At the Mai Son Social Policy Bank Transaction Office, the demand for loans for studying under Decision 157 has shown a clear downward trend. Mr. Nguyen Van Manh, Deputy Director of the Transaction Office, informed: The entire unit still has 7 households borrowing capital, with an outstanding debt of 217 million VND. Since the beginning of 2025, no new loans have been issued. Meanwhile, other credit programs, such as: Loans for production development and job creation, have been of interest to people and used effectively.

Similarly, at the Thuan Chau Social Policy Bank Transaction Office, the disbursement of student loans has encountered many difficulties. Mr. Le Xuan Tuyen, Director of the Transaction Office, said: Up to now, the outstanding debt of the program is only a few old cases, no new loan applications have arisen, although the unit has proactively coordinated with political and social organizations to propagate and review the needs at the grassroots level.

From 2022, the loan amount under Decision 157 will be increased to a maximum of 4 million VND/month, 5 times higher than before, and the loan target will be expanded to households with average living standards, in order to better meet the study costs of students. In parallel with the loan program under Decision 157, from September 2025, the new credit policy under Decision No. 29/2025/QD-TTg for students and graduate students in the fields of science , technology, engineering and mathematics will also be implemented. However, after more than 2 months of implementation, the whole province has only 5 customers accessing the loan with a total outstanding debt of 356 million VND, due to high loan criteria: 12th grade students must have an average score of 8.0 or higher in Math, Physics, Chemistry, Biology or have a good or higher academic performance in 3 years of high school; students from the second year must have a good academic performance in the previous year; Graduate students and doctoral students must be confirmed by the training institution as eligible...

According to statistics, each year, Son La province has about 4,000-5,000 students studying at universities and colleges. However, up to now, the whole province still has 58 customers with outstanding student loan programs with a total outstanding debt of more than 2.3 billion VND. In 2025 alone, the whole province has only had 4 new loan cases with a disbursement amount of more than 370 million VND.

Mr. Le Thai Ha, Deputy Director of the Provincial Social Policy Bank Branch, said: There are many reasons for the decrease in outstanding loans, but the main reason is that many families with difficult or average economic conditions choose to send their children to vocational training rather than to universities and colleges. Because vocational training is shorter, costs less and graduates can find jobs right after graduation, while many cases of university students do not have jobs after graduation. Along with that, the economic conditions of many households have improved, the ability to ensure the cost of education for their children is increasing, causing the number of new loan applications to be limited.

The unit continues to direct transaction offices to synchronously deploy solutions: strengthen propaganda, closely review needs at the grassroots level, promote the role of Savings and Loan Groups, coordinate with People's Committees of communes and wards with entrusted organizations and unions. At the same time, maintain inspection, supervision, and ensure that capital reaches the right subjects, is used for the right purposes, safely and effectively.

To give children of poor and near-poor households the opportunity to pursue their studies, the Provincial Social Policy Bank Branch is strengthening coordination with local Party committees, authorities and entrusted organizations to promote propaganda, ensuring that policies reach the right subjects, especially students with especially difficult circumstances, in remote and isolated areas. At the same time, continue to improve loan procedures, serve people quickly and conveniently; guide the preparation of documents and organize timely disbursement for households with loan applications; ensure that all subjects in need are entitled to capital policies, creating conditions for them to continue going to school.
