In order to continue to promote the building and rectification of the Party and the political system; resolutely prevent, repel, and strictly handle cadres and party members who have degraded in political ideology, ethics, lifestyle, and manifestations of "self-evolution" and "self-transformation", on May 9, 2024, General Secretary Nguyen Phu Trong, on behalf of the Politburo, signed and issued Regulation No. 144-QD/TW "On revolutionary ethical standards of cadres and party members in the new period" (Regulation 144).
The issuance of Regulation 144 is urgent, in line with practical requirements, aiming to promote advantages, overcome shortcomings and limitations in Party building work on ethics, preventing and combating corruption and negativity, contributing to building our Party "ethical and civilized". This is a concretization, raising more responsibility, higher requirements for cultivating and maintaining revolutionary ethics of Party members; it needs to be quickly disseminated so that each cadre and Party member can fully understand, raise awareness of self-reflection, self-correction, self-cultivation, create substantial changes in cultivating revolutionary ethics of cadres and Party members, contributing to the successful implementation of political tasks of localities, agencies and units.
This is not the first time our Party has set out standards and regulations on revolutionary ethics for cadres and party members. The issue of Party building in terms of ethics has always been highly valued and cared for by our Party throughout the process of leading the revolution. The Politburo's issuance of Regulation 144 at this time will make an important contribution to the success of the upcoming Party Congresses at all levels, because in any revolutionary process, "cadres are the root of the work". In preparing for Party Congresses at all levels, towards the 14th National Party Congress, one of the very important tasks is to select new Party committees, including cadres with virtue, talent, dynamism, creativity, and daring to take responsibility. Therefore, Regulation 144 will help Party committees and party organizations at all levels to consider, evaluate, and select cadres to include in the planning and introduce for election to the new Party committees. These must be cadres who are both virtuous and talented to meet the requirements of political tasks in the coming time; create new, positive changes in Party building and rectification work.
The reality of the Party building work recently shows that in more than half of the 13th term, many Party organizations and Party members, including high-ranking officials, have been disciplined, the underlying cause being violations of Party regulations, violations of things Party members are not allowed to do, and degradation in political ideology, ethics, and lifestyle. Therefore, the Politburo's promulgation of Regulation 144 with 5 basic standards required of cadres and Party members in the current period, when the negative side of the market economy is increasingly having a strong impact, will contribute significantly to the Party's current fight against corruption and negativity, which is increasingly going into depth and substance.
In order for the contents of Regulation 144 to not be just dogmas, books, and theories, it is necessary to first thoroughly implement the work of thoroughly and deeply disseminating and propagating the contents of the Regulation so that each cadre and party member can fully absorb them in their thoughts and then make changes in their actions; gradually becoming a routine and voluntary work. And it is not enough to stop at the stage of propaganda, education, and persuasion, but it is necessary to have fundamental solutions on mechanisms, legal policies, on inspection and supervision work, on self-exemplary behavior and training of cadres and party members in accordance with the functions and tasks of the agency and unit so that Regulation 144 can come into life and be effective.
In addition to dissemination and propaganda, Party committees at all levels also need to develop action programs and implementation plans in line with reality; have groups of subjects, clearly identify groups of solutions for each issue raised in the Regulation in a concise, easy-to-remember, easy-to-understand manner so that cadres and Party members commit and voluntarily follow. This Regulation is implemented continuously, regularly, and long-term, so every year, based on the functions and tasks of the agency and unit, Party committees and organizations at all levels should select and identify breakthrough contents in the Regulation, in order to make a substantial change in the revolutionary ethics of cadres and Party members and contribute to the successful implementation of the political tasks of the locality, agency, and unit.
Continue to promote the exemplary role of leaders in implementing the Politburo's Regulations on ethical standards for cadres and party members in the new period. Focus on building a clean and strong grassroots party organization, a strong party member team, strictly following the principles and regime of party activities. Further improve the management, education and training of party members, pay attention to all social relationships, strictly implement the regime of self-criticism and criticism associated with inspection and disciplinary action.
Regulation 144 also clearly states the spirit of "6 dares": Dare to think, dare to speak, dare to do, dare to take responsibility, dare to innovate, dare to face difficulties and challenges, act for the common good, for the country, for the people. Recently, the Central Committee has issued regulations on protecting cadres in implementing resolutions for the common good of the country, people, agencies and units. This is very necessary. Because if there is no mechanism or policy to protect cadres implementing the "6 dares", it will become an obstacle to development. Therefore, it is necessary to replicate good examples and models, promote practical effectiveness in the process of implementing this Regulation to gradually spread, create profound social effects, and strengthen trust between the people and the Party...
