According to the content of the dispatch, the provincial departments, branches, sectors, units; People's Committees of communes and wards are assigned to preside over and coordinate with relevant units to urgently and resolutely accelerate the progress of rearranging and handling houses and land under their management in accordance with regulations, ensuring the completion of the rearrangement and handling of public assets, which are houses and land of Thanh Hoa province after streamlining the apparatus and rearranging administrative units, organizing local governments at 2 levels according to the direction of the Prime Minister in Official Dispatch No. 207/CDTTg dated November 4, 2025, guiding and implementing documents of the Minister of Finance and Plan No. 202/KH-UBND dated September 18, 2025 of the Provincial People's Committee.
Urgently receive houses and lands whose recovery plans have been approved by competent authorities, transfer them to local management and handling in accordance with legal regulations; avoid pushing, prolonging implementation time, causing waste of public assets.
Coordinate in receiving information, reviewing, resolving or proposing competent authorities to review and resolve cases of completing legal documents on houses and land of agencies, organizations and units under local and central management in the province.
For houses and land facilities lacking certificates of land use rights and ownership of assets attached to land, agencies, units and localities shall, based on the origin, relevant legal documents and regulations of the law on land, promptly submit to competent authorities for consideration and issuance of certificates of land use rights and ownership of assets attached to land in accordance with the law, without waiting for the rearrangement and completion of processing, causing difficulties in the process of completing legal documents on houses and land in accordance with regulations.
Urgently complete the dossier to carry out the procedures and processes to propose competent authorities to decide on the handling of public assets such as houses and land according to the plan for arranging, organizing and handling public assets when rearranging commune-level administrative units or report to the Provincial People's Committee on the adjustment plan in accordance with the actual situation of asset use in localities.
The Department of Finance shall preside over and coordinate with the Department of Construction, the Department of Agriculture and Environment, provincial departments, branches and sectors, state-owned enterprises managed by the province, the People's Committees of communes and wards and relevant units to urgently coordinate in receiving houses and land of state-owned enterprises, agencies, organizations and units whose recovery plans have been approved by competent authorities, and transfer them to local management and handling in accordance with the provisions of law; avoid pushing, prolonging implementation time, causing waste.
At the same time, coordinate the review of houses and land under the management scope that have been approved by competent agencies and individuals for recovery and transfer to local management and handling according to the provisions of law to proactively contact, urge, and coordinate the handover and effective use of houses and land, avoiding loss and waste; stop the use of houses and land for the purposes of renting, lending, arranging for housing, joint ventures, associations... in violation of regulations; promptly report and propose to competent authorities to handle the responsibilities of relevant agencies, units, collectives and individuals if violations occur.
The Provincial Inspectorate is assigned to preside over and coordinate with relevant units to carry out inspections, checks, promptly detect and strictly handle violations in the management and use of houses and land at state-owned enterprises in accordance with the provisions of law to ensure publicity, transparency, and avoid loss, waste and negativity.
