Speed ​​up the progress of handling housing and land facilities after the organizational restructuring.

Prime Minister Pham Minh Chinh has just signed Official Dispatch No. 213 on speeding up the progress of arranging, assigning, and handling houses and land after rearranging the organization of the apparatus and administrative units at all levels.

The telegram requires localities to urgently review and develop plans for managing, using and handling headquarters and public assets after restructuring the apparatus, ensuring compliance with regulations, efficiency, and no omissions, losses, waste, or negativity. The arrangement and handling of housing and land facilities must ensure the physical conditions for the apparatus to operate according to the new model, without interrupting the work of cadres, civil servants, and public employees, and without affecting the provision of public services and the settlement of administrative procedures for people and businesses.

The Prime Minister requested localities to review and handle real estate, headquarters, and public assets after restructuring the apparatus.

During the reorganization process, the Prime Minister requested to prioritize the use of housing and land funds for the purposes of healthcare, education and training, culture, sports, commune police headquarters and other public works; ensuring efficiency, compliance with planning and legal regulations. In case of surplus, the locality must develop a plan for exploitation and use to serve socio- economic development, ensuring strictness, efficiency, avoiding loss and waste.

For facilities that have been decided to be recovered or transferred to local management, the People's Committees of provinces and cities are required to urgently develop plans to exploit and handle assets according to regulations, put them into use soon or handle them completely. At the same time, localities need to update and adjust land use planning, urban and rural planning and related planning to suit the arrangement and conversion of functions of houses and land facilities.

The dispatch also emphasized the need for localities to strengthen management, inspection, examination and supervision of the arrangement and handling of headquarters and public assets; promptly synthesize and report difficulties and problems to the Ministry of Construction , the Ministry of Natural Resources and Environment, and specialized management ministries for guidance on solutions and ensuring implementation progress.
