Attending the meeting were delegates from departments, offices, representatives of focal hospitals and hospitals participating in the development of technical processes and economic -technical norms for medical examination and treatment services.
Reporting on the progress of implementing the construction of technical processes and economic-technical norms for medical examination and treatment services, the representative of the Department of Medical Examination and Treatment Management said that in order to build economic-technical norms, in addition to applying legal documents, the technique must have been approved by competent authorities and assigned and implemented at the hospital; There is evidence of resources consumed to implement the technique.
As of November 11, the total number of techniques according to Appendix 02 of Circular No. 23/2024/TT-BYT assigned to hospitals for construction: 9,033 techniques; The total number of techniques qualified to build technical economic norms reached 5,386 techniques; The total number of draft technical economic norms sent to the Department of Medical Examination and Treatment Management was 2,790 techniques.

The Department of Medical Examination and Treatment also informed that up to now, the list of hospitals that have drafted technical economic norms is: Bach Mai Hospital; Viet Duc Friendship Hospital; Central Dermatology Hospital; Ho Chi Minh City University of Medicine and Pharmacy Hospital; Central Eye Hospital; Central Ear, Nose and Throat Hospital; Central Obstetrics Hospital; Hanoi Obstetrics Hospital; National Burn Hospital; Da Nang Eye Hospital; Central Endocrinology Hospital; Central Hospital of Dentistry and Jaw; Hue Central Hospital; Central Hospital of Tropical Diseases; Central Institute of Hematology and Blood Transfusion; Cho Ray Hospital and Tu Du Hospital with a total number of draft technical economic norms of 2,790.
The departments, offices, and hospitals participating in the development of technical procedures and technical economic norms discussed to clarify the advantages and significance of the above content. At the same time, they also pointed out difficulties and obstacles, and proposed solutions for synchronous implementation, facilitating the development process.
It is recommended that focal hospitals continue to complete the draft technical economic norms for qualified techniques; edit the draft technical economic norms according to the issued instructions; promptly complete and send them to the Department of Medical Examination and Treatment Management for synthesis and completion to submit to the Ministry's leaders and relevant units.

Concluding the meeting, Deputy Minister Tran Van Thuan acknowledged and commended the hospitals for completing the construction of technical economic norms on schedule.
The Deputy Minister requested hospitals to review, and the Department of Medical Examination and Treatment Management also reminded and urged hospitals to coordinate with focal hospitals to implement in accordance with the actual conditions of each unit.
The Deputy Minister of Health suggested that there could be flexibility in the calculation method, for example, with K Hospital, if there are many radiotherapy sessions, the standard should be lower than that of provincial hospitals. At the same time, the Deputy Minister suggested that the Department of Medical Examination and Treatment Management should immediately promote and not cut corners on the contents related to procedures and standards.
In order to promptly complete and soon apply it in medical examination and treatment, the Deputy Minister requested that the Department of Medical Examination and Treatment Management submit the draft Circular and seek comments before November 15, 2025.
