
Export turnover grew strongly
To boost exports, Ninh Binh province focuses on improving the business environment and promoting investment, trade, enhancing provincial competitiveness; increasing support, removing difficulties and obstacles in the investment and business process for enterprises. In addition, the province strengthens the work of introducing and promoting the image and investment environment of the province in many forms; at the same time, it pays attention to and invests in building infrastructure of industrial parks and clusters to ensure progress and quality to meet the production and business needs of enterprises.
In 2025, the province issued an Investment Promotion Program, focusing on attracting domestic and foreign strategic investors with potential and experience to invest in projects towards sustainable development, green development...
Thanks to that, despite difficulties, the province's export turnover in the first 10 months of 2025 is estimated at 21,353 million USD, and import turnover is estimated at 18,949 million USD. Up to now, many products of the province such as electronic components, cement - clinker, processed agricultural products, handicrafts, footwear, clothing, etc. have been exported to markets of over 80 countries and territories, especially markets that have signed Free Trade Agreements (FTAs) with Vietnam. Many enterprises of the province have improved their competitiveness, gradually participating in the global supply chain.
In particular, to increase export value, in 2025, Ninh Binh province has directed specialized agencies to support the business community to effectively utilize the benefits of FTAs, especially the benefits of tariff exemptions and market opening; in which, it has established an information hub on FTAs that have come into effect, especially new generation FTAs such as the Comprehensive and Progressive Agreement for Trans- Pacific Partnership (CPTPP), the Vietnam - European Union Free Trade Agreement (EVFTA), the Vietnam - United Kingdom Agreement (UKVFTA), the Vietnam - United Arab Emirates Comprehensive Economic Partnership Agreement (CEPA) ... The province also assigned the Department of Industry and Trade - the Standing Office of the Provincial Steering Committee for International Integration to be the hub for providing information, guidance, and clarification of commitments and issues related to the above Agreements as well as other FTAs that Vietnam participates in.
In addition, the province directed all levels and sectors to maintain good provision of information on market situation, application of tax and non-tariff barriers in international trade, application of rules of origin to enjoy tariff incentives... In the first 10 months of 2025, the Customs authority received, appraised and issued over 5,816 sets of Certificates of Origin (C/O) to exporting enterprises in the province and neighboring localities to markets of countries that have signed FTAs with Vietnam...
According to data from the Customs Branch of Region IV, the total export turnover of the 3 old provinces (Ha Nam, Nam Dinh , Ninh Binh) in 2021 reached 9.16 billion USD, by 2025, the export turnover of Ninh Binh province is estimated to reach 22.75 billion USD, an increase of 2.5 times, the average growth in the period 2021-2025 is 25%/year. The export items are the strengths of the province such as: electronic components; computers and computer components; camera modules and phone components; automobiles and automobile components; electrical wires of all kinds; plastic beads and plastic products; garment products, leather shoes... In particular, laptop products, including notebooks and subnotebooks, reaching over 1,596.3 thousand units, are new products of QMH Computer Co., Ltd., which have just arisen since the end of 2024; Camera modules in general reached nearly 207.4 million units, up 38.4%; trucks reached 8.8 thousand units, up 39.3% over the same period...
Particularly in Nam Dinh province (old), in the first 10 months of 2025, export turnover increased by 88% compared to the same period in 2024. Main export items include textile products, leather shoes, processed wood, wood chips, laptops... Specifically, QMH Computer Co., Ltd. increased by 1.9 billion USD; Top Textiles Co., Ltd. increased by 74.2 million USD compared to the same period in 2024; Youngone Nam Dinh Co., Ltd. increased by 33.3 million USD...
Ms. Lai Thi Thuy Hang, Captain of Nam Dinh Customs, said: The strong growth mainly comes from the export of electronic components, shoes, blankets, sheets, pillows and mattresses and the export of products of enterprises such as QMH Computer Co., Ltd., AMARA Vietnam Shoes Co., Ltd., Song Hong Garment Joint Stock Company...
Along with the increase in export turnover value, the subjects participating in export are constantly expanding, increasing rapidly in number and operating more and more effectively, especially the private economic sector and the foreign-invested sector; the reason is that the production and business environment in the province is increasingly improved, attracting and appealing to many economic sectors to participate. Up to now, there are over 1,100 enterprises participating in import-export activities in the province.
Actively participate in the global commodity value chain
After the merger, Ninh Binh province has advantages in manufacturing and processing industry; textiles, mechanics, construction materials; agricultural and aquatic product processing, creating favorable conditions for diversifying export goods sources; at the same time, increasing the proportion of processed industrial goods with high technology content, reducing the proportion of raw and purely processed goods exports.
However, currently, most of the province's enterprises with high import-export turnover are enterprises that perform processing activities for foreign partners, input materials have low localization rates, and are easily affected when the raw material market fluctuates in price or partners change their supply sources. The province's key products such as textiles, footwear, agricultural products, seafood, etc. are under great competitive pressure from other localities in the country and from countries with similar advantages. The province does not have a large-scale logistics center, inland ports (ICDs), bonded warehouses, and import-export support service systems are still scattered, transportation costs are high, reducing the competitiveness of goods, etc.
According to the authorities, in the coming period, by continuing to take advantage of the tariff reduction roadmap from FTAs that have come into effect, especially new generation FTAs such as CPTPP, EVFTA, UKVFTA, CEPA..., the province's export products will continue to have a stable growth trend. In order to encourage and promote exports and proactively and actively participate in the global commodity value chain, the province has issued and synchronously implemented policies to support competitiveness enhancement, helping businesses effectively take advantage of the benefits brought by FTAs.
Specifically, continue to vigorously implement administrative procedure reforms to create a favorable investment and business environment for enterprises; promote international trade promotion activities associated with the province's tourism promotion programs abroad to effectively utilize resources, expand consumer markets and promote the image of Ninh Binh to the world. Strengthen coordination between agencies and departments in the area in the fight against smuggling, trade fraud, and fraud of goods origin, contributing to creating a healthy business environment.
Along with that, the province effectively implements the industrial restructuring plan associated with digital transformation, especially for the processing and manufacturing industry to create a breakthrough and new driving force for production and export growth to participate in the global commodity value chain. Promote the construction of production centers and supply of raw materials for export manufacturing enterprises, especially in some important export sectors such as computers and computer components, automobiles and automobile components, electronic components, agricultural products, footwear, textiles, etc. Continue to call for and attract investment in logistics infrastructure projects to rapidly and synchronously develop the infrastructure system, warehouses and yards in industrial parks, clusters, and ICDs; encourage investors to implement diverse logistics infrastructure projects combining loading, unloading, warehousing, transportation, packaging and support, diversifying accompanying services.
At the same time, the province is interested in promoting the development of e-commerce; implementing solutions to develop the market; building support programs, improving the competitiveness of enterprises and products with large export turnover; prioritizing enterprises exporting products with strengths such as handicrafts, agricultural products, garments, automobiles and automobile components, computers and computer components, camera modules, electronic components and other high-tech processed industrial products in accordance with the commitments of the FTAs that Vietnam has signed.
The merger of three provinces into the new Ninh Binh province increases the scale of the production - industrial - logistics region, optimizes the regional supply chain and repositions the export region's brand. The FTAs that Vietnam participates in continue to create an open legal corridor, preferential tariffs, helping goods of Ninh Binh province in particular and Vietnam in general have more favorable conditions to penetrate international markets and effectively exploit export markets.
