The Ministry of Culture, Sports and Tourism has just issued Document No. 6578/BVHTTDL-VHCSGĐTV requesting the People's Committees of provinces and cities to coordinate in implementing visual propaganda and agitation work to celebrate the 80th anniversary of the first General Election to elect the National Assembly of Vietnam (January 6, 1946 - January 6, 2026) in conjunction with propaganda for the Election of Deputies to the 16th National Assembly and the Election of People's Councils at all levels for the 2026-2031 term.

The Ministry of Culture, Sports and Tourism recommends that localities proactively develop plans and organize visual propaganda activities to create a joyful and exciting atmosphere among the people; ensure widespread dissemination to remote, border, island and ethnic minority areas. The propaganda content focuses on highlighting the meaning and importance of the election; the rights and obligations of citizens according to the Constitution; the provisions of the Law on Organization of the National Assembly, the Law on Organization of Local Government, the Law on Election of National Assembly Deputies and People's Council Deputies and the Central Government's guiding documents. At the same time, promote traditional education about the 80-year journey of the Vietnamese National Assembly accompanying the nation, honoring the contributions of National Assembly deputies through the periods.

Localities are requested to organize the decoration of billboards, posters, streamers, electronic boards, and LED screens at the headquarters of agencies, units, and public places, especially at urban centers, airports, wharves, and main streets. The implementation must closely follow Instruction No. 139 - HD/BTGTW dated January 23, 2024 of the Central Propaganda and Education Committee (now the Central Propaganda and Education Committee) and Instruction No. 27-HD/BTGDVTW (2025) of the Central Propaganda and Education Committee.

The Ministry of Culture, Sports and Tourism also requested localities to select and appropriately use a set of 35 propaganda paintings to serve the propaganda to celebrate the 80th anniversary of the first General Election and 41 paintings to serve the propaganda for the election of the 16th National Assembly and People's Councils at all levels for the 2026-2031 term, which have been approved by the Ministry.

The Ministry requires localities to strengthen inspection and supervision of the use of propaganda paintings, slogans and images to ensure correct political orientation, compliance with regulations and contribute to improving the effectiveness of propaganda in the community.
