
Conference scene
The conference aims to inform about implementation results, listen to opinions, respond to people's recommendations and agree on solutions to remove obstacles in the process of site clearance.
Attending the conference were representatives of leaders of the City's departments and branches; Standing Committee of the Party Committee; Standing Committee of the People's Council; leaders of Tay Mo Ward People's Committee; representatives of residential groups, front work committees and a large number of voters from households directly affected by the project.
Reporting on the project progress, Director of Tay Mo Ward Investment and Infrastructure Management Board Nguyen Cong Trinh said that the project to upgrade and expand Road 70 was approved in principle by the City People's Council in Resolution No. 22/NQ-HDND dated September 12, 2022 and approved by the City People's Committee in Decision No. 1438/QD-UBND dated March 15, 2024.

Voters speak out
The route is approximately 4.95km long; cross-section from 40m to 50m; synchronous construction of railway overpass, rainwater - wastewater drainage system, lighting system, trees and underground technical infrastructure. When completed, the route will directly connect Tay Mo - Xuan Phuong - Ha Dong area, contributing to reducing traffic on neighboring routes, increasing the ability to connect new urban areas in the West of Hanoi and promoting local socio -economic development.
The total investment of the project is more than 3,377 billion VND, of which the cost of compensation, support and resettlement accounts for more than 2,174 billion VND. In Tay Mo ward alone, the area of land to be recovered is more than 64,700m²; including residential land of about 160 households, agricultural land of about 70 households, public works land and about 250 graves that need to be moved. The ward's compensation council has announced land recovery, coordinated with residential groups to investigate the current status, and determine the origin of land use. Up to now, most households have declared; a few cases with questions are continuing to be mobilized, explained and discussed in accordance with legal regulations.
Regarding resettlement, the project is expected to be located in a number of locations in the former Nam Tu Liem district, with priority given to the 4.3ha land plot in Tay Mo ward, the 37.7ha plot in Xuan Phuong ward and resettlement areas DD1, TT5 or apartments in Kieu Mai. The work of determining specific land prices and approving compensation plans is being directed by the City to be completed.
At the Conference, voters expressed high consensus on the policy of expanding Route 70, assessing this as a project of great significance for urban development and regional connectivity. However, voters also shared concerns about the compensation and resettlement plan when clearing the land to implement the project. Voters of Tay Mo ward requested the ward to publicize and make transparent the compensation and resettlement plan, especially the land price and support mechanism; arrange resettlement before reclaiming residential land, ensuring that people have new accommodation suitable for their living conditions; support job conversion and stabilize livelihoods for households losing long-term agricultural land; ensure safety, environmental sanitation and limit impacts on traffic and daily life during construction; shorten the time to process documents and increase direct dialogue at the grassroots level...
Many opinions emphasized that people are willing to cooperate so that the project can be implemented on schedule, and at the same time hope that the legitimate rights of households must be properly guaranteed, in accordance with the actual fluctuations of the land market.
Receiving voters' recommendations at the Conference, Vice Chairman of Tay Mo Ward People's Committee Nguyen Tien Hung affirmed that the local government identified the project as a key task and committed to implementing it in accordance with regulations, ensuring harmony of interests between the State and the People. "We will strengthen dialogue, re-examine the current status and records of each case to promptly resolve legitimate problems. Compensation will be carried out publicly and transparently; all questions from the people will be answered specifically, with clear legal basis. Resettlement arrangements will be carried out before reclaiming residential land from households" - Mr. Nguyen Tien Hung emphasized.

Concluding the Conference, Vice Chairwoman of Tay Mo Ward People's Council Phan Thi Ngoc Nhung highly appreciated the sense of responsibility, frankness and depth of the voters' opinions. The Ward People's Council fully accepted and will forward the recommendations to the People's Committee and competent authorities for consideration and settlement in accordance with regulations. At the same time, the Ward People's Council will continue to supervise the review, response and settlement of voters' recommendations; direct residential groups to perform well their functions of grasping the situation, promptly reflecting and proposing solutions to difficulties right at the grassroots level.
Vice Chairwoman of Tay Mo Ward People's Council Phan Thi Ngoc Nhung requested the Ward People's Committee to continue to focus on directing the implementation of the project to upgrade and expand Road 70 to ensure the correct process, progress and quality; clearly assign responsibilities to each department; regularly inspect, evaluate and propose specific solutions for each arising difficulty. At the same time, strengthen propaganda and dissemination of laws on land and site clearance; promote the supervisory role of the Fatherland Front, the People's Inspectorate and the Community Investment Supervision Board; create consensus and active coordination of the People in the process of project implementation.
