The number of businesses returning in the first half of 2024 is over 39,000, contributing significantly to the number of 119,612 businesses entering and re-entering the market.

It is worth noting that the industries that recorded the most positive business returns are those that are facing many difficulties: wholesale, retail, and real estate.

Unlike newly established enterprises, these returning enterprises are those that had previously registered to temporarily suspend operations. Certainly, the recovery and new opportunities of the market are more positive in the last months of the year, as well as in the future, have been recognized by enterprises.

However, the business community is talking a lot about a series of solutions and policies to support businesses that were continuously discussed by the National Assembly for more than 1 month during the 7th Session of the 15th National Assembly, as well as the positive message in economic management of the Government, especially the commitment to complete guiding documents to promptly put laws related to land, housing, real estate, etc. into effect 5 months earlier. In addition, there are a series of instructions to remove difficulties and obstacles in legal matters, administrative procedures, and reduce risks in production and business activities for enterprises.

It seems that the motivation and determination for many businesses to return to business, despite the numerous challenges, are being nurtured by these very things. This is also an important reason why many businesses choose to pause, instead of withdrawing completely. However, the number of businesses returning is still quite precarious.

While in April, 8,307 businesses returned, ending a two-month decline compared to the 13,799 in January 2024, in May, this number was only 6,749. The trend has improved as in June, the number of businesses returning increased, with 7,532 businesses. This also means that pressure continues to be placed on policy-making agencies and local authorities in their efforts to reform institutions and improve the business environment.

The reason is that although the business situation is gradually improving, overall, the level of difficulty for businesses is still high. Looking at the period from 2018 to now, it can be seen that business development in 2023 and the first months of 2024 tends to decrease sharply. If in the period 2018-2022, the number of businesses entering the market is often more than 2 times to nearly 4 times higher than the number of businesses withdrawing from the market, then in 2023, this rate decreased to 1.3 times. And in the first 6 months of 2024, the number of businesses entering the market is only slightly higher than the number of businesses withdrawing from the market.

The above results partly reflect the level of difficulties of businesses, while also showing reduced resilience and limited business opportunities.

This can be seen in the number of businesses withdrawing from the market in the first 6 months of this year, with an increase of 10.3% compared to the same period in 2023. But the good news is that of these, over 71,350 businesses chose to temporarily suspend business (accounting for 64.7%). The rest are businesses waiting to be dissolved and dissolved.

When choosing the option of temporary suspension and accepting to carry out the procedures of notification to relevant agencies, the enterprise must have prepared for the option of returning. Many enterprises that have temporarily suspended their operations are still waiting for institutional reform efforts, improving the business environment and market recovery to return to operations.

At this time, the opportunity for market recovery can encourage new businesses to establish or return. However, the business environment and new business confidence will retain businesses for a long time, promoting long-term business plans... More than ever, solutions to create a favorable and safe investment and business environment need to be valued and strongly implemented, with the participation and greater efforts of all ministries, branches and localities.
