Accelerating the progress of the Hai Phong City Development Project to Adapt to Climate Change

On the morning of November 12, comrade Le Tien Chau, member of the Party Central Committee, Secretary of the City Party Committee, Head of the National Assembly Delegation of Hai Phong City inspected the Hai Phong City Development Project to Adapt to Climate Change and urban embellishment projects in the city center.

Also attending were comrades: Tran Van Quan, Vice Chairman of the City People's Committee; Nguyen Khac Toan, Vice Chairman of the City People's Council; representatives of leaders of departments, branches, sectors and Hong Bang and Gia Vien wards.

Comrade Secretary of the City Party Committee Le Tien Chau and the field inspection delegation listened to a report on the progress of the Hai Phong City Development Project to Adapt to Climate Change, focusing on component 3 to reduce flooding in the central urban area.

According to the report of the Hai Phong Traffic and Agricultural Construction Investment Project Management Board, component 3 of the project includes the construction of: 1 regulating culvert at Tam Bac bridge with Thuong Ly river and 1 regulating culvert at Thuy Doi estuary (Tam Bac river mouth flows into Cam river); construction of a rainwater pumping station with a capacity of 12 m ³ /s to pump rainwater from Tam Bac river to Cam river. Construction of box sewers and a wastewater collection system from the inner city area leading to Tam Bac river, wastewater treatment plant. The project is expected to start construction in the fourth quarter of 2026.

Faced with the complicated situation of urban flooding, especially during the rainy and stormy season, Secretary of the City Party Committee Le Tien Chau requested the Hai Phong Traffic and Agricultural Construction Investment Project Management Board to urgently coordinate with ministries, branches and partners to build progress on the entire project.

In the immediate future, the construction of the regulating culvert and pumping station on the Tam Bac River (part 3) will be separated to advise the City People's Committee and departments and branches on investment implementation using the city budget. The implementation of investment and construction procedures will be carried out urgently, striving to put the project into operation in June 2026. During the construction process, quality, investment efficiency and landscape compatibility will be ensured.

Regarding the project to renovate and beautify Tam Bac River from Lac Long Bridge to the foot of Hoang Van Thu Bridge, Secretary of the City Party Committee Le Tien Chau assigned the People's Committee of Hong Bang Ward to urgently urge and direct the construction unit to speed up the progress, committing to complete the project before December 31.

The project to renovate the sidewalk on Le Loi Street, invested by the Hai Phong Traffic and Agricultural Construction Investment Project Management Board, is committed to completing construction before December 31.

However, due to the large amount of work in a short time, during the inspection, the investor recommended that the Secretary of the City Party Committee and the City People's Committee resolutely direct the Department of Construction, Hai Phong Electricity One Member Co., Ltd., the City Police, and Gia Vien Ward People's Committee to step up coordination with the investor and construction unit to synchronously carry out the relocation of underground works, electricity assets, trees, licensing of construction vehicles and propaganda, mobilizing people to agree on the location of electrical cabinets and transformer stations.

City Party Secretary Le Tien Chau highly appreciated the investor and construction unit for overcoming difficulties in site conditions to speed up project construction progress associated with disbursing capital allocated for 2025.

To ensure the goal of completing the construction of the sidewalk and Le Loi street before December 31, the investor needs to coordinate well with local authorities to promote propaganda, mobilize people's consensus, and create favorable conditions for the contractor to carry out sidewalk construction, install power transmission lines, cabinets, and transformer stations.

The construction process minimizes the impact on the daily life and business of the households. The construction is carried out in the spirit of finishing neatly; construction is fast but attaches importance to the quality and aesthetics of the project.

Comrade Le Tien Chau, Secretary of the City Party Committee, requested Hai Phong Electricity One Member Co., Ltd. to coordinate well with the construction unit to organize the cutting, connection, and moving of the unit's assets to ensure quickness, neatness, and compliance with the law. The Department of Construction urgently directed Hai Phong Parks and Trees Joint Stock Company and Hai Phong Lighting Joint Stock Company to quickly move, receive, and plant new trees as well as lighting poles on Le Loi Street to ensure synchronous construction.

The city police created conditions for construction vehicles to circulate on the route and increased forces to participate in regulating and ensuring traffic safety... with the determination to complete before New Year's Day 2026.

Inspecting the renovation and expansion of Nguyen Binh Khiem Street from Van Cao Street to Kieu Son Pumping Station, which is about 0.83km long, comrade Le Tien Chau requested Gia Vien Ward People's Committee to urgently compile statistics and carefully review the origin and land use process of households and individuals to develop a plan to propagate and mobilize the handover of land properly and strictly according to legal regulations. The propaganda and mobilization process needs to promote the pioneering and exemplary role of cadres, civil servants and party members.
