordingly, to achieve the goals and specific targets according to Conclusion No. 57 and Resolution No. 47, in addition to regular tasks, units under the Ministry specify and organize the implementation of the following tasks and solutions:
Firstly, thoroughly understand and widely disseminate Conclusion No. 57 and Resolution No. 47.
Units under the Ministry organize the implementation of research work, thoroughly grasp the viewpoints, goals, tasks, and solutions in Conclusion No. 57 and Resolution No. 47 to all cadres, party members, civil servants, public employees, and workers under the Ministry to raise awareness and the importance of Conclusion No. 57 and Resolution No. 47 to have high determination in action.
Propaganda work needs to be carried out extensively, with rich, diverse, easy-to-understand, easy-to-implement forms of dissemination suitable for each target audience; promoting the application of new technology in communication and social networking to thoroughly grasp, propagate, disseminate information and effectively implement Conclusion No. 57 and Resolution No. 47.

Second, promote foreign affairs, international integration, development cooperation, enhance the position and prestige of the Ministry of Industry and Trade.
The Office of the Inter-sectoral Steering Committee for International Economic Integration presides over and coordinates with the Departments of Multilateral Trade Policy; Asia-Africa Market; Europe-America Market; Local Department of Industry and Trade, Department of Trade Promotion to propose or give opinions at the request of competent authorities on promoting foreign affairs activities, integration and international cooperation development; strengthening regional, local and national linkages.
Third, focus on researching approaches and innovating ways of doing foreign information to implement the tasks in Resolution No. 47, meeting the requirements in the new period.
The Ministry's Office presides over and coordinates with the Departments: Multilateral Trade Policy; Asia - Africa, Europe - America Markets; Departments: Local Industry and Trade, Trade Promotion; Office of the Inter-sectoral Steering Committee for International Economic Integration, press units under the Ministry to advise the Ministry's leaders to direct innovation in foreign information work, meeting the requirements of tasks in the new situation, considering the implementation of foreign information work as a political task, the responsibility of the heads of the units;
Along with that, units clearly define the leading role in foreign information work, pay attention to clearly assigning roles and tasks, avoid overlapping, promote the leading role to lead, direct and evaluate the effectiveness of foreign information; be synchronous and consistent in the way of doing things, in the means and platforms used in foreign information work; strengthen coordination between levels, ensure unity and synchronization in implementing tasks.
Innovate thinking and methods of foreign information in a direction that can measure the effectiveness more clearly; link foreign information with the country's socio-economic development, promote the increase of national rankings in all fields, contributing to increasing the ranking of Vietnam's image globally. The Ministry's foreign information tasks are carried out in both real space and cyberspace.
In particular, it is necessary to consider cyberspace as a new space to protect the regime and to conduct foreign information, in which science and technology and digital transformation are applied to innovate the way of conducting foreign information.
Also in Decision No. 2387/QD-BCT, the leaders of the Ministry of Industry and Trade requested that the leaders of the Ministry, according to their fields of responsibility, closely follow the goals and requirements of the functions and tasks of the Ministry of Industry and Trade and the tasks and solutions stated in the Action Plan, regularly monitor and direct the assigned functional units to implement; closely follow the grassroots, strengthen work with ministries, branches, localities, business associations and related units to ensure the completion of the tasks assigned by the Government to the Ministry of Industry and Trade; take full responsibility before the Minister for the implementation results.
