
On the morning of November 14, in Hanoi, the Inter-sectoral Working Group of the Central Steering Committee on Science, Technology Development, Innovation and Digital Transformation held a meeting with ministries, branches and 34 provinces and cities to review and urge the progress of implementing assigned tasks according to Resolution No. 57-NQ/TW of the Politburo ; at the same time, consider and remove difficulties and obstacles in the process of implementing Plan No. 02-KH/BCĐTW, the Conclusion Notices, Decisions of the Central Steering Committee and the Central Steering Committee's Working Group on digital transformation tasks.
The meeting was chaired by comrades: Nguyen Huy Dung, full-time member of the Central Steering Committee, Head of the Inter-sectoral Working Group; Deputy Heads of the Working Group: Deputy Minister of Finance Nguyen Duc Chi, Deputy Minister of Science and Technology Bui Hoang Phuong.
At the meeting, delegates focused on discussing and giving opinions on three main groups of contents: Tasks that must be completed before December 31, 2025, with progress commitments but still facing difficulties and problems that need to be resolved; New tasks that have not been incorporated into previous plans; Practical issues at the local level, including experiences and effective models that can be replicated to promote the implementation of digital transformation tasks.

Many opinions emphasized the need to clearly define responsibilities between the central and local levels, clarify tasks down to the commune level to ensure proactive implementation; promptly issue guidelines on commune-level expenditure tasks, equip computers, upgrade information technology infrastructure and complete the framework of professional tasks associated with implementing human resources.
Delegates proposed unifying the list of tasks to be performed by the Central Government and by localities; standardizing the system of regulations and standards to ensure consistency; increasing support for localities in building and connecting data, and overcoming the situation of slow responses and slow guidance from some ministries and branches.
Many localities expressed concerns about the mechanism for selecting Chief Engineers and Chief Technology Architects because the current regulations are not yet unified; at the same time, they recommended that the Central Steering Committee promptly review and clarify to facilitate the arrangement of personnel with sufficient capacity for strategic advice.
Opinions also mentioned the accompanying role of businesses in supporting infrastructure, digital platforms and human resource training; recommended that the Ministry of Science and Technology and relevant ministries and branches continue to accelerate the progress of building shared digital platforms for localities, and perfect the system of hard and soft indicators to monitor and evaluate the effectiveness of digital transformation.
Regarding resources, delegates said that funding has been allocated but there needs to be more specific guidance on statistical mechanisms, management and flexible combination of resources to ensure effective implementation.
The meeting chairmen directly clarified a number of outstanding issues, and at the same time, fully absorbed and synthesized them to report and ask for opinions from the Central Steering Committee for consideration and decision. The delegates unanimously agreed that the requirements for implementing the tasks under Resolution 57 are very large, requiring high determination, close coordination between ministries, branches and localities, and stronger participation to ensure the progress and quality of assigned tasks./.
