According to the meteorological agency, on the morning of July 19, storm WIPHA entered the East Sea and became storm number 3 in 2025; the storm is currently at level 11-12, gusting to level 15.
Storm No. 3 is forecast to make landfall, while the tide level in coastal areas from Quang Ninh to Nghe An is at high tide, directly affecting the safety of sea dykes and river dykes.
Notably, the storm is forecast to cause widespread heavy rain, with the possibility of flooding on river systems in the Northern and North Central regions (while the water levels of large reservoirs are basically at the highest water levels before the flood, the water levels of the Red River and Thai Binh River systems are at high levels), posing a risk of affecting the safety of dike systems in provinces and cities in the Northern and North Central regions.
To ensure safety and proactively respond to storm No. 3 and post-storm floods, the Ministry of Agriculture and Environment requests the People's Committees of provinces and cities (Tuyen Quang, Lao Cai, Thai Nguyen, Phu Tho, Bac Ninh, Hung Yen, Hai Phong, Quang Ninh, Hanoi, Ninh Binh, Thanh Hoa, Nghe An, Ha Tinh) to direct relevant agencies and units to urgently and strictly implement Official Dispatch No. 112/CD-TTg of the Prime Minister and Official Dispatch No. 4594/CD-BNNMT of the Ministry of Agriculture and Environment on responding to storm No. 3 and heavy rain.
Along with that, localities inspect, review and implement in practice dike protection plans, protect key vulnerable dikes, locations where incidents have occurred but have not been handled or repaired, and unfinished dike works to ensure safety, especially for dike lines facing the sea in storm-hit areas (urgently complete reinforcement of locations at risk of insecurity before the storm makes landfall).
In addition, provinces and cities need to strengthen inspection of sea and river dykes, strictly carry out patrolling and guarding work to protect dykes during the flood season according to the provisions of Circular No. 01/2009/TT-BNN dated January 6, 2009 of the Ministry of Agriculture and Rural Development (now the Ministry of Agriculture and Environment) to promptly detect and handle incidents and situations that may occur from the first hour.
In particular, localities need to prepare human resources, materials, vehicles, and equipment to protect the dikes; inspect the actual preparation work and proactively respond to incidents and situations that may occur according to the "4 on-site" motto, ensuring safety for the dikes; notify owners of vehicles, works, and people and deploy plans to ensure safety for people, property, infrastructure works, etc. for activities in coastal areas and on river banks.
The Ministry of Agriculture and Environment also asked localities to be ready to evacuate households in dangerous areas, especially coastal areas, outside river banks (areas without protective dykes)...
On that basis, localities closely monitor the developments of storms, floods, and the situation of the dike system, promptly report dike incidents to the ministry (through the Department of Dike Management and Disaster Prevention and Control) for coordination and direction./.
