On the afternoon of September 30, under the chairmanship of comrade Le Duc Giang, member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee, the Council for appraisal of communes meeting new rural standards (NTM), advanced NTM, and model NTM in Thanh Hoa province held a conference to appraise communes meeting new rural standards, advanced NTM, and model NTM in 2024.

According to the report on appraisal results, records, and levels of meeting the criteria for new rural communes and advanced new rural communes, this time, there are 11 communes in 5 districts: Ngoc Lac, Nhu Thanh, Trieu Son, Quang Xuong, Tho Xuan proposed to consider and recognize communes meeting new rural and advanced new rural standards.

At the conference, members of the Appraisal Council reviewed the documents, assessed the advantages, disadvantages, and contents that the communes need to complete for each criterion.
At the same time, 100% of the council members voted to propose recognizing 5 communes meeting NTM standards including: Van Am, Cao Ngoc, Minh Tien (Ngoc Lac); Phuong Nghi, Xuan Thai (Nhu Thanh) and 6 communes meeting advanced NTM standards: Tho Cuong, Tho Tien, Xuan Tho (Trieu Son); Quang Hoa, Quang Chinh (Quang Xuong); Xuan Thien (Tho Xuan).

Concluding the conference, Vice Chairman of the People's Committee Le Duc Giang highly appreciated the efforts of localities and sectors in implementing the new rural construction plan in the past time; acknowledged the efforts of the Provincial New Rural Construction Program Coordination Office and the coordination with departments and sectors in evaluating and selecting communes, preparing documents to propose recognition of new rural areas and advanced new rural areas. The communes proposed for consideration in this round of advanced new rural areas all met the criteria, especially criteria such as: cultural facilities at the commune and village levels are well-equipped; people's satisfaction; average income levels all reached high rates...
Particularly for the communes that have achieved the NTM standard, Xuan Thai commune, Nhu Thanh district, in region 135, there are still some difficulties, people's satisfaction is not high, the efficiency of the agricultural service cooperative is still limited, therefore, the Vice Chairman of the Provincial People's Committee requested the Office of the Program Coordination for the NTM Construction Program, the Department of Agriculture and Rural Development to inspect, evaluate and have solutions to guide localities to overcome. At the same time, the Vice Chairman of the Provincial People's Committee assigned the Office of the Program Coordination for the NTM Construction Program to coordinate with localities to urgently complete the documents to submit to the Chairman of the Provincial People's Committee for recognition of the communes that have achieved the NTM and advanced NTM criteria this time.
Thus, up to this point, the whole province still has 96 communes that have not met the NTM standards, of which only 6 communes of Nghi Son town in the coastal area have not met the NTM standards. To achieve the targets of NTM construction, the Office of the NTM Construction Program Coordination, Department of Agriculture and Rural Development continues to direct, urge and guide localities to complete the criteria for early assessment and recognition of the following phases; pay attention to "erasing" NTM communes for Muong Lat district.
The comrade assigned the Office of the New Rural Development Program Coordination and the Department of Agriculture and Rural Development to coordinate with the Central Ministries and branches to complete the dossier and submit it to the Prime Minister for a decision to recognize Hau Loc district as meeting the New Rural standards in 2023; Tho Xuan district as meeting the advanced New Rural standards in 2023. Coordinate with the Central Appraisal Council to soon organize a conference to consider Yen Dinh district as meeting the advanced New Rural standards in 2024.
