Overcoming difficulties that have existed for many years

Speaking at the meeting, National Assembly Deputy Nguyen Thi Lan highly appreciated the proactive, responsible and meticulous spirit of the drafting agency in developing the National Assembly 's Draft Resolution on specific mechanisms and policies to implement major projects in the capital. According to the delegate, the draft was seriously prepared, closely following reality and clearly demonstrating the determination to innovate institutional thinking for common development. Overall, the issuance of this Resolution has met objective requirements, at the right time, to remove difficulties that have existed for many years in the process of implementing major projects in the capital.

National Assembly Deputy Nguyen Thi Lan cited that reality shows that Hanoi is currently having to simultaneously solve many very heavy tasks, such as developing infrastructure, reducing traffic jams, preventing flooding, handling environmental pollution, urban renovation and reconstruction... in conditions of limited space, high population density and increasingly large development requirements. However, many important projects have not achieved the desired progress due to obstacles in investment procedures, overlapping planning, complicated site clearance and limited resource mobilization mechanisms.

"In that context, if we continue to apply the usual mechanisms completely, it will be difficult to create a clear change. Issuing a pilot resolution is an appropriate approach, both to remove the immediate "bottleneck" and to test and perfect the institution for the next stage," said National Assembly member Nguyen Thi Lan.

In addition, delegates highly appreciated the National Assembly's draft Resolution on specific mechanisms and policies to implement major projects in the capital at a breakthrough point but with strict control. Accordingly, the draft Resolution has boldly decentralized and delegated power to the capital's government, helping to shorten the process, enhance responsibility and initiative in implementation, but still within the framework of the Constitution, laws and supervision of the National Assembly and the Government .

Clearly demonstrate the spirit of taking people as the center

National Assembly Deputy Nguyen Thi Lan assessed that the Resolution hits core "bottlenecks" such as planning, investment procedures, land acquisition, urban reconstruction, thereby creating conditions for faster implementation of truly urgent projects with large spillover effects. At the same time, the draft clearly demonstrates the spirit of putting people at the center, through compensation, support, and resettlement mechanisms higher than general regulations; at the same time, emphasizing the requirements of publicity, transparency, and anti-corruption and group interests in the implementation process.

The delegate said that this Resolution is not a special favor for the Capital, but a limited pilot mechanism, with the goal of helping Hanoi better fulfill its assigned role and responsibility as the national political and administrative center, and at the same time a major center of culture, economy, science, technology and education and training of the whole country. "A Capital that develops smoothly, greener, and more effectively will reduce pressure on neighboring localities, increase regional connectivity and create a common development momentum for the whole country," National Assembly delegate Nguyen Thi Lan assessed.

According to the analysis of National Assembly Deputy Nguyen Thi Lan, the practical implementation of the National Assembly's Resolution on specific mechanisms and policies to implement large projects in the capital will be an important basis for the Central Government to learn from experience, gradually perfect the institution, and consider applying it appropriately to other localities in the future.

Therefore, for the Resolution to be effectively implemented, delegates proposed 3 important contents. Firstly, it is necessary to strengthen close coordination between the Central Government and the city, especially with projects that have inter-regional and inter-sectoral impacts. Secondly, during the implementation process, it is necessary to pay attention to the legitimate rights of the people and organizations, to publicize information, communicate early and fully to the people, and create consensus and sharing from the beginning. Thirdly, it is necessary to regularly monitor and evaluate the pilot process, promptly adjust any arising shortcomings, in line with the spirit of controlled piloting.

"With the above analysis, I fully support the issuance of the Resolution and believe that the Resolution will be effectively implemented, bringing practical benefits to the Capital and positively contributing to the overall development of the country," National Assembly Deputy Nguyen Thi Lan emphasized.
