Promoting the role of culture and people in building and developing the country

Promote the role of culture and people

Mr. Van Cong Hung, Chairman of the Vietnam Journalists Association of Dong Thap province, said that the content of the draft document was carefully and specifically prepared, accurately reflecting the country's development situation in the past 5 years as well as after 40 years of renovation.

Mr. Hung was pleased when the Draft Political Report of the 13th Party Central Committee at the 14th National Congress of the Party emphasized the requirement of "building and developing an advanced Vietnamese culture, imbued with national identity, synchronously on the foundation of the national value system, cultural value system, family value system and Vietnamese human standards". This is the inheritance of the spirit of the 13th Congress and a stronger affirmation of the role of culture and people in the new era.

He said that this is a very basic argument in the Draft Document of the 14th National Congress, vividly demonstrating the Party's new viewpoint on the role of culture and people in building, developing the country and protecting the socialist Vietnamese Fatherland.

To arouse the aspiration for national development, our Party pays special attention to promoting cultural values ​​and building human qualities and personalities. Developing culture for the perfection of human personality and in building culture, the focus is on taking care of building people with good personalities and lifestyles with the basic characteristics of patriotism, humanity, loyalty, honesty, solidarity, diligence and creativity.

Patriotism is an outstanding cultural value, covering and permeating the history of the nation, creating the immortal strength of the Vietnamese people. Vietnamese patriotism under the leadership of the Party has developed into revolutionary heroism, carrying out the mission of unifying the country, bringing the country into the transitional period to socialism. Patriotism is also the basis for promoting the strength of great national unity in building and defending the Fatherland.

The draft Political Report clearly stated: “Building and developing an advanced Vietnamese culture, imbued with national identity, synchronously based on the national value system, cultural value system, family value system and Vietnamese human standards”. Therefore, Mr. Hung believes that promoting cultural values ​​and the strength of Vietnamese people is a task of special importance in the cause of building, defending the Fatherland and integrating into the world today. This will contribute to realizing the aspiration to develop a prosperous and happy country.

From there, to comprehensively develop Vietnamese culture and people to truly become a strategic breakthrough, Mr. Hung also said that the document needs to address the issue of deeply integrating the system of national values, culture, family and Vietnamese human standards into the general education program, mass media activities, especially grassroots movements.

The document needs to mention the work of caring for the cultural elite as well as promoting the role of cultural creation by intellectuals, artists, etc. To do this, there needs to be policies to promote talents in the field of culture and arts, encourage creativity, and protect copyright.

In addition, priority should be given to the strong development of cultural industry and digital culture, focusing on key industries such as movies, music, online games, while building a safe and healthy digital creative ecosystem with Vietnamese identity, helping to protect young people from negative foreign cultural flows.

Prioritize investment in border areas

Mr. Tran Van Binh, Secretary of the Party Cell of Giong Bang Hamlet (Thuong Phuoc border commune, Dong Thap province) said that he basically agrees with the main development goals and targets for the 2026 - 2030 period stated in the draft Political Report, clearly demonstrating the country's aspiration for rapid and sustainable development. However, according to him, with the target of an average GDP growth rate of 10%/year or more, the feasibility should be considered in the context of many fluctuations in the world economy, the risk of global trade decline and climate change strongly affecting Vietnam.

Mr. Binh said that the policy of developing the economy in border and island areas in the draft documents of the 14th Party Congress shows the Party's deep concern for localities that are still facing difficulties but have strategic positions such as Dong Thap. The goal of building a socialist rule-of-law state, promoting democracy and improving the capacity of grassroots cadres is very practical, because at the commune and ward levels, cadres are close to the people, understand the people but still have many limitations in terms of qualifications and technology. The content of developing the digital economy, green economy, and circular economy is an inevitable trend, which needs to be more strongly concretized in rural, agricultural and border areas.

Thuong Phuoc Commune in particular, as well as other border areas in the country, often have great potential for development and trade with neighboring countries. The problem is how to exploit that potential. Mr. Binh suggested that the draft documents of the 14th National Party Congress should add specific content on priority investment policies for border areas, especially transport infrastructure, logistics, trade, tourism, energy and digital transformation; have policies for sustainable border gate economic development, helping people in the border area to participate in commercial activities, not being dependent on small, spontaneous trade.

According to Mr. Binh, the draft Political Report submitted to the 14th Party Congress should emphasize the importance of training and fostering grassroots cadres, especially in border and remote areas, in a practical and substantial manner, linked to modern technological and management capacity. Along with that, it is necessary to build a mechanism to encourage and treat reasonably for cadres working in border and island areas, both to motivate their spirit and to retain competent people; strengthen inspection, supervision and prevention of corruption and negativity at the grassroots level, ensuring cleanliness, strength, closeness to the people, for the people.

Regarding digital transformation and innovation, Mr. Binh hopes that the Party and State will develop policies to support digital transformation for farmers, cooperatives, and small businesses in border areas, helping them participate more deeply in the national digital economy; develop digital infrastructure systems, online public services, and cashless payments in remote and border areas to narrow the development gap between urban and rural areas.

Mr. Binh expressed his belief that, with the spirit of innovation, self-reliance, strategic autonomy and promoting the strength of national solidarity, the contents of the draft documents submitted to the 14th National Party Congress will be comprehensively completed, creating a strong development step for the country. Particularly for border areas such as Thuong Phuoc commune, he hopes that the Party's guidelines and policies will soon be concretized into specific programs and projects, suitable to reality so that people in the border areas can truly benefit, live with peace of mind, contribute to maintaining the Fatherland's borders and develop together with the country.
