On December 6th, Prime Minister Pham Minh Chinh chaired the regular Government meeting for November 2025, with a agenda of discussions on many important issues.
At the meeting, the Government discussed and gave opinions on: the socio -economic situation in November and the first 11 months of 2025; the allocation and disbursement of public investment capital; the implementation of three national target programs; the direction and management of the Government and the Prime Minister; the results of assigned tasks; administrative procedure reform in November 2025; the implementation and operation of the two-tiered local government model; the drafting of a Government Resolution on temporary housing policies to address difficulties and obstacles when the State recovers land; key tasks and solutions for December and the coming period; the draft Resolution of the Meeting and Resolution 01 of 2026 of the Government…

Regular Government Meeting in November
In his concluding remarks, Prime Minister Pham Minh Chinh highly appreciated and generally agreed with the reports and the heartfelt, responsible, and practical opinions and proposals for feasible solutions from the delegates; he instructed the Ministry of Finance and the Government Office to synthesize and incorporate the opinions, finalize the reports and draft resolutions of the November session for early issuance, and to focus on finalizing the draft Resolution 01 of 2026.
On behalf of the Government, the Prime Minister acknowledged, commended, and highly appreciated the efforts of all levels, sectors, and localities, especially the ministers, heads of sectors, and key leaders of localities, who have made outstanding efforts, overcome difficulties and challenges, and achieved important results in most fields in the first 11 months of the year, contributing to the comprehensive success of the goals and tasks for 2025 and the 5-year period 2021-2025.
At the same time, the Government and the Prime Minister share the condolences of the people and localities that have suffered significant damage from the prolonged historical natural disasters and storms; they highly appreciate the spirit of mutual support and solidarity, the "national love and brotherhood" of the people and soldiers nationwide; and especially the efforts to overcome difficulties, quickly restore economic and social activities, and ensure the livelihoods of the people, Party committees, and local authorities in the affected areas.
Besides the fundamental achievements, the Prime Minister frankly acknowledged that our country still has shortcomings, limitations, and some issues that need attention.
Regarding key orientations, tasks, and solutions, the Prime Minister requested ministers, heads of agencies, and suggested that the Secretaries and Chairmen of localities focus on decisively, synchronously, promptly, and effectively implementing the Resolutions and conclusions of the Central Committee, the Politburo, and the Secretariat, especially Conclusion No. 199-KL/TW of the Central Committee dated October 10, 2025, on socio-economic development for 2025-2026, the directives of General Secretary To Lam, the Resolutions of the National Assembly and the Government, and the directives of the Prime Minister; avoiding passivity and surprises in any situation and promptly handling any unforeseen issues.
The Prime Minister emphasized that the guiding principle is that all members of the Government, ministers, heads of departments, leaders of provinces and cities, at all levels and sectors, and civil servants at all levels must work with full responsibility and effort, all for the benefit of the nation and the people, all for the material and spiritual well-being of the people; especially focusing efforts, leadership, and direction on overcoming the consequences of storms and floods, completing the repair of 34,352 damaged houses, and rebuilding 1,628 houses that collapsed for the people, with repairs to houses to be completed by December 31, 2025, and new houses to be completed by January 31, 2026, so that "everyone has a house, every family has a Tet holiday, every child has joy, and no one is left behind." At the same time, focus on restoring production and business, creating jobs and livelihoods for the people. We must aggressively disburse public investment funds and implement three national target programs, so that public investment capital can lead and activate all resources in society for development investment.
Directing 10 specific tasks and solutions, the Prime Minister requested thorough preparation of the contents for the closing of the 10th National Assembly session, as well as proposals, projects, and reports to be submitted to the Central Committee, the Politburo, the Secretariat, and the National Emulation Congress, leading up to the 14th National Congress of the Party.
Ministers and heads of departments should proactively review and carefully prepare the content of proposals, projects, and reports to be submitted to the Central Committee, the Politburo, the Secretariat, and the National Assembly according to their assigned responsibilities, ensuring quality and timeliness. Emphasis should be placed on explaining, incorporating feedback, and refining draft laws and resolutions to be submitted to the National Assembly for approval at the 10th Session.
Prepare for the successful organization of the National Emulation Congress; review and carefully prepare the tasks and work serving the 14th National Congress. The Ministry of Interior should urgently review and promptly reward organizations and individuals with outstanding achievements, completing this before December 10, 2025.

The Prime Minister delivered the concluding remarks at the regular Government meeting in November.
Secondly, consistently pursue the goals of maintaining macroeconomic stability, controlling inflation, ensuring major economic balances, and promoting growth.
Third, revitalize traditional growth drivers and vigorously promote new growth drivers.
Fourth, decisively, promptly, and effectively implement Resolutions 57, 59, 66, 68, 70, 71, and 72 of the Politburo; at the same time, urgently submit to the Politburo for promulgation new resolutions on state-owned economy, FDI, and culture.
Fifth, review and propose amendments, additions, and improvements to legal regulations related to planning work and the content of approved plans, in accordance with the two-tiered local government model and the goal of double-digit growth.
Sixth, vigorously reform administrative procedures; effectively operate the two-tiered local government model (complete regulations and guidelines; handle public offices and assets; ensure the necessary infrastructure for the apparatus according to the new model...). The Ministry of Interior should urgently submit to competent authorities the documents implementing Conclusion 206-KL/TW of the Politburo on salaries, allowances, organizational restructuring, and the organization of two-tiered local governments, before December 15, 2025.
Seventh, focus on resolving difficulties and obstacles for long-standing stalled projects: The State Bank of Vietnam (SBV) will effectively implement the plan to handle weak commercial banks. The SBV must resolve the restructuring of SCB Bank by December 2025; the Ministry of Finance, the permanent agency of the Steering Committee 751, will immediately prepare to implement mechanisms and solutions to resolve nearly 3,000 stalled projects after receiving approval from the Politburo.
Eighth, continue to urgently address the consequences and be prepared to respond to natural disasters, storms, and floods.
Ninth, focus on developing culture and society, ensuring social security, and improving the people's living standards. Ministries, sectors, and localities should effectively implement social security work, caring for and supporting war veterans, policy beneficiary families, the poor, ethnic minority people, mountainous areas, and remote areas, especially during Tet (Lunar New Year). Promote the organization of cultural and artistic programs, large-scale music festivals, contributing to the development of the cultural and entertainment industries… Accelerate the development of social housing, completing and exceeding the target of building 100,000 units in 2025.
Tenth, consolidate and strengthen national defense and security, ensure social order, security, safety, and people's well-being; promote foreign relations and international integration, contributing to peace, friendship, cooperation, and development in the region and the world; strengthen and improve the effectiveness of information and communication, especially policy communication, and intensify the fight against harmful, false, and misleading information, contributing to social consensus.
The Prime Minister requested that Ministers, heads of agencies, and chairpersons of local People's Committees focus on decisively and effectively implementing tasks and solutions, striving to achieve the highest possible results and targets set for 2025 and the five-year period 2021-2025, and making thorough preparations to create momentum, strength, and enthusiasm in implementing the Resolution of the 14th National Party Congress.
