After storm No. 3 (Yagi) in 2024, subsidence and land cracking appeared on a large scale in Na Pha village. The cracks extended from the yard, house walls to the hillside, directly affecting people's lives. The whole village had 32 houses with cracked walls and pillars; the inter-village road also collapsed, posing a high risk of insecurity. Every time it rained heavily, water from the hillside flowed down, making people worried. Not only Na Pha, but also the two neighboring villages of Na Ang and Na Dau were in the area at high risk of landslides.
In order to stabilize people's lives, the People's Committee of Bac Kan province (old) has implemented the Project "Arranging concentrated population for urgent natural disasters in Na Ang, Na Pha, Na Dau villages" with a total investment of 24 billion VND, using the central budget reserve fund.
The project started in June 2025 and is expected to be completed in December 2025. After the two-level local government apparatus comes into operation, the project will be handed over from the old Cho Don District Project Management Board to the Nam Cuong Commune People's Committee as the investor.
Although the construction has been implemented for more than 2/3 of the time, the leveling volume has only reached about 40%, the traffic, drainage, electricity and water supply items have not been able to be implemented due to the unfinished site. Up to this point, the project capital disbursement has only reached 4.87 billion VND, equivalent to 20.29% of the plan.
According to Mr. Nguyen Anh Tuan, Vice Chairman of Nam Cuong Commune People's Committee, the main reason for the slow progress is due to unfavorable weather and difficulties in site clearance. From August to October, the area has been hit by consecutive storms, especially storms No. 10 and No. 11, causing the leveling and transportation of soil and rock to be delayed. In addition, some households have not agreed on the compensation plan, leading to the handover of the site being divided, making it difficult to synchronously implement the project items.
Faced with that reality, the commune government has repeatedly urged the construction unit and supervision consultant to mobilize maximum human resources, take advantage of favorable weather to speed up progress, and strive to complete and disburse the entire capital plan in 2025.

The contractor, Phuong Anh Construction Investment Company Limited, said that since November, the weather has been more favorable, and the unit has been focusing on human resources and machinery to simultaneously construct many items. The unit has completed about 40% of the volume, and will soon accelerate the construction of the embankment, striving to complete the items by the end of December.
Also according to the representative of Phuong Anh Construction Investment Company Limited, during the construction process there were some difficulties, such as slow handover of clean land; weak ground geology, unfavorable weather, so construction had to stop, the dumping site was on the other side of the river, the water level was too high to cross. Currently there is only 1 dumping site, the reserve is not enough, and we are still looking for more dumping sites...
The biggest wish of the villagers at this time is to move to a new place, both to escape the risk of landslides and to feel secure in production. Na Pha village chief, Mr. Ly Van Hiep, expressed: The villagers have contributed money and poured concrete to fill the cracks to stabilize temporarily. But in the long term, everyone hopes to have a new, safer place to live.
