Voters' recommendations are clear reflections of existing shortcomings in practice.

Before the 9th Session of the 15th National Assembly, the National Assembly Delegation of Hue City informed that at the 8th Session, the delegation had compiled 11 petitions from voters sent to the National Assembly, the Government and relevant ministries and branches. To date, the delegation has received full written responses from the relevant agencies.

Through monitoring, the recommendations of Hue City voters do not only stop at reflecting the deterioration of the roads, but also touch on core issues that affect the quality of life such as: lack of medical facilities, schools that do not ensure teaching and learning conditions... Some issues have been initially resolved, such as upgrading National Highway 1A or implementing infrastructure projects in rural areas, bringing positive signals to the people. However, the handling process still has many limitations: Slow progress, lack of determination and synchronization in implementation.

In reality, resolving petitions cannot be based on short-term, reactive solutions. Reflections on traffic, education, health care, etc. can only be truly resolved if there is a long-term strategy, linked to the overall development plan. More importantly, there needs to be an effective coordination mechanism between all levels of government from the central to local levels, to ensure that policies are not only issued in a timely manner but also implemented effectively and sustainably.

Some response documents from ministries and sectors have shown serious acceptance. The Ministry of Transport (now the Ministry of Construction) affirmed to continue investing in upgrading National Highway 1A, with plans to expand many sections to reduce congestion and enhance traffic safety. However, the ministry also acknowledged that the project is complex and large in volume, so it will be implemented in stages.

The Ministry of Health also said that it has implemented projects to upgrade Hue Central Hospital and support equipment and human resources for provincial hospitals; and added a list of medical services covered by health insurance. However, the shortage of specialist doctors and difficulties in financial resources are still problems that have not been fully resolved.

Through monitoring the handling of petitions from voters in Hue City in particular and the whole country in general, we can see positive movements, but at the same time, we also clearly reveal gaps in implementation, especially with petitions on increasing medical staff, administrative reform or improving the living environment in rural areas. These issues have not been handled synchronously, and there is a lack of follow-up from relevant agencies.

At the ongoing 9th Session of the 15th National Assembly, the results of monitoring the settlement of voters' petitions sent to the 8th Session of the 15th National Assembly show that many petitions have not been resolved due to delays in issuing documents guiding the implementation of preferential policies of the State. Some regulations are still lacking in specificity, directly affecting the legitimate rights of the people. The delay in amending and supplementing legal documents has also caused many voters' petitions to fall into a "waiting" situation...

To thoroughly resolve voters' petitions and bring about practical results, first of all, it is necessary to establish a transparent petition resolution system with the participation of experts and scientists to come up with comprehensive and feasible solutions. The processing process must be made public, so that people can monitor and give their opinions. At the same time, it is necessary to strengthen the connection between National Assembly deputies and voters, not only in regular meetings, but also in more frequent and flexible interaction channels.

Only when the responsibilities of the authorities are carried out properly can the legitimate recommendations and proposals of voters be properly resolved.
