On October 27, according to Thanh Nien reporter's source, the Chairman of the People's Committee of Ca Mau province has just issued an urgent dispatch directing the Department of Transport, the Provincial Police, the People's Committee of Tran Van Thoi district and Liem Duyen Hai Company Limited to urgently handle and repair the damage to Rach Rang suspension bridge.

Accordingly, the Chairman of the People's Committee of Ca Mau province requested the police to speed up the verification, investigation, and strict handling according to the law for the case of damage to the Rach Rang suspension bridge project (in Tran Van Thoi town, Tran Van Thoi district), invested by Liem Duyen Hai Company Limited.

The Chairman of the Provincial People's Committee directed to prioritize the completion of work at the scene; coordinate and create conditions for Liem Duyen Hai Company Limited to promptly carry out the reinforcement and repair of the suspension bridge and other necessary work, in the immediate future, ensuring absolute safety for motorbikes and pedestrians.

Ca Mau Department of Transport presides over and coordinates with the Provincial Police, People's Committee of Tran Van Thoi District, and Liem Duyen Hai Company Limited to review the actual situation, compare with regulations, agree on a coordination plan, and promptly implement related tasks according to their authority.

The Chairman of the People's Committee of Ca Mau province also directed to ensure the speedy progress to bring the exploitation project back to serve car traffic as soon as possible. In case of any problems beyond the authority, promptly report and propose to the Provincial People's Committee for consideration.

During the implementation process, the Department of Transport shall coordinate and guide Liem Duyen Hai Company Limited to fully implement related contents and processes and procedures according to regulations, ensuring conditions for safe exploitation and use of the project.

In addition, the Chairman of the People's Committee of Ca Mau province agreed to stop car traffic across the bridge until safety conditions for exploitation and use are ensured.

Liem Duyen Hai Company Limited is responsible for regularly checking and monitoring the status of the project, ensuring that the traffic of motorbikes and pedestrians across the bridge is absolutely safe; promptly reporting to the People's Committee of Tran Van Thoi District for consideration and coordination in handling cases where safety is deemed unsafe.

Another development, the report of the Ca Mau Department of Transport shows that through measurement and visual inspection, many signs of damage to the suspended steel truss structure were recorded, such as: some bars of the steel truss panel frame were deformed, bent, and warped, the largest bent and warped position was about 20 - 25 cm; the longitudinal beam and bridge deck for the steel truss span adjacent to the concrete span on the north bank were sagging and created a gap about 12 cm wide.

Through measurement and visual inspection, there are other potential and complicated damages that may occur such as: deformation of longitudinal beams, cross beams, suspension cables; damage to abutments, pillars, pile foundations... affecting the load-bearing capacity and safety of the construction, then construction inspection must be carried out according to regulations. In particular, with the steel frame being the main load-bearing structure being deformed, it shows that the construction has signs of danger in terms of load-bearing safety.

As Thanh Nien reported, at around 9:50 a.m. on October 16, truck with license plate 76H - 004.16 driven by driver P.D.P (30 years old, residing in Tinh Khe commune, Quang Ngai city, Quang Ngai) moved across Rach Rang bridge from the north bank to the south bank of Doc river, at Cong Nghiep hamlet, Loi An commune, Tran Van Thoi district.

This truck had a vehicle weight of 17.9 tons, but the actual weight when passing through the bridge was 31 tons (including vehicle weight and cargo weight). Meanwhile, the Rach Rang suspension bridge's load sign was 3.5 tons, causing severe damage to the bridge, affecting vehicles passing through the bridge. After the incident, the bridge management unit suspended car traffic, allowing only motorbikes to pass through to reduce congestion.
