At the meeting, the Government discussed and gave opinions on: Socio -economic situation in November and 11 months of 2025, the situation of allocation and disbursement of public investment capital, the situation of implementation of 3 national target programs; direction and administration of the Government and the Prime Minister, results of implementation of assigned tasks, administrative procedure reform in November 2025; situation of implementation and operation of the 2-level local government model; drafting a Resolution of the Government regulating temporary residence policy to handle difficulties and problems when the State reclaims land; key tasks and solutions in December and the coming time; draft Resolution of the Meeting and Resolution 01 of 2026 of the Government...
Regular Government meeting in November
In his concluding remarks, Prime Minister Pham Minh Chinh highly appreciated and basically agreed with the reports, the enthusiastic, responsible, practical opinions, and the proposals of many practical and feasible solutions of the delegates; assigned the Ministry of Finance and the Government Office to synthesize, absorb opinions, complete the reports and draft Resolution of the November meeting for early promulgation, and at the same time focus on completing the draft Resolution 01 of 2026.
On behalf of the Government, the Prime Minister acknowledged, commended and highly appreciated all levels, sectors and localities, especially ministers, sector heads and key leaders of localities, for their outstanding efforts, overcoming difficulties and challenges, achieving important results in most areas in the first 11 months of the year, contributing to the comprehensive success of the goals and tasks of 2025 and the 5-year period of 2021-2025.
At the same time, the Government and the Prime Minister sympathize with the people and localities that have suffered a lot of damage due to natural disasters and historic storms and floods in recent times; highly appreciate the spirit of mutual love, "national love and compatriotism" of compatriots and soldiers nationwide; especially the efforts to overcome difficulties, quickly restore economic and social activities and ensure the lives of people, Party committees and authorities of damaged localities.
Besides the basic results achieved, the Prime Minister frankly acknowledged that our country still has shortcomings, limitations, and a number of issues that need attention.
Regarding the orientation, tasks and key solutions, the Prime Minister requested ministers, heads of sectors and suggested that Secretaries and Chairmen of localities focus on directing the drastic, synchronous, timely and effective implementation of the Resolutions and conclusions of the Central Committee, the Politburo, the Secretariat, especially Conclusion No. 199-KL/TW of the Central Committee dated October 10, 2025 on socio-economic development in 2025-2026, the direction of General Secretary To Lam, the Resolutions of the National Assembly, the Government and the direction of the Prime Minister; not to be passive or surprised in any case and promptly handle unexpected problems.
The Prime Minister emphasized that the guiding ideology is that all members of the Government, ministers, heads of sectors, leaders of provinces, cities, levels, sectors, civil servants and public employees at all levels must work with full responsibility and effort, all for the benefit of the nation and people, all for the material and spiritual life of the people; especially focusing efforts, leading and directing the overcoming of the consequences of storms and floods, completing the repair of 34,352 damaged houses, rebuilding 1,628 collapsed houses for people, by December 31, 2025, repaired houses must be completed and by January 31, 2026, new houses must be completed, so that "everyone has a home, every family has Tet, every child has joy, no one is left behind". At the same time, focus on restoring production and business, creating jobs and livelihoods for people; Resolutely disburse public investment capital, implement 3 national target programs, let public investment capital lead, activate all resources in society for development investment.
Directing 10 groups of tasks and specific solutions, the Prime Minister requested to prepare well the contents for the closing of the 10th National Assembly session, projects, reports to be submitted to the Central Committee, the Politburo, the Secretariat and the Patriotic Emulation Congress, towards the 14th National Party Congress.
Ministers and heads of sectors proactively review and carefully prepare the contents of projects and reports to submit to the Central Committee, the Politburo, the Secretariat and the National Assembly as assigned, ensuring quality and progress. Focus on explaining, receiving opinions, and perfecting draft laws and resolutions to be submitted to the National Assembly for approval at the 10th Session.
Prepare to organize the National Patriotic Emulation Congress well; review and carefully prepare tasks and work to serve the 14th Congress. The Ministry of Home Affairs urgently reviews and promptly rewards organizations and individuals with high achievements, to be completed before December 10, 2025.

Second, consistently implement the goal of maintaining macroeconomic stability, controlling inflation, ensuring major economic balances, and promoting growth.
Third, renew traditional growth drivers and vigorously promote new growth drivers.
Fourth, resolutely, promptly and effectively implement Resolutions 57, 59, 66, 68, 70, 71 and 72 of the Politburo; at the same time, promptly submit to the Politburo for promulgation new Resolutions on the state economy, FDI and culture.
Fifth, review, propose amendments, supplements and complete legal regulations related to planning work and the contents of approved plans in accordance with the two-level local government model and the double-digit growth target.
Sixth, resolutely reform administrative procedures; effectively operate the two-level local government model (complete regulations and guidance documents; handle headquarters and public assets; ensure physical facilities for the apparatus according to the new model, etc.). The Ministry of Home Affairs urgently submits to competent authorities documents implementing Conclusion 206-KL/TW of the Politburo on salaries, allowances, and organizational arrangements of the two-level local government apparatus and organization, to be submitted before December 15, 2025.
Seventh, focus on removing difficulties and obstacles for long-standing projects: The State Bank effectively implements the plan to handle weak commercial banks. The State Bank must handle the restructuring of SCB Bank in December 2025; the Ministry of Finance, the standing agency of Steering Committee 751, prepares to immediately deploy mechanisms and solutions to remove nearly 3,000 remaining projects after receiving the policy from the Politburo.
Eighth, continue to urgently overcome consequences and be ready to respond to natural disasters and floods.
Ninth, focus on developing culture and society, ensuring social security, improving people's lives. Ministries, branches and localities carry out social security work well, care for and support people with meritorious services, policy families, the poor, people in ethnic minority areas, mountainous areas, remote areas, especially during Tet. Promote the organization of cultural, artistic programs, and music festivals, contributing to the development of cultural and entertainment industries... Promote the development of social housing, complete and exceed the target of building 100,000 units in 2025.
Tenth, consolidate and strengthen national defense and security, ensure social order, security, safety and public safety; promote foreign affairs and international integration, contributing to peace, friendship, cooperation and development in the region and the world; strengthen and improve the effectiveness of information and communication, especially policy communication, step up the fight against toxic and false information, contributing to creating social consensus.
The Prime Minister requested Ministers, Heads of sectors, and Chairmen of local People's Committees to focus on directing the drastic and effective implementation of tasks and solutions, striving to achieve the highest results, the goals and tasks set for 2025 and the 5-year period of 2021-2025, preparing well, creating momentum, creating force, and creating enthusiasm in implementing the Resolution of the 14th National Party Congress.
