Promote the implementation of the Law on Atomic Energy, ensuring unity and effectiveness.

(laichau.gov.vn) Deputy Prime Minister Nguyen Chi Dung signed Decision No. 2663/QD-TTg dated December 8, 2025 promulgating the Plan to implement the Law on Atomic Energy No. 94/2025/QH15.

Promote the implementation of the Law on Atomic Energy to ensure unity and effectiveness.

The purpose of the Plan is to specifically define the work contents, deadlines, completion progress and responsibilities of relevant agencies and organizations in implementing the Law on Atomic Energy to ensure timeliness, consistency and effectiveness; clearly define the responsibilities of the presiding agency and coordinating agencies in implementing activities to implement the Law on Atomic Energy.

At the same time, enhance awareness, sense of responsibility and coordination of ministries, branches, localities and relevant agencies, organizations and individuals in implementing the Law on Atomic Energy.

Develop 04 Government Decrees to organize the implementation of the Law on Atomic Energy in the fourth quarter of 2025

The plan sets out 5 main tasks, assigning ministries, branches and localities to specifically implement as follows:

The Ministry of Science and Technology shall preside over and coordinate with ministries, ministerial-level agencies, People's Committees of provinces and centrally-run cities and relevant agencies and organizations to develop 04 Government Decrees detailing and providing measures to organize the implementation of the Law on Atomic Energy in accordance with Decision No. 1526/QD-TTg dated July 14, 2025 of the Prime Minister promulgating the List and assigning the agency in charge of drafting documents detailing the implementation of laws and resolutions passed by the 15th National Assembly at the 9th Session; submit to the Government in the fourth quarter of 2025.

The Ministry of Science and Technology shall preside over and coordinate with the People's Committees of provinces and cities and relevant agencies and organizations to organize specialized training conferences for local officials and civil servants in charge of handling administrative procedures and state management in the field of atomic energy at the local level; conferences to disseminate the Law on Atomic Energy and guiding documents for organizations and individuals operating in the field of atomic energy. At the same time, regularly coordinate with the Voice of Vietnam , Vietnam Television, Vietnam News Agency, other central and local mass media, ministries, ministerial-level agencies, government agencies, and People's Committees of provinces and cities to organize propaganda and dissemination of the Law and documents detailing the implementation of the Law on the mass media.

In addition, the Ministry of Science and Technology is in charge of compiling a professional manual (printed and electronic versions) for officials and civil servants working in management in the field of atomic energy.

Ministries and ministerial-level agencies shall organize the review, development, and promulgation according to their authority or submit to competent authorities for promulgation legal documents amending, supplementing, replacing, abolishing, or promulgating new legal documents to comply with the roadmap after the Government's Decrees are promulgated, ensuring consistency with the implementation of the Law.

Inspect, urge and monitor the implementation of the Law on Atomic Energy

The Ministry of Science and Technology shall preside over and coordinate with the Government Office, the Ministry of Justice, ministries, ministerial-level agencies, relevant agencies and organizations, and the People's Committees of provinces and cities to regularly inspect, urge, and monitor the implementation of the Law on Atomic Energy and legal documents detailing and providing measures to organize and guide the implementation of the Law on Atomic Energy.

Ministries managing sectors and fields, according to their assigned functions and tasks, regularly guide the application of legal documents detailing the implementation of the Law on Atomic Energy; organize the reception and handling of recommendations and proposals from agencies, organizations and individuals in the process of implementing the Law and guiding documents; organize the review, assessment and update of the relevant database system. Ensure the conditions for implementation according to the provisions of Article 59 of the Law on Promulgation of Legal Documents and Decree No. 80/2025/ND-CP dated April 1, 2025 of the Government on the organization of implementation of legal documents.

The Minister of Science and Technology is responsible for presiding over and coordinating with ministries, branches and localities to review, guide and handle recommendations on legal documents related to the implementation of the Law on Atomic Energy; monitor and urge ministries, branches and localities to implement and periodically annually or upon request to synthesize and report to the Prime Minister on the implementation of this Plan.
