Director of Ha Tinh Department of Construction Phan Van Trung said: To serve the implementation of the high-speed railway project on the North-South axis through the province, localities proposed to build 35 resettlement areas in 18 communes and wards.
Up to now, 31/35 areas have approved detailed planning/approved master plan; of which, 1 resettlement area (Lien Vinh residential area, Ha Huy Tap ward) has started construction, output reached about 30.5%, 23 areas have sent design documents to the Department of Construction for inspection, review and guidance, 1 area in Cam Hung commune only established master plan, did not develop design documents. The remaining 4 resettlement areas have not completed planning approval.
According to the assessment of the Ha Tinh Department of Construction, the progress of implementing resettlement areas has not met the requirements of the province's land acquisition and clearance plan. The main reason is that the investment process and procedures for resettlement areas do not have specific instructions and some localities are still slow in implementing investment preparation procedures...
The Department of Construction requested the Department of Finance to promptly advise on the investment process for resettlement areas so that localities have a basis to organize the preparation and approval of designs, in order to soon start construction of resettlement areas.
The Department of Industry and Trade coordinates in receiving dossiers; organizes review and guides communes and wards to complete dossiers on power supply items of resettlement projects, ensuring full preparation and readiness for submission for appraisal and approval when qualified.
Cam Due and Ky Van communes urgently complete and approve planning documents for 4 resettlement areas; urgently complete survey and design documents and send them to the Department of Construction in advance for review and guidance.
The communes of Duc Thinh, Toan Luu, Thach Ha, and Ky Hoa urgently complete survey and design documents for resettlement areas and send them to the Department of Construction in advance for review and guidance.
The communes and wards have sent design documents and directed the design consulting unit to edit and supplement the documents according to the opinions of the Department of Construction to ensure progress.
