The overall objective of the Project is to promote information and communication efforts to raise awareness and understanding of the benefits, effectiveness, and contributions of atomic energy, especially nuclear power, to the effective socio -economic development of the country. This will contribute to increasing support and consensus from all levels, sectors, and the people; promote a culture of safety and security; and successfully implement programs and projects for the development and application of atomic energy and nuclear power in the new era of the nation.
According to the roadmap, by 2027, the Ministry of Science and Technology, the Ministry of Industry and Trade , Khanh Hoa province, Dong Nai province, Vietnam Electricity Corporation, and Vietnam National Energy Corporation will establish a section on atomic and nuclear energy on their official websites (portals); other sectors and localities will regularly update information on atomic energy and nuclear power on their official websites (portals).
The project aims to ensure that by 2027, approximately 60% of leaders, managers, civil servants, and officials in relevant ministries, sectors, and localities are equipped with basic knowledge about the development and application of atomic energy and nuclear power; while also enhancing the capacity of information and communication staff, reporters, and editors covering this field.
In addition, the organization will disseminate knowledge to people in areas with nuclear power projects, research reactors, and atomic energy application facilities; striving to ensure that by 2027, approximately 50% of the population in these areas will have basic information about the role and benefits of atomic energy, regulations on nuclear safety and security, and response to radiation and nuclear incidents.
In the field of education , by 2027, approximately 70% of high school and university students in Khanh Hoa and Dong Nai provinces will have received extracurricular education on atomic energy and nuclear power through appropriate educational and communication programs.
Simultaneously, conduct regular annual and ad hoc surveys with specific objectives, on an appropriate scale, in person or online (including one large-scale survey in several major cities and localities with large projects/works related to the development and application of atomic energy and nuclear power) to assess the level of public awareness and support for atomic energy and nuclear power.
Each year, the number of news articles, broadcast time, and information access rate regarding atomic energy and nuclear power on mass media channels of Vietnam Television, Vietnam Radio, Vietnam News Agency, and relevant central and local press agencies increase by an average of 10%.
By 2028, a software system for a source data warehouse serving information dissemination, public awareness campaigns, and a Q&A channel on atomic energy and nuclear power, utilizing artificial intelligence technology, will be put into trial use.
According to the set objectives, by 2035, at least 80% of leaders, civil servants, and employees of agencies and units under the Ministry of Science and Technology, the Ministry of Health, the Ministry of Agriculture and Environment, and the Ministry of Industry and Trade, and at least 30% of leaders, civil servants, and employees of related ministries and sectors will have access to information on the development and application of atomic energy and nuclear power.
For communities where projects are located, at least 70% of the population will be provided with basic knowledge about the role and benefits of atomic energy, nuclear power, safety, security, and response to radiation and nuclear incidents.
In the field of education, approximately 90% of high school and university students in Khanh Hoa and Dong Nai provinces receive extracurricular education on atomic energy and nuclear power through appropriate educational and communication programs.

The Ministry of Science and Technology is the lead agency for the Project, coordinating with other ministries, sectors, and localities to implement the Project.
The plan identifies the following information and communication contents: the Party's guidelines and policies, and the State's laws and regulations on the development and application of atomic energy; the development of nuclear power and research reactors; the application of radiation and radioactive isotopes; radiation safety, nuclear safety and nuclear security, response to radiation and nuclear incidents; and international cooperation.
The Ministry of Science and Technology is the lead agency for the Project, coordinating with other ministries, sectors, and localities to implement the Project; guiding, inspecting, and monitoring the implementation of the Project's tasks and solutions. At the same time, the Ministry of Science and Technology is responsible for coordinating with relevant ministries, sectors, and localities to develop plans and organize information and communication activities on atomic energy, especially nuclear power; developing plans for responding to media crises and monitoring misinformation and fake news. The Ministry of Science and Technology is the focal point for coordinating with the Central Propaganda and Mass Mobilization Committee to implement the Project "Propaganda on the policies and tasks of nuclear power development"…
Funding for the Project will be secured from the state budget allocated to science, technology, innovation, and digital transformation, as well as other fields and other legal sources as prescribed by law. The Ministry of Science and Technology is the lead agency, coordinating with ministries, sectors, and localities to organize implementation, monitoring, supervision, inspection, and reporting as required.
Decision No. 119/QD-TTg takes effect from the date of signing.
