
Many projects have received investment approval.
In April 2026, the People's Committee of the city issued decisions approving the investment in many social housing projects in the area, most notably the project in Hoa Xuan ward with a scale of 1,326 apartments and a total cost of over 2,000 billion VND.
Previously, the city had also approved the investment policy for two other social housing projects in the Nui Thanh commune area: the An Hoa Bay social housing project, with a total estimated investment of over 684 billion VND and 755 units; and the Nui Thanh social housing project in the Chu Lai Open Economic Zone, with a total investment of over 885 billion VND and approximately 538 units...
According to the government's plan to implement the "Investment in the construction of at least 1 million social housing units" project, Da Nang has been assigned a target of 26,097 units for the period 2026-2030. Including the period 2025-2030, Da Nang must complete 28,955 units.
According to the City Department of Construction, in 2025, Da Nang will complete 5 projects with 2,907 apartments, achieving 108% of the target set by the Government . The growth momentum continues as the city approves investment policies and assigns investors for 3 new projects (1,959 apartments), while also commencing construction on 3 more projects with a scale of 3,134 apartments.
Entering 2026, the scale of implementation will be further expanded. Accordingly, the city is currently implementing 20 social housing projects with approximately 18,265 apartments; of which 13 projects have received investment approval, and 7 projects are under construction.

During the same period, four new projects with approximately 7,527 apartments are being reviewed and submitted to the City People's Committee for consideration. As of April 2026, the city had approved six new projects (4,059 apartments), commenced construction on two projects (942 apartments), completed one project (568 apartments), and launched sales for three projects with 1,477 apartments. This indicates that the city is entering a phase of accelerated development.
One notable point is that the city has proactively prepared large-scale land reserves for the development of social housing.
According to the Prime Minister's decision approving the implementation plan for the "Investment in the construction of at least 1 million social housing units for low-income earners and industrial park workers in the period 2021-2030" project in Da Nang city for the period 2025-2030, the city has identified 46 land plots with a total area of approximately 134 hectares, suitable for developing about 42,700 social housing units during this period.
Opening up opportunities for home ownership.
In areas such as Lien Chieu, Hoa Xuan, southern Cam Le, or areas near industrial zones, many social housing projects are being implemented simultaneously.

Specifically, the B4-1 and B4-2 social housing projects in the Hoa Hiep 4 resettlement area, comprising 787 apartments in social housing block 2, have just been launched for sale, aiming to serve workers in industrial zones in the northwest of the city.
In addition, the social housing project in the residential area south of Cam Le Bridge is also preparing to launch the sale of hundreds of apartments with diverse sizes ranging from 36-77m2.
Besides housing for low-income earners, Da Nang also focuses on developing housing for workers and the workforce in industrial zones. The city is currently implementing many projects specifically for workers, including a trade union housing project with approximately 735 apartments in the Hai Van area...
According to Mr. Le Van Tuan, Deputy Director of the Department of Construction, by 2025 the city will have 20,000 social housing units, of which the city budget will invest in 11,000 units.
In implementing the Prime Minister's plan to build one million social housing units, the city was allocated over 26,000 units, but it has identified 36 projects with approximately 31,000 units. Currently, the city has approved 24 projects with about 22,000 units and is continuing to approve investment policies for 12 more projects.
At the same time, the city is carrying out a project to renovate workers' housing in Hoa Cam Industrial Park, converting it into social housing for rent with a scale of 200 units, expected to be completed in 2027.

Reportedly, the city is accelerating administrative procedure reforms, shortening processing times, removing obstacles for businesses, and speeding up implementation. In addition to creating favorable conditions for businesses to invest, the city is also focusing on perfecting mechanisms to support people's access to social housing.
However, many obstacles remain, especially high selling prices and cumbersome procedures for accessing project documents, making it difficult for low-income individuals to access these projects.
At the recent 2026 meeting and dialogue between the National Assembly delegation, the Chairman of the City People's Committee, and trade union members and workers, many practical opinions from workers regarding the urgent need for social housing were recorded.
Mr. Nguyen Van Hai, a member of the Standing Committee of the Trade Union of Bac My An Tourist Area Joint Stock Company (Ngu Hanh Son Ward), suggested that the city could consider allocating specific quotas to each target group (such as tourism, healthcare, education, etc.) and organizing separate lotteries for each group to ensure fairness and reflect the actual needs of each industry.
Meanwhile, Ms. Phan Thi Kim Oanh (working at Mabuchi Motor Da Nang Co., Ltd. in Hoa Khanh Industrial Park, Hoa Khanh Ward) said that with current income levels, many workers cannot afford to buy social housing. Workers also suggested that the city implement administrative reforms to simplify application procedures or consider using local budgets to implement preferential interest rate subsidy packages…
